11. The office of price administration in a move to eliminate black markets in butter established specific dollars and cents ceiling prices today for sales by creameries and wholesalers. An OPA spokesman said legal retail prices as a result of the new order will either remain unchanged or, in some cases, lowered one cent a pound. Black market prices will be drastically reduced, he indicated, because the method of determining distributors' prices will simplify enforcement of retail prices. Prices Vary Washington, the spokesman said, the top price for the best grade of butter--grade AA, 93 score--will be 57 cents a pound as a result of the OPA action.

Black market sales of the same grade in the capital, he added, have been as high as 72 cents. OPA said that housewives should pay no more per pound for grade AA, 93 score butter, packed in one pound cartons of one-quarter pound pieces, than 58 cents in San Francisco, and 56 cents in Denver. Inasmuch as most butter being sold now is grade 92 scoreone grade below top the prices the average housewife pays should be "a few cents" lower than that. OPA also said that the list prices represent the top prevailing price, whereas some stores would legally be required to sell the same butter for a penny or so less. 3 Base Cities The new wholesale and creamery ceilings are specifically set for three base cities Chicago, New York and San Francisco.

At other points, the ceilings will represent one of the three base cities' mum prices, plus or minus the lowest freight charges from the producing point to the buyer. The new wholesale ceilings for San Francisco, Chicago, and New York, for grade 92 score bulk butter, are 46, and cents a pound respectively. Markups Retailers will continue to compute their maximum prices to the housewife by adding specified markups over their net cost, these markups ranging from eight to 10 per cent, depending on the type store. Specific knowledge of wholesale ceilings for any area will make possible a closer check on retail prices in the same area than formerly was possible, OPA said. Livestock South San Francisco.
