THE BAYTOWN SUN Sunday. January 4,1987 3-A Voters defeat bond issue Crosby school building woes continued in '86 ByMARYWOOLEY CROSBY The hiring of Don R. Hendrix as school superintendent was just one of the changes seen by the Crosby Independent School District in 1986. Hendrix replaced Tom Miksch, who, after eight years, resigned to take a position in another school district. In March, voters defeated a $6.3 million bond issue which would have provided funds for a new elementary school on Farm Road 1942, a gym at the primary school, a choir room at the high school and improvements at the Drew campus.

Earl Boykin, member of the school board and later its president, said he believed the issue was defeated because of the site proposed for the school. In April, newly elected school board trustees Rudy Sikora, Clarence Baumback and Ed Hauerland took over the positions formerly held by Sharon Bamberger, Tex Mitchell and LoisShmidl. In July, the Justice Department filed a brief citing the Crosby School District in violation of a 1970 court order on desegregation. The violation was observed through an investigation by the Texas Education Agency that determined the original court order had been tampered with through the redistribution and expansion of grades changes made without guidance of the court as required by the court order. Also in July, the board approved a 1986-87 budget of $11,082,628, an 8 percent increase over the previous budget of $10,258,487.

John Canady, acting superintendent, said the increase could be attributed, in part, to the costs of filling a number of new positions, teacher step raises and the purchase of three new buses. The increase in the budget, however, did not affect the tax rate. In October, the school trustees voted unanimously to adopt the same tax rate the district has had for the past four years 87 cents per $100 of assessed valuation. In December, the school board was unable to reach an agreement on forming a community committee to review building needs of the community. Superintendent Hendrix said he believed a 15-member committee representative of Crosby, Barrett Station and Newport would help satisfy the Justice Departments requirements, adding that the alternative would be having the federal court decide on the location of facilities.

Deer Park ozone levels over standards The Texas Air Control Board (TACB) recorded ozone in excess of the national standard during November at monitoring stations in Deer Park, Houston and Manchester. The standard for ozone is 0.12 parts per million (ppm). The standard was exceeded on Nov. 30 for one hour in Deer Park and Houston and for three hours in Manchester with peak concentrations of 0.15 ppm, 0.13 ppm and 0.19 ppm, respectively. In the state's urban areas, the highest ozone concentrations commonly occur between April and October when the greatest incidence of sunlight contributes to ozone formation.

The National Ambient Air Quality Standards (NAAQS) are set by the Environmental Protection Agency (EPA) for six pollutants, lead, ozone, sulfur dioxide, carbon monoxide, nitrogen dioxide and particulates. The TACB monitors for these pollutants at stations throughout Texas. Areas of the state are designated attainment, nonat- tainment or unclassifiable for the six pollutants on the basis of whether the standards are exceeded and the number of times per year they are exceeded in each area. Harris County classified as nonattainment for ozone. To comply with public notification requirements of the Federal Clean Air Act (Section 127 (a)), the TACB issues news releases within 30 days of the end of the month in the areas in which a standard is exceeded.

(Notification is delayed for 30 days to allow time for validation of air quality monitoring data.) Burial will be in Memory Gardens Cemetery.
