Local The INDEPENDENT GAZETTE Sun Feb 8 19815 newsmakers San Pablo Reservoir closed since August of 1978 is scheduled to reopen again this April 1 after the refilling process is complete A reservoir that might end up as a money-maker Almost all the other expenses necessary to operate tne property as a recreation center would be paid for by the partnership under the terms of the 10-year contract Hill said he is not satisfied that a concessionaire would be able to operate the park more cheaply than the district and that "is is particularly concerned about the impact of a fee increase on senior citizens and children Lafayette Reservoir similar to the San Pablo Reservoir and located nearby is operated by the district Par-dee-Commanche Reservoir in the Sierra Nevada is leased to a concessionaire The contract will be discussed Tuesday at a meeting of EBMUDs board of directors which is scheduled to begin at 1 15 in the board chambers at 2130 Adeline St Oakland A staff report says that the district could actually make money by leasing the reservoirs operations to a concessional! How much money is not known But it is clear that fees at the reservoir would rise In the 1970s it cost $1 to park a car in the reservoir According to a proposal by the district staff this would rise to $2 Rowboats would cost $12 per day instead of $7 The annual pass available to senior citizens would rise from $10 to $17 50 Only one company has agreed to the districts proposal A partnership composed of California Guest Services and The Cullman Diamons Inc has agreed to pay 5 percent of all receipts excess of $400000 and set aside 16 percent of gross revenues for maintenance By ROBERT MANOR RICHMOND Son Pablo Reservoir could end up as a profit-making enterpnse with higher fees for the public if the East Bay Municipal Utilities District approves a new concession plan But at least one board member Jack Hill of west Contra Costa County has doubts about turning the reservoir and park over to a concessionaire I dont believe a recreation area should be operated at a profit Hill said It is a public asset The reservoir has been closed since August 1978 for repair woik It is scheduled to reopen April 1 Between 1973 and 1978 the fees charged for admission boat rentals and fishing failed to cover expenses Funds fight delaying Richmond train depot Thomas Curtin is the new presiding judge of Bay Municipal Court Judge Curtin was elected to the post by the five judges of that court He will be responsible for assignments of duties and overseeing the functions and operations of the court A native of Richmond Judge Curtin attended Richmond High School and was president of the class 1938 He attended the University of San Francisco School of Law He was formerly Assistant district attorney in charge of the Richmond office Judge Curtin was appointed to the muni court bench in 1973 by Ronald Reagan He has previously served as presiding judge of West Municipal Court Judge Curtin is married to Verna May Curtin former court reporter for Judge Norman Gregg of superior court in Martinez In other courthouse news John Pyne has been named clerk administrator Pyne an Oakland native previously served 14 years in San Francisco Municipal Court as a deputy clerk Two Kennedy High School grads Razia Kadri and Margot McRae are doing well at UC-Santa Barbara Both have been included the dean's honor list after earning better than a 3 5 grade average Dr Joel Ross has a new entry for his resume He has been elected president and chief of staff of the 235-member Brookside Hospital medical staff Dr Ross is an ear nose and throat specialist He graduated from the University of Illinois Medical School and received specialty training at that university's Eye and Ear Infirmary Dr Ross succeeds Dr Peter Strykers who is retiring Also elected to serve terms in 1981 aie Dr RV Guggenheim president-elect and Dr Martin Janis secretary-treasurer Ross isnt the only doctor moving up Dr Marguerite Hays one of the nations leading physicians and woman scientists will join the Martinez Veterans Administration Medical Center as Chief of Medical Staff Simultaneously Dr Hays will serve as Associate Dean for Veterans Affairs at the UC-Davis medical school Dr Hays has teceived national acclaim for her work the field of nuclear medicine She served as chairperson of the Food and Drug Administrations Advisory Committee which wrote the regulations government the use of radiopharmaceuticals permitting nuclear medicine to gam wider use Dr Hays also pioneered the development of residency training of physncians in the nuclear medicine specialty She was a founding member of the American Medical Association Committee on Review of Residency Programs And at Contra Costa College Doug Sabiston has been elected president of the Faculty Senate for 1980 81 Sabiston who took his MBA degree from UC-Berkeley has taught statistics and business math courses at Contra Costa College for 20 years Long active in faculty politics heas been a member of the senate since its beginnings 12 years ao For the last decade he has served as delegate to the state California Community College Academic Senate My intention this year is to encourage the establishment of a comprehensive study skills program strengthen our degree and certificate programs and improve academic standards Sabiston said Charlene ORourke currently teaching seventh grade English at Garretson Middle School has been selected by the John Swett Education Association as winner of its gold award for an outstanding educator She will compete at a March 22 dinner at Hs Lordships Berkeley with nominees from the 36 school districts that make up the Alameda Contra Costa County division of the California State Education Association The ALCOS-TA group will make its own gold awaid selections from all nominees Ms ORourke who has been with the John Sw'ett Unified School District for 12 years is membership chairman of the local teachers association and had been on the JSEA crisis committee squabble over dollais have kept Richmond from having its own train depot even though urban planners say the city is a natural spot for an AMI RAK station BART and AMI RAK already share a boarding platfoim wduch allows passengers to switch from one train to another or disembark But luggage cannot be checked aboard and tickets are available only from the conductor two factors that inhibit use ol AMTRAK passengers say Officials at the agencies involved say the BART station here is a great place for a train depot It is located near freeways has abundant parking and lighting and is centrally located All that is needed everyone agrees is an attended depot a little office with a man or woman inside to sell tickets handle luggage answer questions and provide security Richmond has been without a tram depot since August 30 1968 the day Southern Pacific Railroad closed its terminal on what is now the BART AMTRAK site SP had for years been shedding its passenger lines prefernng instead to haul freight Richmond was just another casualtv of the tiend In the mid 60s an average of only eight people boarded SP tiains for points north south and east Times have changed CAITRANS wants a Sacramento route added hich would increase use of the platform But the amenities of an attended station would do the most to increase use of the facility according to CALTRANS This was kept in mind when the BART station opened CALTRANS paid for the crossover platform and BART agreed that AMTRAK could share the station for three years on a trial basis That term expired October All along evervone said an attended depot was the goal Why isnt there one in place then It is just bureaucratic who is going to pay for it says Joe Lai transportation engineer for CALTRANS He said financially strapped AM TRAK balked at paying for the salary of a station agent CALTRANS has already said it would pay for the station office Lai refused to guess when Richmond would have an attended depot He did mention that President Reagan has talked of cutting AMTRAKs subsidies Arthur Lloyd head of public lelations for AMTRAK in this area says that minor disputes between AMTRAK and BART have kept the tiain sy stem from assigning an agent to Richmond It has been lied up in craziness Lloyd said It has gone on longer than any of us intended Lloyd said the number of train riders would increase if an attendant were
