both of raw and fabricated materials The city itself has an Industrial output of more than $30000000 a year It Is the center of radiating rail carriers covering the entire area of tlie two great valleys and has a municipally owned waterfront served by three transcontinental railroad 1 ports ami Imporla The principal Items of waterborne import and export tonnage in this area are (Import) Lumber from the North Pacific coast fabricated Iron and steel and agricultural machinery from the Atlantic aeaboard grain from the northwest tanning extract from North Pacific ports pig iron from China and miscellaneous merchandise from Atlantic seaboard (Export) Grain products paper products fire brick fire clay main (principally barley) beans dried fruit raisins rice leather tanning materials agricultural machinery pencil slats wool and canned goods The commodities mentioned are now moving between San Francisco and -Stockton in sufficient quantities the exact tonnage of which at this time is not available to justify Including them as major items The Fait lire Tonnage This report will attempt to make no extensive showing as to the probable toqnnge which would move In import and export commerce to and from the propose port of Stockton Since local Interests are to appear before the board and furnish authentic data in connection with Individual import and export commodities and have not dealt with the amount that might be diverted through the proposed port at Stockton These figures are in process of procural and will be submitted when obtained "Appended to the report was a table showing the volume by counties of the agricultural products of the Sacramento and San Joaquin valleys compiled from report of the department of agriculture and California field agent uayor A we all know the existing project for the improvement of 5n Joa quin river and Stockton channel practically a thing accomplished The nine-foot channel thus provided is a great advantage as it was expected to be and serves well our present purposes But gentlemen you know better than ourselves that if it be established that conditions here are changing and hold out the firm promise of commerce for this port of a character and volume which will attract vessels of a deeper draft then we must have a deeoer channel We believe we can establish that fact and that necessity That belief makes us bold to say that a nine-foot channel will no more fit the reqifirements of the port of Stockton ugthin the next few years than will tlfe shoes of a child fit the feet of a man Ho we come to ask your approval of our new project for a 24-foot channel to the sea In our appearance before your honorable board in Washington in 1919 in the matter of this application we pledged the city of Stockton to bear one-half of the cost of the proposed improvement and to furnish the rights of way and provide for the disposal of the dredge spoils Furthermore In keeping with the declared policy of congress imposing a condition in respect to new projects for river improvement we agreed to provide an adequate public terminal to be constructed owned and regulated by the municipality which would be open to volume of traffic whTch originates in these great productive valleys Tho Barley Kx porta "From these it will be seen that this area produces 684200 tons of barley annually which is 81 per cent of the production of the atae and of this the average amount annually exported is from 300 to 350- 000 tons Stockton has long enjoyed a rail differential under Port Costa from San Joaquin valley points en grain at present this differential being BO cents per ton Conservatively estimating half this tonnage moving by the port of Stockton the saving Tn rail freight charges would annually amount to approximately $140000 "In addition to this saving practically all of the warehouses in Stockton are publicly operated and in addition have adequate machinery for cleaning grain The Stock-ton waterfront ia also largely muni cipally owned and 1 constantly be ing improved a charter provision providing that 4 per cent of the entire revenue of the city be set aside for that purpose To date the municipality has spent or has authorized expenditures totalling $991118 Other Grains prodooed "How extensive the grain industry is can be seep from the attached statements Besides the barley tonnage the valleys produce 63590 tons of oorn 67 per cent of the Mate's output 62 per cent of the vheat or 141150 tons and 223820 ions of rice The entire grain export business from the entire arm of
