Prospects of an overnight rush to the town by those of unslaked thirst loomed big today, for every faucet is gurgling corn whisky in mdre or less potent form, while there Is a kick in every gill of the dally bath. REPORTED SAN FRANCISCO, Jan. 4r-Dr. William Wallace Campbell, director of the Lick Observatory since 1901, today was unanimously elected president of the University of California at a special meeting of the board of regents of that Institution, succeeding President David P.

In addition to the university presidency, Dr, Campbell will retain the directoi ship of the Lick, Qhserv-' alory, although It la understood that his work there will be largely consultant. and that he wil devote at-'most hiB entire time to the affairs of the great Berkeley educational Institution. Campbell, in his acceptance of the offer made by the executive committee of the board of regents, specified that he must be permitted to retain his observatory position. Emmet Seawell, who was recently elected Justice of the Supreme Court Judge Seawell tendered his resignation several days ago. The newly appointed Judge, Ross Campbell, Is widely known in this county.

Judge Campbell la at present chairman of the Sonoma County Republican Central Committee. Campbell has practiced In the county for many years. The appointment was made yesterday by Governor Stephens and soon afterward the news was received here. Great Interest has been centered in the appointment. It Is with sincere regret that the friends of Judge Seawell see him retire, but delight In his election to the higher court During years that he has presided in Department 1 of the Superior Court, he has given justice and his decision were always satisfactory.

He played no favorite, hr! Just and considerate Judge Seawell will be wished every success on the supreme bench by his friends in Petaluma and Sonoma county. It Is (understood that there are several aspirants to the office of assistant district attorney, which has been made vacant' by the appointment of Ross Campbell to the Superior Bench. PARIS, Jan. 4. The conference of allied leaders which has been endeavoring for the past three days to find a common plan for solution of the German reparations problem, was amicably dissolved late today wHh the British delegation in disagreement with the representative! of France, Italy and Belgium on the question pf-1iow to deal with Germany. The British delegation will leave for London tomorrow. The representatives of France and Belgium will continue to exchange views as to what means should be taken jointly and will Issue a collective note at the conclusion of their deliberations.

No vote was taken, the French say, the expressions of the various de'egates making It clear that balloting was unnecessary, A formal statement by Prime Bonar Law just before the conference broke up said the British considered that the French proposals, if put into effect, were likely to bring disastrous results to Europe's economic life. Fletcher, formerly Miss Lillian Heinsen of this city, was seriously Injured last Sunday, when the Cadillac car in which she was riding with her husband, skidded when a tire blew out and upset on the highway near Bakersfield, pinning the young woman underneath It required twelve men to remove the car, which was heavily loaded with trunks and other luggage, the couple being en route to this city, where they are to reside. Mrs. Fletcher was'taken to McFarland, where her husbands parents reside and a doctor attended her. It was found that she suffered from a broken shoulder blade and was cut and bruised about the body. On her arrival here last night Bhe had Dr.

N. Rundall reset the broken bone and was greatly relieved. Mr, and Mrs. Fletcher, who have been located in Santa Barbara, are to reside in this city, Mr. Fletcher having engaged In business with his brother-in-law, Harry Henrtchson, In the garage business at Penngrove.

Mr. Fletcher was driving the car when the accident occurred. He was making 30 miles an hour and when he felt the car slipping and realized that he could not control It, he steered it off the concrete highway, Into the dirt road. Mrs. Fletchers face struck the dirt road and was hsdly scratched and bruised.

Mr. Fletcher was thrown clear of the wreck. A pet dog, which was seated in the car with the couple, escaped unhurt. Several birds were in the rear of the machine In a cage and three were kfled. The car was almost a total wreck.

Mr. and Mrs Fletcher remained at McFarland with relatives until the machine was repaired and later resumed their Journey to this, city. Mrs. Fleteher Ib a daughter of Mrs. Margaret HenBon and a sister of Mrs.

Henry Heinrleh-son, of this city.
