The constitutional debates on the I enactment of Section 19 of Article 1 was the reply reason for its adoption arose from the fact that in the City and County of San Francisco aud in San Jose and one or two other places named corporations like the Spring Valley Water Works and Hie Sun Francisco Gaslight Company had prevented even a private citizen from sinking a well on his premises to furnish his neighbors with fresh and wholesome water It was to prevent municipalities creating monopolies then in force ami to give any person or corporation not then in existem-e the right to furnish light or water facilities and go ahead by authoiily of the Trustee at once moved that the City Clerk notify Mr Delanoy that if lie places any poles in the streets he will do so at his own risk und that they will be removed by the Street Superintendent Loydecker hastily seconded the motion und it wus carried unanimously Trustee Leydeeker next gave notice thut he would introduce an ordinance that any corporation electric telegraphic or telephonic hereafter desiring to do buxine-s in this city would be required to run its wires underground This was referred to the City Attorney and was laid over according to the rules of the Board Mr Bruner was a little premature in promising thut work in the placing of the poles would be begun this morning In point of fact the poles have not arrived and he stated last night after the meeting that they would not be expected until this afternoon Street Sujiennteudent Froddcn was out bright aud early iu the morning prepared to haul down any pole thut might have been erected and prevent any holes for them being dug Mr Bruner stated that work would probably be commenced on Oak street near the City Hall and the putting up of poles continued towards the bay He would not say where the plant would be located declaring only that the promoters of the scheme have bonded a piece of property It is admitted also now that the four Alameda citizens who were approached with offers of paid-up stock for the use of their names ns directors are Ex-City Trustee Stanley Stephenson dealer iu paints oils wall paper etc 141o Park street Vosburg deuler iu hardware Association diil little in the way of business at its meeting in otllce last evening The entire time utmost from the call for order to the motion for adjournment was spent in discussing the only motion before the house Nevertheless its final disposition brought the preliminary work to a focus and ere another week the woik of construction will be begun The Finance Committee reported on hand $314 nearly enough to cover the outlay for construction including the gradiug harrowing etc of the track and the erection of stables and a graud stand Many shining twenties were tossed up previous to the arrival of the officers by enthusiastic horsemen and the inpour of dollars led the custodian of the funds I Burden to venture the jocose remark that it was uhout time for him to skip the The first tiling done ut Hie meeting was to open the bids for (rack construction Only two were received That of Isaac Fletcher of Alameda was to do the Work us required by the specifications generally outlined for $430 The other was that of Messrs I une Jensen of Melrose whose figures were $230 The matter of the award of the contract to Lane Jensen was iu a fair way to he decided but discussion arose -over the all important question of the location of the truck Whether to have the new circular track parallel or at right angles with the old boulevard became the bone of contention To build it at right angles would be without question the most advantageous to both man and horse us the strong head winds which blow from the west would not be encountered to inuke it disagreeable for the former and tile and retard the speed of the latter Besides the track would fit to a nicety the rather limited territory which the association has been given for operations But every time this feasible project was suggested Air Sanford Bennett would jump to his feet or if he Happened to be standing would take the middle of the floor and say: it cannot be done As certain as you take the liberty of encroaching on the Pacific Improvement land you will make a mistake fire us He insisted that the sure way was the best way and that the sure way in this case was to build parallel to the boulevard The project of building means that the lines of the old truck must be followed parallel from where the turn is now at Sherman street a distunce westerly for about half a mile which stretch would always be in the face of the winds then making the first turn coming down the other stretch with the wind at the back and again rouuding the second curve to the starting point The right angle scheme means to have the two stretches of the track at about right angles with the present boulevard running northerly almost to the levees The track would run out so far iu this case that it would overlap the lands of the Pacific Improvement company a plan which it will not permit because the property is too valuable for any but water front purposes Home of the gentlemen drivers wanted to risk building the track at right angles and suggested all sorts of expedients to overcome Hie dilll-culty They wanted Mr Bennett to call again on Mr but the gentleman put his foot down and said lie He named Mr Bordwti as a retaliatory measures into effect The sensation was created by Mr Bruner in giving formal notice in behalf of Delanoy that this morning would be commenced the work of planting and erecting throughout the city electric poles for new plant fathered by private enterprise Mr Bruner was the most serious man iu Hie world when he made Hie formal announcements which so startled the Board Some weeks said lie iu deep tragic tones Mr Delauoy presented ins petition to this Board fora franchise to establish an electric light plant to supply the inhabitants with light and power Since then the conviction has grown on us that Hie Constitution grants us the franchise without the necessity of petitioning for it For that reason he now asks to withdraw that petition for a franchise conceding tlmt us no
