declared last night after the US House of Representatives approved his bill enabling the Virgin Islands and Guam to elect non-voting delegates to Congress i The California Democrat who heads the House Territories and Insular Affairs Subcommittee made the remark between long-distance calls to Governor Evans in St Thomas and Governor Camacho in Guam Waiting with him were Virgin Islands Representative Ron De Lugo and Guam Rep Antonio Won Pat De Lugo said the 232-104 vote on the bill showed that the Virgin Islands has some political clout in Washington Jr or Won Pat however the size of the vote signified a congressional tribute to his loyalty and devotion to America is historic event for he added The Burton bill came up as the first piece of business as the 92nd Congress opened its second
