the Vermont Development Commission said the emergence of the idea of winter vacations rather than ski vacations means were in better shape than we would have been five years ago The Christmas and New Years for skiing but there was little available during die past ones Central Vermont was the lucky area on snow with Killington Woodstock and Mt Ascutney reporting good skiing during the past holidays refused to speculate how much influence he might be able to exercise Of course we will have some bargaining power he said but it is impossible to say yet just how much I think that George (Sen George Cook R-Rutland) will look at this fairly and 1 think we will come out all right The committee is one of the most influential in the senate since its members determine the make up of all the other committees Daley is a member by virtue SAVE MONTPELIER (Special)-Charles Tuttle Jr has been appointed chief of fraud control and overpayment with the Department of Employment Security it was announced by Commissioner Stella Hackel He succeeds Charles McKenna who has retired after 17 years with the department A retired Army lieutenant colonel Tuttle served in various administrative positions and on several courts and boards including over 15 years with the Counter Intelligence Corps From August 1960 to June 1963 he was chief of the plans programs and administration division G-2 section at the Army Intelligence Center at Fort Holabird Md In his new position Tuttle will be responsible for operating the department's program to pre- AT THE RATE OF and national committeeman of the Vermont Republican party Seh Charles Delaney the Chittenden County Democrat who lost a bid for president pro-tem to Cook will probably move up to the chairmanship of the Banking and Corpora tkns Committee filling in for Sen Reid Lefevre R-Benning ton who wag defeated in his try for re-election George McGregor another Chittenden County Democrat has seniority on the Education Committee and is a can-diate for the chairmanship of that group The two Republicans who were ahead of him in seniority also went down to defeat in November Rutland Sen William Burke is expected to retain his position as chairman of the Finance Committee and speculation wag Wednesday that Cook himself might stay on as chairman of the Judiciary Committee Cook howeVer refused to say anything Wednesday about any of the possibilities Nor would Daley who technically is not a member until he is sworn in as lieutenant governor Thursday shed any light "These are all committee decisions Cook said and our committee hasnt even formed yet I cant say anything because it isnt up to me alone to decide He added however that committee members probably would be chosen before next Tuesday Daley said Wednesday the committee had an nounced Wednesday that he will introduce legislation to dose some dangerous and long existing gaps in the Social Security System The Prouty bill will raise the minimum Social Security benefit from $40 to $70 per month and the senator said that under his plan all benefits would be scaled upward on a formula based on the new $70 minimum The senator explained that under his proposal the average Vermont Social Security benefit would increase from about $73 to over $100 and he estimated that this would mean at least a $900-000 jump in the total amount of benefits paid to Vermonters per month Sen Proutys legislation would also expand the earnings limitation now imposed on Social Security beneficiaries Under his proposal an older person could make up to $2400 before he would lose any Social Security benefits This is a substantial elevation over the $1200 limitation in the current low Prouty remarked that It seems to make little sense to say we will protect a man against the hardships of poverty and then penalize him when he Industriously seeks to earn a living wage The $1200 limitation in terms of current prices is a meaningless and unjust imposition on a mans right to a minimum standard of living The third major change contemplated in the Prouty legislation would be an extension of Social Security coverage ultimately to aH our nations elderly Citing the need for this change Prouty pointed out that nearly 2-500 Vermonters age 70 or over are on public assistance but not eligible For Social Security These people would receive the minimum of $70 under the Prouty blanketing-in proposal an additional $175000 per month for Vermont recipients Prouty said: When the program was established it was hoped that within a few decades of its inception any elderly person needing coverage could be included within the scope of its protective arm But at the present time a quarter of a century later thousands of older Americans are left without the comfort of this fundamental program because the law was not wise enough to forecast the needs of this age So I am reintroducing my proposal to blanket in ail persons age 70 and above1 who are not now eligible to receive benefits because of the oversights of earlier planners Indeed i it seems only fair and just that those older Americans who have done so much to make this land a better place to live should
