for good the 10000 barrel-a-day contract it had with one California independent Fletcher Oil and Refining Co Fletcher managed to extract a a reprieve until July but officials are pessimistic about chances for buying new supplies of Alaskan North Slope crude Energy Department officials concede that the break on Alaskan oil is creating monumental problems for independent refiners and no longer makes economic sense The government is considering wavs to change Lhe Alaskan oil sale and officials sav some proposals may be made public soon But while the Energy Department drags through the lengthy hearing process that will precede any change the game plan more small independent dealers in the country may be forced to lay off workers or close down entirely said independents spokesman Donald Krumme Quake upgraded to 49 reading SAN FRANCISCO (AP) Seismologists at the University of California Seismographic Station in Berkeley say a moderate earthquake which jolted an area of Northern domestic oil price at $14 a barrel producer-refiners had to pay high prices to get it out of Alaska It cost companies like Sohio and SoCal $7 to ship a barrel of their crude to th West Coast and about $9 to move it through the Panama Canal to Gulf Coast refineries Producers however could charge only about $14 for their Alaskan oil because it was tied to the price of foreign crude Because of the high transportation costs and small profits on Alaskan oil the Energy Department decided to treat it like foreign oil Refiners who processed either were effect subsidized For five years after it was introduced the subsidy had little effect on the Alaskan crude market Producers scrambled to find West Coast buyers rather than pay the additional shipping charge to the Gulf Coast And West Coast independents who had been distilling nearly two-thirds of the daily flow of 1 2 million barrles that moved down the Trans-Alaska pipeline were swimming in North Slope oil Last June however the price of imported oil skyrocketed tugging the market for Alaskan crude along with it Prices for Prudhoe Bay oil zoomed until they brushed the ceiling fo controlled domestic oil Now a barrel of foreign crude delivered to the Gulf Coast is pushing $35 a barrel on the spot market Alaskan producers can beat that price even with their $9 shipping cost because federal controls limit their wellhead price to $14 Thus Alaskan producers like SoCal could make a fat prfit by selling their oil to West ana Gulf coast independent refineries But they can make a bigger killing by refining and selling Alaskan oil themselves The Energy Departments entitlements program still subsidizes them to do just that me Dig proaucer-retiners admit the program is providing a windfall profits boost It's a good deal said Sohio spokesman Don Ny-berg But they claim the problem will solve itself when the entitlements program expires as decontrol of domestic oil is completed In a couple of months you wont have the entitlements program to kick around anymore said one Arco official Meanwhile as thirsty independents look on Alaskan producers are refining moreand more of the precious North Slope crude Sohio which owns 53 percent of the daily Alaskan output pumped through the pipeline refines more than half of that amount itself 450000 barrels Exxon owns 300000 barrels of the daily output According to sources
