connected to race By ELEANOR EDWARDS BERKELEY A $35 million cooperative housing development for 60 mixed-income families adjacent to the University Avenue co-op is being proposed by a group of Berkeley residents who plan to ask the city council for $100000 tonight to get the project off the ground According to Irving Rautenberg chairman of the University Avende Housing Cooperative the group first needs financial help from the city in order to secure additional funding from state federal and private sources Everything hinges on whether we get some initial funds from the -city Other people are looking for the city to show its good faith Rautenberg said this week The housing co-op backers are fighting an uphill battle for city support however because City Man-ager Elijah Rogers already has recommended to the council that the group's request be demed The co-op sponsors have proposed that the $100 000 come from federal community development funds available to the city but Rogers said the request was received after the deadline for applying for community development funds The council could still approve the application by routinely amending the community development grant application but a report on the co-op proposal by the citys housing department has described the project as somewhat vague and not thoroughly developed Rautenberg and other supporters of the proposal disagree with that assessment noting that the proposal has gotten as far as it has through volunteer efforts Part of the $100000 requested from the city on page 4 does offer a direction for future improvement The problem isnt aspirations" she says Its knowing how to achieve them getting information about what it takes In fact she says the universitys two-year-old Partnership Program ah attempt to get just that kind of information to poor and minority iumor high school students was launched anticipation of the results of this study The study found that black high school graduates finish in the top 1216 percent of their class at only one-third the rate of white students and that high academic standing rose statistically perfectly according to Ms Haycock along with Poor minority students stand even less of a chance of admission than poor whites the study showed By law UC is supposed to admit only the top 125 percent of the states high school giaduates the state colleges are to take only the top third Regardless of grades however any person 18 years or older may enroll in a free two-year community college gnd transfer later to a four-year campus if he does well The commission mandatg to increase minority enrollments the number of blacks enrolled at the University of California and state universities and colleges has "significantly decreased over the past five years a state education agency has reported The report Monday from the California Postsecondary Education Commission coincided with the release of another study from UC Berkeley which concluded that too few minority students are enrolled because too few meet entrance requirements The two-year UC study said the poorer the home a high school graduate comes from the smaller the chances of being qualified to telling the fedetal government well try something else beside nuclear power plants and that has stimulated dialogue all over the country Brown said the state can develop the energy it needs through the use of renewable resources such as the sun the wind and waste conversion and through energy conservation According to the governor the state experienced high economic growth last year while the
