Secretary MacVeagh. has approved a new customs ruling which the Treasury Department expects will do much to reduce the troubles of returning tourists from Europe and minimize attempts to smuggle personal belongings Into the port of New York. Under the law each American returning from abroad Is entitled to bring in free $100 worth of personal belongings. The customs rulings heretofore have been susceptible of elastic interpretation and many troublesome Incidents have arisen. The new ruling makes specific announcement of what articles a returning American may bring in free to the value of $100, as follows: Clothing, toilet articles, jewelry, personal or-1 naments, cameras, fishing tackle, golf sticks, guns, musical instruments, steamer rugs, toys, shawls, valises and trunkB.

These things will he considered dutiable: Household goods, books, pictures, tableware, table and bed linen and similar articles unless used by the owner a year abroad. Goods In the piece will have to pay duty, as will presents for other persons or articles of any nature for sale. Of so-called expatriated Americans, proof will be required that they have abandoned their homes in the United States and taken bona fide residence abroad. Non-residents of the United States, however, may bring in personal effects for their own use, comfort or convenience, 'or articles of adornment without limit of value, under the usual regulations. Helm, Chief of the Field Division of the United States Land Office here, will go to the Petrified Forest national reserve in Northern Arizona to investigate reports that vandals with dynamite have been destroying some of the finest specimens of the reserve. Using the explosive to break up the now petrified trunks of the redwood trees which once grew in All zona as in California, the miscreants have done great damage, ajid several large shipments of the crystals are said to have been made from different stations near the reserve, to Eastern points, where they are valuable as souvenirs. The reserve contains 60,776.07 acres and was set apart during the administration of President Roosevelt Tourists go from all parts of the world to inspect this freak forest, which is not duplicated anywhere on the globe. Most beautifully tinted designs are worked out In the petrified wood. The vandals can be punished by a fine of $500 and imprisonment for ninety days.

Three pumps, representing a flow of 12b, 000 gallons a minute, will be actively engaged in unwatering the Wright and Elmwood tracts by tomorrow. Those tracts are now seven feet under water, and by April 20th the land will have been drained sufficiently to enable the owners to put lu a crop of beans. Yesterday a 150-horsepower gasoline engine and a thirty-inch centrifugal pump were loaded aboard a barge for shipment to the tracts.

This equipment is the property of W. Q. Wright, and it is intended to use this as an auxiliary pumping plant for Jersey island.
