That John Eshleman hah an understanding with Governor Johnson that the latter will retire within two years from the governorship, if re-elected, and leave Eshleman chief executive of the state, was the gossip in Progressive circles after Eshleman had announced himself for the position of lieutenant-governor. This, say Progressives, gives Eshleman the position that they wish him to have, and gives it to him without the strenuous campaign incident to his running for first place on the ticket. Eshleman came here Sunday to talk over his plans with the governor, and upon his return to San Francisco prepared to announce his candidacy.

John Eshleman is ambitious and unless he had a complete understanding with Governor Johnson he would not sacrifice his berth on the railroad commission," said one Progressive. The Progressives plan to devote all their eneigv to electing the state ticket, according to report, and will let F. J. Heney handle the senatorial fight alone, without let or hindrance Governor Johnson Issued the following statement last night: To no one man do the people owe more than to John M. Eshleman.

With fairness, impartiality and remarkable ability he has presided over the railroad commission. He is today a recognized authority in the United States upon public utilities and their regulation. To a trained and logical mind he has united painstaking, conscientious effort, rare insight and indefatigable industry and has made the railroad commission of California the model for the United States In governmental regulation.
