Fox told the Republican campaign strategy committee yesterday he can beat Democratic Rep. William J. Randall in the fourth congressional district of Western Missouri. He said enthusiasm is high and Democrats for Fox committees are being set up in every county in the district. He plans to use a 38-foot house trailer as a mobile headquarters during his campaign and fly over the district in a light plane in the last two weeks.

Fox is mayor of Raytown and said he is the first Republican mayor elected in Jack-son County in more than 20 years. He charged Randall is a puppet who responds on cue to the orders of the socialist group which is taking the Democratic party away from the people. (Tht Star's Jefferson City Correspondent Jefferson City Harmony is expected to be the basic keynote here today for the Democratic and Republican state committees meeting in regular session. There'll be harmony within the respective committees but not to each other because advance reports and rumors indicate the platforms will be full of plenty of fire and brimstone. To Re-elect Inglish. The Democrats will re-elect John W.

Inglish of California, to a second term as state chairman, and the Republicans are expected to elect state Sen. James P. Kelly to succeed H. Kenneth Wangelm of Poplar Bluff, who did not seek re-election. The re-election of the 41-year-old lawyer and former assistant attorney general when Gov.

John M. Dalton was attorney general was a foregone conclusion several weeks ago. He had the approval of Dalton, who originally selected him two years ago, and of Sen. Edward V. Long and Haskell Holman, candidate for re-election as state auditor.

The election of Kelly, 51-year-old Trenton farmer and businessman, was not certain until today when a vacancy was made for him on Republican state committee in his district. The chairman of each party must be a member of the state committee. Quiet Campaign Pays. Kellys friends began a quiet move for his election several weeks ago and he apparently had enough votes for election by the time Wangelin bowed out. Kelly is a graduate of the University of Missouri with postgraduate work in agriculture, a World War II veteran and a member of the Senate since 1954.

Senator Long and his Republican opponent, Crosby Kemper, of Kansas City, will deliver the keynote addresses before their respective conventions. The platforms will necessarily conform to the general attitudes of the keynote speakers who will stick mainly to national problems. The administration of Gov. John M. Dalton will be extolled along with the record of the 1961 Legislature which was controlled by the Democratic party.

The Republicans will attack the national and state administrations of the last two years and call for the election of a G. 0. P. congressional delegation and state Legislature. Manv See Moon Eclipse Sal urn Hundreds of Kansas Citians watched early last night as the planet Saturn, now bright in the eastern sky, appeared to collide with the moon and then disappeared for a time.

D. D. Clarke, leader of the Moon Watchers, a group of astronomical observers sponsored by the Kansas City Astronomy club and the Smithsonian Institution, called the phenomenon an occultation. It's an adaptation of the word occult, which means to hide, as the moon did with Saturn," Clarke said. Its caused by the moons passing between it and the earth." Clarke said the phenomenon was visible over much of the Eastern United States.

To observers here, the moon eclipsed Saturn at 8:10 oclock. The planet began to emerge one hour and 17 minutes later. Astronomers throughout the area were asked to make observations of the exact time various parts of Saturn passed behind the moon, Clarke said. These were to be used to check on Saturns measurements." accused of first-degree murder in a shooting of Hill Moore, 57, four confidence-game charges against Kenneth Jarrett, 30, and Frank Reed, who allegedly 911 Michigan avenue, in an attempted holdup at a grocery store.
