manner of toys clutter the floor A huge poster of TVs Big Bird stands guard over the room greeting youngsters each day as they frolic through the door Typical except that two other doors have already clanged shut behind the kids before they reach their feathered friend And the bird isnt the only sentry This day care center is behind bars Cooper 25 is a bank robber and the children at his center are the offspring of fellow prison inmates He is one of 25 prisoners at the Federal Correctional Institute here who participate in a day care program that the Children Television Workshop the Sesame Street folks sponsors at about a dozen prisons around the country Inmates run the centers with the aid of an outside director volunteering their time in addition to regular duties They are carefully screened by a panel of inmates and prison officials Trina a bright-eyed 3-year-old and her 19-month-old brother are regulars at the gayly decorated Lompoc center Their father has been in prison for 20 Insurance Statistical Bulletin shows the average longevity of the residential population reached a record high of 73 years in 1977 with both sexes sharing in the improvement Citing the publication Bussewitz said that in 1977 life expectancy at birth increased to 692 years for males and 769 years for females both sharp increases Longevity for the entire residential population has increased two to three years since 1969-1971 and 138 years since the years 1929-1931 when the average was 592 years he said A 1958 insurance commissioners table illustrates how expectations of deaths exceeded the reality in the 30-to 60-year category In 1975-1976 the Society of Actuaries found deaths at only 45 percent to 59 percent of the commissioners expectations The investment return for insurers has also been better than expected one of the rare positive consequences of inflated interest rates While moderation is expected levels could remain relatively high Richard Minck executive vice president of the National Council of Life Insurance says insurers now figure they can obtain an average well into the future of 45 percent to 6 percent on investments As a consequence some insurers feel confident budgets from the top many cities apparently got the message because hundreds of professional people here who were working in government are now out looking for jobs Between 600 and 700 professional employees including 33 librarians six lawyers numerous landscape architects and scores of teachers are registered for jobs with the local state Employment Development Department Not all these people were Berkeley city hall or school district employees Some worked as far away as Pacifica and Santa Rosa But they all live in Berkeley and theyre competing for jobs with professional workers in other cities who also were laid off after Prop 13 Next week the Berkeley EDD office and the City of Berkeley are sponsoring a two-day job search workshop to help unemployed professional workers transfer their public service jobs to private business and industry The biggest problem is transferability of skills from one job to another Lionel Whitnah EDD coordinator of the workshop says Teachers could go into private companies and help with personnel development for example or they could sell textbooks What they need to do is break down the tasks they did in their old job and see where they could fit in to a different land of job EDD office manager Duncan Buchanan adds To help professional workers assess their transferable skills Toni St James named the top job search person in the country will lead the all-day workshops The sessions will be Nov 21 and 22 from 9:30 am to 3 pm in the council chambers at city hall 2134 Grove St Ms St James who works in EDDs educational and industrial charges Coronas attorney Michael Mendelson filed a motion in Solano County Superior Court on Thursday asking for such a preliminary hearing in the wake of a state Supreme Court decision allowing such
