Raise asked for people on relief i Copley News Service LOS ANGELES An increase in the monthly allowance given those on general relief was requested Friday from the county board of supervisors Board members heard the plea from members of the general relief advocacy coalition as suvervisors opened hearings on the proposed $2996 billion budget for the 1975-76 Fiscal Year Representatives of the group asked for an increase in the monthly allowance for single persons from $154 to $201 The group also requested a hike in the monthly rental allowance from $70 to $117 and creation of an emergency loan fund Betsy Newburn one of the speakers for the group claimed many persons on general relief are forced to sleep in doorways because they cannot afford any housing The request from the group was taken under advisement Fourteen different groups testified at the hearings on the county budget proposed by Chief Administrative Officer Harry Hufford The budget already calls for a nearly 40-cent increase in the property tax rate which would raise it to a record $475 per $100assessed valuation In addition supervisors are faced with the threat of being forced to add $347 million to the budget in order to make the county retirement system actuarially sound Only two speakers at the hearing urged board member to cut spending They were Roy Holland of the California Association and Wilbur Pereira of a group known as Land Equality and Freedom Holland urged supervisors to cut the number of building projects planned for the coming year as well as evaluate eliminating some programs Pereira called on board members to reduce contributions to cultural organiza tions Other speakers at the hearing requested funds to continue various programs they have been operating The most well-known of the speakers included actor James Whitmore and actress Leslie Parrish They asked supervisors to approve a $100000 request to continue funding of television station KVST (Channel 68) The station has a reacted with alarm to the news that President Gerald Ford vetoed a $53 billion emergency jobs bill Councilmen were told the Presidential veto jeopardizes three federally funded city administered programs blocking all allocations of: $35 million to carry on some 7000 public service employment jobs after current funding for them lapses on June 30 $79 million to create 14000 summer youth employment jobs with various city and private agencies This program has become important to the city because it provides teenagers from low-income families with part -time summer jobs to fund transportation for the youth workers to and from their jobs Also in this category is another $133000 for recreation trips and transportation costs for such journeys all for poverty-level youths Mr Ford vetoed the legislation passed by Congress complaining it would overstimulate the economy and overinflate the federal budget deficit Although members of Congress are already beginning to mount a veto effort the final vote is expected to be close Acting on an 8-3 vote Friday city councilmen urged Congress to overrun the disapproval and keep intact the important federally supported programs for themselves over the coming two fiscal years Council members Thursday voted to order the drafting of a salary ordinance which would boost the pay of all 18 elected city officials Under this plan mayoral pay would rise from $50000 a year to $52500 on July 1 and finally to $55000 on July 1 1976 The current city attorney salary of $42500 would rise to $44625 and then to $46750 City council and city controller pay would increase from the present $30000 first to $31500 and then to $33000 Right after commissioning this salary measure the council abruptly adjourned leaving a motion by Councilman Robert Farrell relating to the pay matter on the desk When the council reconvened Friday Farrell asked for reconsideration of the vote to draft the salary ordinance But Councilman Arthur Committee supports position Dick Chenoweth a San Pedro attorney said the added costs involved in the anhor site would jeopardize the entire museum project Lusby said the additional redesign needed would probably run about $250000 Those opposing proposal suggest the museum be built in the northwest corner of the beach parking lot They say the museum as originally designed could be constructed on the lot with minor changes Lusby said the entrance to the museum would need to be changed so it will face the ocean or middle of the road at the Cabrillo Beach parking lot and the current museum location But commissioners have indicated they made no final decision on a site and are expected to chose one after the public hearing is conducted Ik- Richard Josslin administrator of the museum proposed the of the site in August and has pushed for that site since then Josslin was on vacation last week and could not be reached for comment on Friday But during an interview in August the
