C-39 WANTED Id of '-Advertisement" New Standards for Premium Offers A group of 300 suppliers of premiums offered to con- sumersjby American advertisers has adopted code of practice-designed to reduce the chance of consumer'dis- satisfaction with such offers. . National Premium Sales Executives, a professional"so-- ciety of,the leaders in this field, issued the new "Standard of Marketing Practice" to cover premiums offered free or at bargain prices by manufacturers as an incentive to purchase their products. It also relates to sweepstakes and other prize promotions. NPSE has been concerned with .this, area for 14 years, a spokesman said, and has been - conducting a special study for the past 2 years to determine the sources of dissatisfaction with some premium offers. In studying members'.experiences over many years, the NPSE spokesman point- ted out. "we found two principal areas in which consumer-relations problems can arise: in the clear definition of all details of the promotion between the advertiser and the supplier in advance; and in the need for the supplier to review advertising of the offer before it is released—so that significant facts may not be inadvertently distorted, through somebody's misunr derstanding while preparing the advertising." •The NPSE Standards call for completely spelling out all details of the premium description, quality, packag- • ing and pricing; clear statement of delivery times and expiration dates, assurance of prompt shipment, and responsibility for handling complaints; realistic pric­ ing where the premium is offered for cash and proof of purchase, and care to avoid any exaggeration in claims of retail value. On the important subject of sweepstakes, the Standards insist upon awarding all prizes by drawing, so that 100 percent of prizes offered will actually be given. "Consumer confidence.", a. spokesman declared, "is the most important asset we have. in offering/ any premium. If the corTsumer is to continue enjoying the eco-' nomic benefits of getting 'something extra' with her- purchases, we must insure that confidence. These standards merely spell out NPSE policies of many years' standing, and we believe they will help to bring about complete compliance by the advertisers who offer premiums." The Standards have "teeth" in the form of sanctions against a member .who does not comply, including possible expulsion from the society, a limited- membership group with high professional requirements.
