Although itveril Quad-City groups $re in a race to obtain telecastirj' rights 'to, channel 8, chances that the new station will begin operation in less than two years are rather remote. Discounting the time for actual construction, the red rape involved by the Federal Communications Commission In selecting which the applicants will get the chanr assignment could cause that much delay. To date, two Quad-City organizations have filed for the channel 8 rights and a group has been incorporated and will file with the FCC.

The two are Community Telecasting with offices in Moline, Mel Foster Sr. of Davenport as president, and KSTT Telecasting formed by Quint-Cities Broadcasting which operates KSTT. Frederick Epstein is president of KSTT. The third group is Midland Broadcasting with CAUSES JEALOUSY As Melvyn Douglas tells his son Phil Abbott that hes to succeed him in business, Walter Matthau, as the son-in-law, listens jealously in a scene from The Legacy, drama of a family battle for control of a world-wide empire, on Television Playhouse at 7 tomorrow night, WHBF-TV. Stone of Hampton. Wheu the FCC announced the switch of channel 8 to the Quad-City area Feb. 26 twe other interested parties vealed plans for seeking the station permit. They were G. LaVern Flambo, operator of WQUA' radio statioa la Moline, and Tele-Vicwa News of Davenport, operated by Ernest Bauwena, Edward Janov and Louis Janov.

This week. When Mr. Flambo was asked vhat action, he had taken. he said that he was unable to make any statement at present because of business reasons. Mr.

Bauwens said that all details of his companys application are ill the hands of a Washington, D.C., attorney and ready to be filed formally. He said that bis firm was the first to actually get all FFC-required information together for presentation to the governmental agency. Rehearing Denied That channel 8 is definitely assigned to the Quad-Cities became more apparent last week when the FCC denied a July 30, 1956 petition by WMBD of Peoria for a re hearing on the transfer of the VHF outlet to this area. Instead, WMBD granted channel 31 In Peoria. On the air in that city are two OIF stations WEEK-TV on channel 43 and WTVH-TV on channel 19.

WIRL-TV has been authorized to. use channel 25. In all, Peoria will have four TV stations, all in the 14 to 85 freque cy band. With so many applicants for the new Quad-City channel, hearings by the FCC probably will drag out for many months. The agency will hear plans of each ihe applicants and then decide which one permit.

After the Quad-Citites third station does get on the air, it is assumed that it will attempt to affiliate with the ABC-TV network which, at present, does not have a basic outlet, in the 'area. WHBF-TV is a basic CBS-TV station 1 and WOC-TV is basic NBC-TV, but both carry several ABC-TV pro- grams at times when their networks have no scheduled shows. Thus, a three-station Quad-City service, will provide local viewers with complete netrork coverage. For Channel 68 Meanwhile, a Tennessee corporation has applied for channel 68 in the Quad-Cities, but no definite plans have been advanced for its operation. Malco Theaters, of Memphis.

announced May 8 that it has asked for the channel, which could not be received on the majority of TV sets in Quad-City homes unless adap- tors are installed. Plans call, ior studios la Davenport with transmitter location in rural Scott County. The station would operate with a ptfwer of 23.32 kilowatts visual signal and 1398 kw aural power. Tower height above average terrain would be 98 feet and 187 feet above ground. Estimated construction coet was set at $124,300 and operating espenditures for tho first year at $140,000.

Prospetfts that channel 68" will ever go into operation seem slight at this time. One reason alone would deter the success of any UHF station in the Quad-Cities, and that, again, is the lack of a viewing audience because of existing receivers incapable of picking up the signal. And, because there would be little audience, the possibility Of attracting advertisers to make the station operation profitable is therefore limited. Tonight O. Henry Theater (2).
