MARTIN A total of 4,700 voters in the City of Jacksonville Tuesday turned out to cost their ballots and defeat the special referendum by a margin of 226 votes. The unofficial tabulations from City Clerk Pauline Newport's office showed 2,190 vcctes and 2,416 votes; 94 spoiled ballots and a total vote of 4,700. The turnout was considerably more than most forecasters felt would take time to vote. The total was still less than half of those eligible to cast ballots.

Prompt Tally The first prednct to report a total was No. 21 at 6:12 p.m. and the couMing was completed at 6:50 p.m. with Precinct No. 11 The proposition of the city of Jacksonville adopt the council-manager form of carried in seven of the 21 precincts, primarily in the west end of the city.

Votsmier Comments was a good turnout gratifying to see the people turn out and take an interest I think more people should take an active interest in city Several observers attributed the defeat of the referendum to at least two major sources: 1 the representation problem and how to sell it; 2 the pos- siblity of increased taxes with the new form of goverment. These same observers did not wish to be quoted since they missed the total vote as much as 1,700 and the margin of defeat by about 500 (the other way). Others felt the best proposition to place before the voters would have been seven aldermen and a mayor, one alderman from each ward and the mayor at-large.
