secretary carried Whether electors should be allowed to be present at all regular meetings or whether such meetings should be closed and information relative to action taken given out at the discretion of the board was a question which met with a difference ot opinion Raymond Haa made a motion to the effect that the sessions he behind closed doors and only Information deemed desirable bo through the secretary Several protested the action Otto Sandman and Thomas Louttit contended that all meetings should he open to tho public Dewey Powell though protesting against closed sessions pro deemed advisable to hold executive sessions and then such information as is given out should come from Secretary Louttit Air Louttit emphasized this morning that it Is tho desire of the freeholders to work In tho open and that tho press and public are invited to attend all regular sessions held Practically none of the policies of the freeholders are known at this time as it is unlawful to bind a board to a policy before election Several have expressed themselves in favor ot tho city manager form of government however and it is believed all are in favor of incorporating such a provision In the charter During tfce discussion last evening it was Indicated that several of the mem berg now favor citdi service regulations for public employees Several freeholders appeared anx lous that their work be completed In time to submit fits proposed charter to the people at the October elec tlon According to law the body Is allowed 120 daya In which to coin plete Its work Following the com fiction of the proposed charter II must be signed by a majorltr rf the members of the board and filed with the city clerk Close to 75 days roust then elapse before an election may be held Following tha filing of the proposed charter with the clerk the City Council must advertise It ogee in a newspaper and have It printed In pamphlet form The fact that such pamphlets are available must be advertised tifltty days according to law must elapse between the advertising of the proposed charter and the time It is voted Upon The city election this fall will be on the first Tuesday of the month Octohcr 3d In order that the proposed charter may be presented at that time It must have been completed and -preliminaries started about the middle of July The calling of a special election for the purpose of Davs The visit of Justice Frank Iverrtgnn to Ban Joaquin last week when he addressed the Btoekton Foresters the Ban Joaquin County Bar Association in session at Hotel Stockton and a gathering of bankers at Lodi recalled the old days of 30 years ago when Judge Kerrigan was the official head of the bicycle sportsmen on this coast For the last If! years Justice Kerrigan has been a member of the first district court of appeals in Ban Francisco Previous to that time he served eight years as a superior judge and six years as a Justice of the peace in San Francisco Now after rounding out 23 years on tho bench he la seeking promotion to the supreme court bench of California being a 4an-didato for one of the long terms subject to the will of the people at the August primaries Justice Kerrigan met a number of his old-time Stockton friends during the two days spent here and enjoyed chatting over the exciting old days of strife between the Oak Leuf Wheelmen of Stockton and the Bay City Wheelmen Kerrigan was a rider in the latter organization and Tie frequently came up to Stockton by boat accompanying Bay Cltv Wheelmen teams Charles Moore who was president of the Panama-Pacific international exposition also was an enthusiastic member of the Bay City Wheelmen and joined in the Inter-citv competition Judge Kerrigan was elected head of the California division ot the League of American Wheelmen and was for a number of years chief counsel for that organization on this coast While fanning with his old friend Charles Keumiller Judge Kerrigan said speaking of the cyclists: "We particularly liked to come to Stockton because the Oak Leaf Wheelmen had a habit staging watermelon runs' which were very popular Those were In the days when Lodi was famous as the watermelon producing center of California 'Lodi sweet watermelons were known throughout the coast and the mere mention of them was sufficient to tlr enthusiasm And then Mr Neumiller and Judge Kerrigan recalled a certain watermelon run to the Hogan ranch near Lodi In which both had participated Needless to say Judge Kerrigans frlendB of the old bicycle days took great pleasure in showing him around and introducing him in commendatory terms Judge Kerrigan says it was his interest in bicycling which really gave him his start in politics Twenty-eight years ago he aspired to become a Justice of the peace in San Francisco His friends among the bicycle clubs rallied to his support loyally and secured his election by a handsotno vote Judge Kerrigan is a native of Contra Costa county An interesting campaign for places of the supreme bench is developing this election year There are three places to be filled and there Is no dearth of candidates Chief Justice Lucien Shaw who was elevated to that position when Chief Justice Frahk A3-gellotti resigned some months algo announces that after rounding ju his Career on the bench by attaining the highest position within the gift of the state he will retire at the expiration of hi term next January Judge Curtis Wilbur aspires to succeed Chief Justice Shaw and rumor has it that Judge William Lawlor wlU oppose hint Judge William Waste who was appointed by Governor Stephens to fill the vacancy on the supreme court bench caused o-the resignation of Chief Justice Angellotti and the promotion of Judge Lucien Shaw will be a candidate for the unexplrexl or short term to succeed himself and it is quite likely that he will have no opposition The terms of Judges William A Sloane and Charles Shurtleff are expiring and ftiey will again be candidates Judge Kerrigan of the appellate court has announced his desire to step up to the supreme bench and is actively campaigning and there are rumors that Judge Emmett Bewail of Sonoma and A chamber of commerce are called upon to organize themselves into a great hospitality committee to meet each incoming tram welcome the visitors to California and shower them with fruits and Cowers
