crashing down on top of Eastview annexation ruling to be appealed Rancho Palos Verdes homeowners who have been trying to block the annexation of the Eastview area say they will appeal a court ruling that allows the merger But the appeal will not stop thb county from moving ahead and completing the annexation Leaders of Citizens Against Forced Annexation say they have told their attorneys to pursue an appeal of a Jan 11 state Court of Appeals decision that clears the way for annexation of the 13 square mile area and its 10000 residents consensus of the committee was to pursue the aspects of an said Tony Camino head of the homeowners group The group will either appeal the case to the state Supreme Court or ask for a rehearing before the Court of Appeals in Los Angeles It would take 30 to 40 days before either court would rule on whether they would consider the case court clerks said But the plans for the appeal will not stop the finalization of the annexation when the recent ruling takes affect in mid-Febuary Ruth Benell director of the Local Agency Formation Commission said plans to finish the annexation will not be delayed because of the appeal The only thing that remains in the way of the annexation is an agreement between the county and Rancho Palos Verdes over how to divide the $20000 a year in property taxes Camino said his group thought it was important to pursue the court case which alleges residents of Rancho Palos Verdes have a right to vote on whether they want the annexation because residents in East-view were able to vote The suit says the section of the annexation laws that allow the voting difference is a violation of the equal protection clauses of the state and federal constitutions The recent decision by the appeals court overturned a Los Angeles Superior Court ruling that had blocked the annexation for more than a year The annexation has been approved by all the necessary agencies and will be annexed to the city by the completing of a resolution by LAFCO PV Landfill closure increases illegal dumping al dumping on streets since the landfill shut down MacCrossen said Some Peninsula cities also have reported increases in illegal dumping Shortly after the landfill closed a large load of tree trimmings which apparently came from a commercial trimmer were dumped in the middle of a road in Rancho Palos Verdes said Charlie Abbott of the Public Works Department The contractor probably knew where the trimmings should have been taken but just want to spend the time Abbott said Most cities have ordinances providing Illegal trash dumping on vacant land and even public streets has increased since the Palos Verdes Landfill closed Dec 31 are just beginning to realize things have said Jacqui Mac-Crossen of the Torrance Street Department for $3 50 (dumping fee) people could get rid of an unwanted couch but now they have to drive all the way to Carson and it costs The transfer station nearest the Peninsula is in Carson It and other transfer stations are open long hours but many people seem willing to take the drive There has been a sharp increase in jjleg- for a $500 fine and a six-month jail term for anyone caught dumping illegally but it is hard to enforce law is pretty said MacCrossen just that catching people in the act is Cities must pay for the cleanup when violators caught Area transfer stations open to the public include American Waste Systems in Gardena Western Refuse in Carson and the BKK station in Wilmington The cost to dump a truckload of trash ranges from $7 to $1050 Each of the stations is open seven days a week except the BKK station which is closed Sundays Ship arrivals departures ACTIVE VESSELS IN PORT (0600) MONDAY FEBRUARY 1 Ittl Compiled by Mnne Exchirm of Lot AngtlevLong-Baach
