Texas has just witnessed such an event in the visit of 30 Latin American ambassadors to San Antonio and the LBvJ ranch. The event was a smashing success.

It created a friendly atmosphere for the President's visit to the Punta del Este conference and established a warm rapport between the President and the nations to the south. Additionally. it revealed the plans for isFair to the representatives of 21 Latin American nations and to the more than 75 correspondents from South America, the U.S. and Europe who were here to cover the visit. And to all it revealed the warm, informal fiesta-like San Antonio that makes living here a joy.

He is disappointed because he thinks and have become so interrelated that it will require activists working for peace to restore momentum to civil rights demands. disappointment over the course of the war in Vietnam is shared by virtually every American; his proposed solution should he abhorrent to as many. To plan disruptions that are violations of the law during any time are intolerable. To use them as an excuse that one is trying to promote peace is rank hypocrisy. To call them fails to lessen their lawless nature.

This country has implemented a full package of civil rights laws, going about as far as a society of law can go and preserve individual liberty. That some communities resist nr delay is a condition to work on. If King and his group really want to help themselves, they can show a spirit of support now lacking that will make the impression in Hanoi that America is not greatly divided in its determination to honor the commitment in Vietnam. The sooner that conflict is ended the sooner the great burden of it ran he lifted or put into domestic causes. King is simply tragically wrong in his viewpoint.

He formally requested a declaration of a of against the imperial government of Germany. Despite pacifist demonstrations outside the Capitol and after a comprehensive debate, the resolution declaring a i of was passed on Wednesday by a vote of 82 to fi in the Senate, and by a vote of 373 to 50 in the House of Representatives at 3:15 a m.

on Friday, April 6, At CIO pm. that same day, the war proclamation was signed by the President. EXAMINING the pro and eon of the discussion in Congress, the points made 50 years ago against involvement of the United States in war are remarkably like some of those being heard today with reference to a possible of the Yietnam war. During 1914 America had stood aloof and. through a series of diplomatic notes, had insisted cm of the But German submarines in May 1915 sank the a British unarmed passenger ship.

Nearly 1.200 of the civilians aboard, including 124 American citizens, were killed. The United States government resisted the clamor for war and tried the path of negotiations. The government agreed not to attack unarmed ships thereafter. America continued to exercise her right to trade with both sides, Peace sentiment swept the country, and Wilson was re-elected in November 1916. The slogan kept us out of and improved conditions played a large part in his close victory.

He had only an 11-vote margin above a majority in the electoral ollege and less than a 600.000 majority, in the popular vote out of a total of 17.500,000. BUT PC BLIC opinion changed when less than four months later in February 1917 Germany ordered unrestricted submarine warfare. Wilson asked Congress for authority to arm American vessels for defensive purposes. A Senate filibuster, however, prevented action, as gress automatically ended its session on March 4 The President then issued an executive order to permit merchant ships to be armed, but it soon became apparent that, without the help of the navies on the Allied side, such a step would be inadequate. So the President called a special session of Congress, and, in his address on April 2 requesting the declaration of a of he pointed out that America was against the German people but against the military autocracy in Berlin WHAT WAS ERLOOKI then, as it is today, is the in terdependence of the countries of the world It was reasoned by the enemy strategists in 1917 that the United States could never mobilize its forces in time to prevent the defeat of Britain and France same mistake was made by Hitler when he conspired 1941 to bring about a Japanese attack on Pearl Harbor in an effort to compel American military power to be concentrated in the Pacific, thus reducing its potentiality in the Atlantic.

The Yietnam controversy of today, which started with the 1954 Geneva conference, has turned into a major war despite previous agreements, truces and pledges. There is again no indication of any reciprocity or good faith. An enemy is still counting on the pacifist sentiment i i America and believes that the demands misguided groups the are the true reflection of American public opinion.
