Barbara former US Sen George Aiken and his wife Lola US Sen Patrick Leahy and Mrs Madge Salmon After the dignitaries were seated in the well of the House Salmon entered the chamber for his last time as governor In an address devoted largely to defending his record over the last four years including the second term which Salmon said upon the shoals of hard Salmon declared: people of Vermont owe me nothing I owe them everything for the privilege of serving two terms in the highest office Vermont can confer on one of its citizens hope I have proved worthy of that the outgoing governor and dignitaries had left the joint assembly of the Legislature began the only non-ceremonial activity of the day With no speechmaking it took the secret vote that made Buckley lieutenant governor There was a quiet moan followed by delayed applause after Lt Gov Burns announced that Buckley had defeated Alden by three votes The action was taken according to Constitution which provides that the Legislature shall elect any constitutional officer who receive a majority of the votes cast in the General Election The man who deprived Alden or Buckley of that majority John Franco of the Liberty Union Party was in the lobby between the House and the Senate when the constitutionally-prescribed vote was cast Buckley was promptly escorted into the House where he acknowledged applause and -then he went back into the lobby where he was mobbed by reporters and onlookers Snelling came out of his office to offer congratulations to the man who had become lieutenant governor without receiving a plurality of votes Meanwhile the man who had received the plurality quickly left the lieutenant office downstairs and departed from the State House Later Alden was reached at home where he said the legislative vote felt a blow to the Back in the State House some Democrats were quick to charge that Alden had been defeated by a partisan vote That claim was quickly refuted by many Republicans A number of legislators of both parties said the former Windsor County senator had lost votes because he switched from the Republican to the Democratic Party in 1975 In the State House Buckley defended his election as constitutional He had lobbied hard to win the election and he had said the night before he would be elected by a three-vote margin There was no word on future plans although the defeated candidate could probably get a federal job if he wants one Alden was one of the first and strongest Vermont supporters of President-elect Jimmy Carter The surprise in the State House really diminished much when preparations began for the transition of power Thursday afternoon If it was possible the House Chamber was even more packed than it had been in the morning as onlookers filled the balcony and lined the floor of the House itself Three live television cameras were mounted in the balcony and several radio commentators spoke softly into their microphones as the transition ceremony began The well of the House was filled with seats which were occupied by four children in front and Mrs Taylor Weil who is Mrs mother then by the constitutional officers and their wives then by Salmon and his wife former Gov and Mrs Ray Keyser former Gov Joseph Johnson the wife of former Gov Harold Arthur the wife of former Gov Phillip Hoff Leahy and US Rep and Mrs James Jeffords R-Vt Other Bureau MONTPELIER Gov Richard A Snelling took the oath of office as 76th governor Thursday capping a day that began in tension and shock and ended in ceremony and celebration marking the transition of power The customary pomp of inauguration day was almost eclipsed by a surprise 90-87 secret ballot vote by the Legislature to elect former state Sen Garry Buckley of Dorset as lieutenant governor even though -former Sen John Alden of Woodstock had received 1100 more votes for the office in the General Election last November While a large number of legislators and onlookers were stunned by the election of Buckley some of their shock was dissipated by a farewell address by former Gov Thomas Salmon the swearing-in of Gov Snelling and five Constitutional officers and inaugural address Snelling was given the oath of office by Vermont Supreme Court Justice Albert Barney and shortly thereafter the new governor administered the oath to Atty General Jerome Diamond state Treasurer Emory A Hebard Secretary of State James A Guest and Auditor of Accounts Alexander Acebo Buckley later took his oath from former Lt Gov Brian Burns in a separate Senate ceremony In his inaugural address the new governor repeated in general terms some of the promises he made during his campaign last fall He called for increased spending for education and human services programs and he endorsed a 166 per cent pay raise for state employes He coupled the latter promise with a demand that state employes make some sacrifices in return for higher pay including increasing their work week from 375 to 40 hours The governor also called for reforms in the system of distributing state aid to education for a regional property tax appraisal system for a restructuring of the state Public Service Board and for a cabinet-level to help citizens resolve their problems with government In addition Snelling pledged himself to energy conservation integration of human services programs an affirmative action program to increase the number of women in government an expansion of the state Personnel Departrhent and to a program thatwould but put many of the unemployed back to work The reaction to speech was generally favorable although a number of legislators reserved comment until they could see the details of his legislative program Much of the activity in the State House on inauguration day was dictated by tradition The ceremony began at 10 am when the 30-member Senate marched into the House chamber and assumed seats in high-backed chairs that line the wall on either side of the podium There
