JERRY GOCKE Register Sports Editor Horicon District office to handle such applications coming from shoreline owners in the project area This procedure has been unique to the Lake Sinissippi project Selbig stated that already in May and June of this year 68 out of 400 property owners have applied and been approved for shoreline improvement In those same months some 30000 cubic yards of silt were dredged from Lake Sinissippi While compaction and shoreline improvement are going on other members of the DNR crew begin a systematic walk along the shoreline looking for any existing or potential water pollution sources to be corrected John Edwards of the Environmental Protection Agency Madison explained that once sources are found DNR crews go back and run dye tests to determine whether a detrimental problem exists If so letters are sent to the property owner and to the county zoning administrator requiring that the pollution source be eliminated been gratifying to find the help that has been received from dounties with zoning ordinances to control these said Edwards? come a long But chemical treatment projects such as the one on Rock River are not a complete answer to the problem of water rehabilitation Some of the remaining problems were touched upon during tour Rock River project is only a partial stressed Selbig waterways have just been altered so much through the years that an ultimate cure is not One of the problems remaining is that carp will eventually be reintroduced into the treated waters eithergby accident or on purpose While this is recognized the DNR does not consider it a serious threat since once the waters are cleared of jturbidity and sufficient sight-feeding game fish populations are restored the carp populations should remain in check Another problem recognized is that once the waters are clear with the still existing high levels of nutrients in the waters a heavy influx of both aquatic weeds and algae can be expected Residents around Lake Mason part of the Fox River treatment project can attest to this This problem seems to have the DNR stymied at least for now While they state that some additional weed growth is actually ei' 1 beneficial they admit that because of the other recreational demands placed upon the waters excessive weeds and algae have become a nuisance While weed-cutters have provided a temporary answer to the weeds no effective method has been found to control algae blooms Another problem which may deal more longlasting harm to the completed project the continued water runoff from agricultural lands especially livestock yards During one leg of tour Selbig halted the ten-car caravan along abridge on the East branch of the Rock River From the bridge he lowered a six-inch diameter white disc until it disappeared from sight about a foot and a half deep in the turbid waters From an earlier bridge above waters that had been treated last summer the disc remained visible while nearly six feet below the surface While standing on the East branch bridge to observe the disc tour members could look up and watch a herd of Guernsey cows in their feeding yard standing deep in mud from the afternoon rain With no fence to divide the six feet separating feeding yard and edge the problem of soil runoff became vivid recognize the commented Selbig seemingly 1 the state has no authority to stop this kind of While stopping to inspect a branch of the river that had been treated last summer DNR specialist Dick Johnson pointed out that of the problems with these waters before treatment was their lack of diversification of life species Now wehave found quite a bit of Using a Serber Sampler (a net device to collect samples from river bottoms) Johnson showed the tour the quantities of insect life that were thriving in the restored waters With another net a Johnson displayed a catch of small northern pike and crayfish that were living in the shallow creek the treatment was Johnson said already been able to identify six of 11 previous species of clams which have returned to the While the decision to resume work on the Rock River project still rests in the hands of the Natural Resources Board a public hearing on the treatment of the West Branch of the Rock has been scheduled for July 19 at the Juneau Courthouse Kilbourn Machine and Auto Repair Sport Marine has a 3-5 record while Parrish Bar Milwaukee and the lower Fox River Valley Lying within that triangle are of what has been called most misused public waters in the But perhaps not for long With the guidance of three Department of Natural Resources personnel a group of nearly 30 representatives of state news media and politicians embarked on a tour of the Rock River System Thursday hiking and driving their way through a before-and-after -explanation of what the DNR is doing to try and rehabilitate these waters Running from a northern point near Brandon in Fond du Lac County to a southern point below Ixonia in Jefferson County the Rock River flows through the majority of the Horicon Marsh and feeds Lake Sinissippi With game fish populations depleted and waters overrun by carp and turbidity the Rock River system is faced with much the same predicament confronted in the Fox River System just a couple years ago Indeed the situation is one becoming more and more -prevalent across the state The answer as with the Fox River system has been a massive chemical treatment program aimed at one of the primary causes of the problem carp Basically the project seems simple enough First you draw down the affected waters as low as possible Next with the correct chemical (in this instance Antimycin) you erradicate all of the carp and game fish do what you can to improve the shoreline ofQthe treated waters and then fill it back up Stock the right kinds of fish back into the waters and within a couple of years you have good clean water for fishing and other recreational use With the work of some of the experienced personnel of the DNR parts of a project like this are nearly as easy as they sound Other parts A leader in projects of this sort across the country DNR has basically completed three other test projects of chemical rehabilitation Most readers in this area are familiar with the work done on Fox Lake in 1966 Beaver Dam Lake in 1968 and more specifically the Fox River System in 1970 which the Register reported on extensively The project on the Rock River system is being conducted in much the same way as the Fox River project with one major difference In November of 1971 after parts of the Rock River project had already been extensively begun Governor Lucey imposed an indefinite moratorium on any further use of chemical treatments on state waters A task force was appointed by the Governor and complete and thorough pre-treatment and post-treatment studies were demanded before any further authorization would be granted to resume work The task force has reportedly completed its work and the final okay for continuing the Rock River project now rests with the Natural Resources Board Bill Selbig area fish manager at Horicon and one of the project directors predicted Thursday that an affirmative decision would be coming soon allowing work on the project to resume before August The projected estimates of how much water has been targeted in this rehabilitation program seem vast: 2802 miles of rivers and streams 39830 624 square miles) acres of lakes and ponds 100396 acres of marshes bout 376 private ponds and about 21 springs In contrast the DNR project on the Fox River System eri-compassed some 245 miles of streams 11 lakes and 4500 acres of marsh Already some 235 miles of streams were treated in the Rock River System last summer before the moratorium was imposed These treated waters were what the DNR guides used Thursday to illustrate desirability of continuing the project Selbig pointed out Thursday morning that probably the chief complaint received against the project is the chemical used for water treatment He emphasized that this complaint is unfounded since Antimycin the same chemical used for the Fox River project is completely organic and approved by the Food and Drug Administration Being completely biodegradable Antimycin breaks down within two or three days after being introduced into the water and leaves no detectable traces The small quantities of Antimycin needed for the treatment project are somewhat surprising Average use for our fresh waters is about 15 gallons of Antimycin in one billion gallons of water At this level the DNR has found that all scaled fish will be killed while other aquatic life such as bullheads dogfish crayfish and clams will not be affected Selbig also noted that in some of the project area waters they find (perhaps because of water temperature) where the carp are not present and do not have to be treated Selbig emphasized that one of the most productive aspects of the project is in the drawdown of the water levels for an extended time period Besides reducing the project cost because of the need for treating less water the drawdown allows for much shoreline improvement to be done and for much compaction of lake and river bottoms Selbig stressed that the drawdown can back the aging process of the lakes by as much as 10-15 years of the compaction of bottom soils He noted that compaction levels of as much as 22 inches were recorded in the Beaver Dam Lake drawdown In an effort to aid and persuade lakeshore property owners along the project waters to take advantage of the drawdown for shoreline improvement the DNR has streamline its procedure for approving applications for such work Previously all such applications had to be processed through the Madison headquarters But permission was granted for the Bowling Briefs 4 DNR fieldmen pause in their shocking operation of Allen Creek where the Rock River begins to show tour member Senator Walter
