Wednesday that he believed his talks with Prime Minister Indira Gandhi and other Indian leaders on a 26- hour stopover had helped to mend the frayed relations between Washington and New Delhi 4 From said McGoverns statements are most unfortunateand show a lack of political maturity Humphrey who trails far behind McGovern in delegate strength vowed he wouldnt throw his support behind any other candidate until at least a fourth or fifth ballot or at least until he became convinced he had lost any chance of winning the nomination himself Earlier in the day Humphrey suffered a severe setback in his bid for the nomination when a federal appeals court ordered 151 California delegates many of whom had been ticketed Jor Humphrey returned to McGovern But Humphrey raised the possibility that the convention might attempt to overrule the courts saying: Its my judg- ment that the convention is the' judge of its own membership increases approved this year because profits have climbed sharply In the first three months of this year the four car companies reported combined profit of $945 million a $160 million or 20 per cent increase over $785 million reported in first quarter profits the year before 7 Chrysler split its proposed increase into three parts: $82 to cover cost increases for improved bumpers and pollution control systems as well as to meet the cost of the new Occupational Safety and Health Act requirements in manufacturing plants This is the first time any car maker has used that as an excuse for a price increase $70 to cover ordinary cost increases Chrysler said after taking into account a 41 per cent annual increase in productivity as required by the Price Commission $28 to cover the making of some optional equipment standard including electronic ignition systems disc brakes and sound-deadening material Last month Chrysler raised some car prices to cover the addition of equipment to its cars and while Chrysler raised prices 3 per cent last fall little nibbling increases throughout the year have pushed it closer to the 45 per cent allowed for its 1972 models by the Price Commission (Times News Service) DETROIT The Chrysler Corp asked the Price Commission Wednesday for an average increase of 5 per cent or $180 on its 1978 cars and trucks So far three of the four car makers have asked for increases American Motors Corp last week asked the Price Commission for a price increase of $140 to $150a car or about 5 per cent on that companys line and the Ford Motor Co has said publicly that it will ask for only $140 in increases at leart through this calendar year to cover the cost of federally- handated changes in the cars ssnLSsrs''- bumpers controls The General Motors Corp however has not made its request and it with half the nations car sales in effect dominates new car pricing If GMs request is for a smaller raise than its competitors asked and generally GMs rates have been smaller the others may have to back down a bit Last year for example Chrysler asked the Price Commission for a 53 per cent price increase and was granted a 45 per cent price increase but then increased prices 3 per cent in the fall because that was the increase asked by General Motors The car makers could have some problems getting big Geese Missing From Flyway The Dollar And Pound Recovering (Times News Service) PARIS The dollar and the pound strengthened Wednesday in Europes money Centers but markets remained nervous while traders expressed doubt that any real recovery had set in The moves were described as technical recoveries following the battering both currencies have received in the last few days New barriers to keep out dollars from Switzerland following imposition of an 8 per cent tax on foreign deposits Tuesday and reports that German Economics Minister Karl SdRiller is about to resign helped the dollar rate improve against both Swiss francs and German marks There were reports of further large interventions by the Bank of France to prevent the dollar from slipping beneath lower limits against the commercial French franc In other words the Bank of France was buying more dollars But for the moment the flood of dollars into Germany and Switzerland was halted Schiller had wanted the Germans to float their currency freely instead of resorting to exchange controls to keep out unwanted dollars Resignation Is Weighed Brandt to AnnounceOn Friday If Schiller Is To Leave Cabinet (The Times London) BONN The West German chancellor Willy Brandt is considering whether to accept the preferred resignation of Karl Schiller minister of economics and finance Schiller submitted his resignation in a five-page letter to the chancellor earlier this week The main ground for his decision was his humiliating defeat in the cabinet last week when his total opposition to exchange controls was overruled 1 unanimously by his colleagues He feels that if his advice as minister of economics and finance is rejected in the middle of a major international financial crisis he can no longer carry on Brandt said Wednesday that he would announce his decision at the news conference he is to hold here oti Friday It was originally planned for to meet and vote to certify them If as few as 15 committee members dissent they may file a minority report This automatically authorizes a debate and final vote on the floor of the convention Many observers believe that Wednesdays court decision and any subsequent ones that support or reverse it will be principally valuable in the Miami convention as debating weapons for the sides they favor in both the California and Illinois cases Federal court orders are enforceable by federal marshals at the direction of federal judges but no one expects that any of the contending factions in the court contests would try to disrupt anational convention in this fashion At a news conference in Miami Beach Joseph A Califano Jr counsel to the Democratic National Committee said that the committees officers would respect the California decision if it was not disturbed before the convention opens on Monday night Of course Califano added no one controls the Democratic convention Anyone whos been watching the last few weeks knows that If the California case does come to a floor vote at the convention Gary Hart McGoverns campaign manager said the senators backers had put together a buffer of 50 to 60 more votes than would be needed to retain their delegates seats even with the disputed delegates disqualified With the full California delegation in hand according to Richard Stearns the chief McGovern delegate counter the South Dakotan has 15415 first ballot votes He needs 1509 for nomination The Court of Appeals split 2-1 on the California case with Chief Judge David Bazelon and Circuit Judge George MacKinnon in the majority and Circuit1 Judge Charles Fahy dissenting The court was unanimous on the Illinois case The Credentials Committees decision to deprive McGovern of 151 delegates the majority wrote jeopardizes the integrity of the election process and it therefore injures every voter in the United States and every individual and institution which is subject to the authority of the President Because we are convinced that the process of electing the President of the United States is not and cannot be placed outside the rule of law we set aside the arbitrary and unconstitutional action i the Democratic Party the court concluded In his dissent Judge Fahy said the decision to divide the California delegates among the presidential candidates in proportion to their primary vote was within the competence of the committee" Whatever the political motivations of members of the committee the action taken is not rendered unconstitutional thereby" Fahy observed The court found unanimously that the 59 Daley delegates had violated the reform guideline that prohibits the nomination of slates of delegate candidates at closed meetings to which in the parliamentary elections aajKJLr Chaban-Delmas displeased the old-line Gaullists with what they felt were his too leftist social and labor policies He was also severely criticized for granting a measure of autonomy to the state-run radio and television network The networks occasional show of independence provoked complaints of too much pessimism and theyre giving voice to the left and disloyalty to the government from some Gaullist groups The networks governing board is being reorganized to bring its information programs under firmer control A most important factor in the ouster however was no doubt the growing chill between Chaban-Delmas and Pompidou which neared downright frostiness after the goverments poor showing in a referendum April 23 Chaban-Delmas was blamed for the poor showing and he was expected to fall soon afterward Pompidou who acts slowly and methodically did nothing and the expectation of a government change faded When it came Wednesday it was a surprise to almost everyone Some thought it had to do with difficulties during Tuesdays meeting in Bonn between Pompidou and Chancellor Willy Brandt Others believed it was provoked by the electoral agreement between the Socialist and Communist Parties which will confront the Gaullist government with a united opposition on the left for the first time Pompidou is reliably reported to have informed Chaban-Delmas of his decision at lunch on June 27 Presumably the secret was kept so as not to disturb the Bonn meeting It is not clear whether the timing of the cabinet change means that Pompidou will totaling 200000 birds in recent years are missing and nobody is quite sure why A compilation of figures from aerial counts of the geese made by nine states and Canadian wildlife units in late March shows that only 25000 were sighted almost two-thirds lower than the January count and the lowest since the 1930s when the species faced the loss of its favorite food While it may be that the geese have taken an unusual migration route north over the Great Lakes and thus missed the count some bird experts fear that the brant may be facing a crisis because of a shortage of food and continued difficulty oif their arctic breeding grounds Fred Ferrigon head 0f wetlands ecology for the New Jersey Environmental Protection Department said it was apparent that the birds had had trouble on their breeding grounds because of the flock wintering in New Jersey this last year only one in 17 was a new bird This low breeding success will be felt for some time as it takes two years before young birds breed The little sea geese have adjusted well to severe conditions to assure survival They select their mates before reaching the breeding ground on islands north and east of Hudson Bay and thus waste no time there on prenuptial display Rather their attention is riveted on finding a suitable nesting place that can be made ready on bare ground with a thick cover of down for the eggs which are laid within 10 days of arrival If the thaw is late the females absorb their maturing eggs This has proved beneficial to successful breeding as the brant nest so far north they must get an early start if they are to rear their young to flight stage and complete their own molt before the September freeze arrived Tuesday morning Lombardy said however that Fischer would like to explain his side of the delay personally to Spassky Geller said that he had seen Fischers apology but that it had been sent by a messenger it was mimeographed and not personally signed The implication was that this was no way to tender an apology Euwe looking agitated then rose and said that since two conditions referred to him he would be happy to write out on the spot a condemnation of Fischer not only in the last
