Leopold Re- organization By STEVE PATTERSON (Vermont Press Bureau MONTPELIER Secretary of Human Services William Cowles has met with members of the State Mental Health Board in secret to smooth some ruffled feathers and discuss the boards role in selecting a new mental health commissioner Commissioner Jonathan Leopold who has held the job since its creation in 1965 handed in his resignation last week He apparently felt his effectiveness has been stymied since his department was pulled into the Human Services Agency under government reorganization Dr Carlos Otis of Townshend board Chairman fired off a letter to Cowles blaming reorganization for Leopolds resignation and demanding a meeting to discuss the boards role in naming a new pian Cowles and Administration Secretary William French met with Otis and other board members in White River Junction Tuesday night It was the first meeting Cowles has had with the board since reorganization went into effect last year Cowles said Wednesday there were very few recriminations about reorganization and- the focal point of the meeting was a discussion of how to go about selecting a new commissioner Otis said in his letter to Cowles that since members of the Mental Health Board have a peat dea of expertise in the field they should play a strong role in selecting a replacement for Leopold -n- The board will take a ivery active role Cowles said Under' government reorganization the board has lost all of its policy-making power and now has only an advisory role Cowles not the board will have final say in naming a commissioner The Mental Health Board will draw up its own description of the job and send it to Cowles Cowles said finding a suitable mental health commissioner will be one of the hardest appointments in state said to have voiced private interest in Sens Thomas Eagleton of Missouri and Abraham A Ribicoff of Connecticut Earlier McGovern had privately considered Sens Walter Mondale of Minnesota Gaylord Nelson of Wisconsin Frank Church of Idaho and in the event that rifts in the partys solidarity at the convention might mandate the choice of an appealing centrist Edmund Muskie of Maine For the first time McGovern was reported to be considering the possibility of selecting someone from among the less well known members of the House of Representatives He was quoted by an aide as having described as "really talented guys Reps Bob Eckhardt of Texas John Moss of California Frank Thompson Jr of New Jersey Morris Udall of Arizona and James O'Hara of Michigan The lengthening of McGoverns report list could have as much to do with preconvention tactics as with postconvention strategy Each of those mentioned as a potential running mate would likely be gratified at inclusion on the list and could as a result look more kindly toward the nomination of McGovern But McGovern was said to have been inclined to "jot down names primarily because Kennedys desire not to be considered had forced McGovern to think seriously a week before the convention will decide on a vice presidential nominee about his own preference In the meantime Sen Mike Gravel said that he would make a major political announcement McGovern has all but abandoned his hope of enticing Sen Edward Kennedy to join him on the Democratic ticket The South Dakotan reportedly was advised indirectly over the Independence Day weekend that Kennedy was adamant about not wishing to run this year for vice president McGovern as a consequence was said Wednesday to have decided against offering the Democratic National Convention a free hand in choosing his running mate if he is nominated next week for the presidency Only a week ago McGovern was privately optimistic that he coufd somehow persuade Kennedy to run with him perhaps by giving the convention delegates free rein to select the vice presidential nominee in the expectation that they would draft the senator from Massachusetts Armed with a public opinion survey showing that Kennedy would be his most popular running mate McGovern had planned to meet with Kennedy this week to discuss the vice presidency But close associates said that McGovern had been given reason presumably by a Kennedy emissary to conclude that Kennedy's sense of obligation to his family made it extremely remote that he would respond even to an authentic draft McGovern was said to be prepared now to suggest one or perhaps several names to the convention delegates as acceptable vice presidential nominees Over the weekend after studying the opinion surveys conducted by Patrick Caddell a member of his campaign staff McGovern broadened his list to include several governors and members of Congress The governors added to the list were John Gilligan of Ohio Patrick Lucey of Wisconsin and (Times News Service) NEW YORK An American professor who developed the system of ranking the world's chess players said Wednesday that Bobby Fischer appeared to be losing fellow players sympathy in what he called a war of nerves by both the American champion and the opposing Soviet delegation in Iceland Prof Arpad Elo whose system has been accepted officially by the International Chess Pierre Messmer as his new premier Messmers main job will be to help Pompidous party in the coming elections Messmer is much more to the taste of the party that Pompidou inherited from General de Gaulle than the outgoing premier Jacques Chaban-Delmas who was considered excessively liberal by many Gaullists Although formally Chaban-Delmas resigned bn behalf of himself and the cabinet Pompidou made clear in a published letter that Chaban-Delmas had been dismissed Messmer 56 years old is known as a pure and hard Gaullist He joined General de Gaulles Free French in 1940 by hijacking a boat and forcing it to Gibraltar He parachuted into Indo-China in 1945 as the generals representative in talks with the VietMinh and served as the generals "irreplaceable" defense minister for a decade He is a tall sturdy Alsatian mayor of Sarrebourg and has no particular political profile of his own beyond his dedication to the Gaullist heritage He was minister of overseas departments and territories in the outgoing cabinet The composition of the new cabinet to be announced later this week will indicate to what extent Pompidou intends to shift policies Former Premier Edgar Faure is expectwd to join the government possibly as minister of finance Political observers describe him as supple in every sense of the word he will bend as Pompidou blows Faure has some appeal to centrists while Messmer will strengthen Pompidou with the grumbling right Chaban-Delmas mayor of Bordeaux was considered excessively liberal by many in the Union for the Defense of The Republic the Gaulllist Party He is a suave handsome man 57 years old who promised to work for a new society" when the newly elected Pompidou chose him as premier three years ago French commentators spoke of Chaban-Dclmas's "openness DOYLE (Vermont Press Bureau) MONTPELIER Mrs Barbara Snelling of Shelburne the 44-year-old wife of former Republican gubernatorial candidate Richard A Snelling may be appointed to the number two post in the Human Services Agency Mrs Snelling is presently a member of the state Educational Board and would presumably resign that policy-making post if she were to accept the $20000-a-year job as assistant Human Services secretary Human Services Secretary William Cowles Jr of Shelburne confirmed Wednesday that he is considering Mrs Snelling for the top administrative position The job has been open for about a month since Cowless former assistant William A Gilbert of Williston was appointed chairman of the state Public Service Board Cowles said he has had some discussions with Mrs Snelling about the job but added that no definite decision has yet been made on her appointment Cowles praised Mrs Snelling's administrative abilities saying he had served with her on the Shelburne School Board some years ago and was impressed with her capabilities Mrs Snelling has been active in education circles for a number of years and was president of the Vermont State School Directors Association for two years before Gov Deane Davis appointed her last year to a six-year term on the Education Board 4 A- graduate of Radcliffe College she is a member of the New England Regional Teacher Education Program a member of the board of directors of Howard Family Service Center (a Burlington mental health center) and a member of the board of trustees of Champlain Coirege She has served on the' Shelburne School Board since 1958 and was a member of the board of school directors of the Champlain Valley Union High School from 1962 to 1968 She has two sons and two daughters An ardent Republican powerful bomb that explodes horizontally and instantly clears heavy jungle areas the size of a football field The tactics are used to deny the Communists protective jungle shelter and food supplies Illinois Seating Dispute By WARREN WEAVER JR (Times News Service) WASHINGTON The United States Court of Appeals ruled Wednesday that the Democratic Credentials Committee had been arbitrary and unconstitutional in taking 151 California convention delegates away from Sen George McGovern It awarded him the full 271-vote delegation At the same time the court upheld the committees action in denying convention seats to Mayor Richard Daley and 58 other Chicago delegates and prohibited the Daley forces from pursuing an Illinois state court action to get them back Both losing parties indicated they would attempt to appeal to the United States Supreme Court but no papers had been filed when the court closed in the evening The court is out of session but Chief Justice Warren Burger could call it back into session if he wished The court decision represented a major political victory for McGovern If it is not reversed by the convention itself and the conventions right to do so remains in doubt the ruling could insure the South Dakotan a first-ballot victory The Daley ruling was also favorable to McGovern If it stands he will pick another 40 or 50 votes among the Chicago reform leaders who successfully challenged the mayor and his supporters in the Credentials Committee and then defended its decision in the courts McGovern said in a statement that he was pleased" with the decision that "reaffirms the choice of the California voters and the rules of the Democratic Party I hope now he added that the convention can proceed in a lawful orderly and satisfactory manner to ratify a platform and nominate a candidate who can take that platform to the country in a victorious campaign next fail" Frank Mankiewicz McGovern's national political coordinator went so far as to argue that the convention could no longer vote on the California seating issue in the light of the court ruling but there is considerable uncertainty on that question California law provides that whoever gets the most votes in the states presidential primary be allotted all the state's 271 delegates to the convention McGovern won a plurality in the June 6 voting His rivals contending that the law ran counter to the party's new form rules to provide greater grassroots participation challenged the law in the Credentials Committee which deprived McGovern of 151 delegates and allotted them proportionally among the other candidates The McGovern forces took the Issue to the federal district court here which upheld the committee The appeals court by a 2-to-l vote reversed the lower court Wednesday At his home In Waverly Minn Sen Hubert Humphrey who would have gained more than 100 delegates from the California split suggested that the convention might attempt to overturn the court players based on results in tournament and match play which for the last two years has put Fischer first in the world's top 20 2760 to Spasskys 2690 He said that the 1972 rankings due shortly would even widen the margin They include recent victories while Spassky has not done as expected in Moscow and Gothenburg Sweden If the championship match goes on in normal fashion he said he had predicted picture is portrayed in the low-key style of a man cut more from the cloth of a scientific technician than that of a wild-eyed environmental reformer In his early 40's Dr Westing uses an almost mild tone to dispense often alarming information he has included in previous articles for the Scientific American Magazine other scientific publications and has helped bring to congressional sources in Washington He enters political discussions and speculation reluctantly choosing instead to fall back on information he has helped gather in visits to South Vietnam in 1969 1970 and 1971 Those visits have been made at the request of the Scientists Institute for Public Information in New York and scientific journals and have been interspersed between his work at small Windham College where he has taught for the past six years But despite his soft-toned approach Dr Westing paints South Vietnams environmental portrait with liberal amounts of bomb crater gray and elephant grass green Bomb craters are almost Impossible to cover without destroying the already fragile tropical soils of the country Dr Westing maintained that enough South Vietnamese soil has been displaced by bombing to fill up the White House every hour and three quarters every day for the seven years the bombing has been occurring Stubborn elephant grass quickly overruns cleared areas and bomb craters destroying the nutrients WAVERLY Minn (AP) -Sen Hubert Humphrey said Wednesday he plans to press his campaign for the Democrat- (See Page 12: Democrats) that it is the first injunction granted to the Secret Service to aid it in the performance of its protective duties Cooper found that Galella's behavior both before and during the trial constituted civil contempt of court on three counts Two Involved violations of temporary restraining orders issued Oct 8 and Dec 2 1971 designed to kee the' photographer from harassing Mrs Onassis and her children by approaching them to take photographs The third count was for "willfully and knowlingly failing to produce photographic matter called for in the deposition subpoena" Cooper declared that the court would impose a fine for each of the acts of civil contempt but said it would set the amount after a hearing to be beld at a later date A special section of the 130-page opinion related to the activities of Galella trial counsel Alfred Julien Cooper said he felt constrained to take Julien to task for "what we believe was unprofessional conduct throughout the trial persisted in even after warnings that he desist" By NICK MONSARRAT (Vermont Press Burean) PUTNEY A Vermont botany professor with an intimate knowledge of South Vietnam's deteriorating environment is convinced it no longer matters who claims victory in Vietnam the South Vietnamese are already the losers Dr Arthur Westing a Windham College teacher has played a major hand since 1969 in revealing what he said this week is the phenomenal impact" of United States war tactics on letnam 's environment An investigation by Dr Westing and a University of Montana zoologist Dr EW Pfeiffer into the massive use of herbicides by the United States military in South Vietnam was a major factor in Washington ordering a halt to the defoliation methods in 1970 But other tactics also investigated by the two men are still in use including the Whether it's by accident or design he declared this is an environmental war with more than 90 per cent of the bombing missions in the last seven years directed at making South Vietnam uninhabitable for the enemy Quoting one military man who bad destroyed the structures in an entire village Dr Westing said the soldier summed up the overriding philosophy of the war: "In order to save the village we had to destroy it Dr Westing knows no precedent for the massive rehabilitation effort that will be needed when hostilities finally end In past wars bombing has been aimed primarily at structures and military targets He also sees neither President Richard Nixon nor the leading Democratic presidential contender Sen George McGovern D-S with a plan to rehabilitate Indo-China after the war He called prospects for that the US Health Services fc Mental HSI) (Times News Service) NEW YORK United States District Court Judge Irving Ben Cooper ruled Wednesday that the activities of Ronald Galella the self-styled "paparazzo" photographer had "relentlessly invaded the privacy of and had interfered with the protective duties of the Secret Service The judge permanently enjoined the photographer from approaching Mrs Onassis or her children to take their photographs from carrying out surveillance of them from using photographs of Mrs Onassis for advertising or trade purposes without her consent or from communicating or attempting to communicate with Mrs Onassis or her children At the same time Cooper dismissed a $1 3 million suit filed aginst Mrs Onassis by Galella who charged that she had interfered with his livelihood as a photographer Cooper held that the fact that Mrs Onassis wore sunglasses or a dark dress or a veil did not constitute behavior to warrant a suit for damages Galella had charged in addition that Secret Service agents had interfered with his picture-taking activities on several occasions and that he had been pushed more than oncer But Cooper ruled that hardly more than a faint glimmer of evidence had been Introduced to show that Mrs Onassis was in any way responsible "Further" Cooper's opinion added "we find that the pushings never happened" with the exception of one Incident after a movie screening where the act government said afterward: "The government feels that this is a significant precedent In Hijackers Shot Dead But Passenger Is Too Many Health Systems Board Members Will Drop Out of Planning Effort (Times News Service) SAN FRANCISCO Two airline hijackers were shot dead and one passenger was killed and two others wounded in a shootout aboard a Pacific Southwest Airlines commuter plane at San Francisco International Airport Wednesday The gun battle ended an hour-long drama that began in the morning when the gunmen commandeered the twin-engined jetliner with 86 persons aboard between Sacramento and San Francisco The hijackers demanded 1800000 in cash two parachutes and a flight crew to take them to Siberia When it landed the plane was taken to the end of a runway alongside San By health planning efforts as members of a new HSI board Kitcbel said he plans to continue working for HSIs goals of streamlining health services in Vermont and placing health facilities and medical people where they are needed most But he estimated that about half of the present IS board members will be unwilling to continue even If they are elected to a new board of trustees for the
