Rio De Janeiro four miles off the southern coast of Norway sending approximate ly 300 uniformed Germans to their death As rescue ships laden with survivors and bodies reached Norwegian ports officials will be interested in having the actual figures to pass on to your readers in Monday's edition The figures given here are based on a copy of the actual contract the city would sign with the county for the technical services which would be required Annual administration charge $10000 For preparation and develop- 1 ment of a classification I plan 5000 For preparation and development of a code of rules 3000 $18000 In addition there would probably be charges for examinations to establish an eligible list Such charges would not exceed $10000 Allowing $2000 for purchasing files and stationery to be used by city clerk in maintaining necessary records the total figure comes to $30000 Certainly this is not a large amount when you consider the benefits which would accrue to the city Bear in mind Says British French in Violation of Low OSLO April 8 (IP)-'--Norway shocked by the laying of Allied mines In Norwegian territorial waters at dawn today Immediately charged Great Britain and France with an "open breach of International law" and demanded that the mines "be removed at once" As soon as It became known that the Allies were laying the mines in three regions off Norway's coast to cut off shipment of iron ore to Germany through Norwegian territorial waters the Norwegian cabinet met and then parliament was called Into special session Violation Charged Foreign Minister Halvoan Koht in a public statement charged that the Allies had violated Norwegian "sovereignty and neutrality" by laying the mines and patrolling the affected regions with warships "The Norwegian government" he said "protests gravely and solemnly against this open breach of international law The Norwegian government must demand that such mines be removed at once and that the guard by foreign warships cease" Koht charged Britain with violating an agreement of last March 11 which he said provides that all Norwegian goods including contraband could be sent from Norway to der-many Gatherint-p400 Koht's statement came as Norwegians heard ominous reports of a gathering of German and British warships Rumors reaching here from Denmark said that 50 German ships of various sizes including battleships philantrophy the wistaria gardens have become Aerial Activity ILReported Instead entering separate groups in the Monrovia Day parade May 11 all of the city's veteran organizations will march as one unit with 'massed colors at the head of the procession if the recommendations of the Allied Veterans' Council are approved by the various posts Decision to recommend a single unit with massed colors was made by members of the Allied Council at their regular meeting Saturday afternoon in the Legion 'clubhouse Jamer Nevins vice president of the council presided at the meeting in the absence of President Louis Brewer Chairman Nevins read a letter written to one of the posts represented in the council by the Junior Chamber of Commerce inquiring as to-4tha4-plans the post had for par ticipating in the parade After considerable discussion members of the council authorized Curtis secretary-treasurer of the council to advim the Junior Chamber that the council would recommend participation of the American Legion Disabled American Veterans and the Spanish American War Veterans as a single unit with massed colors but that final decision on the matter would have to be made by ballot Mr Yost Is officially withdrawn due to advice of his physician Monrovians who vote for Mr Yost are throwing away their vote it was pointed out Making a last plea for favorable consideration of the proposed Civil Service ordinance to be voted upon tomorrow by Monrovia citizens Phil Richardson of the Junior Chamber of Commerce today talked before members of Monrovia Business Bureau at their regular weekly lunch here are two kinds of civil service" said Richardson "there is the old kind that protects the employe In his Job but gives the employer nothing in return and there is the new kind of civil service that pro-teeth the employe and takes his job out of the hands of politicians but at the same time protects the employer and makes it possible for him successfully to demand that his employe be efficient or to lose his post" Satisfactory Results Richardson said Monrovia's proposed statute is patterned on that of Southgate which has been in effect for the past four years and is Foothill blvd was recovered yesterday by police along the Southern Pacific tracks Mrs Jennie Leezer a resident of Monrovia for 30 years and an active member of the Women'a Relief Corps died last evening at her home 423 Lemon ave Mrs Leezer was born in Zanesville Ohio Aug 22 1862 She was a member of the Monrovia First Methodist church Surviving are two nephews Charles Cram let of Monrovia and attended the Little Symphony concert at Pasadena Playhouse It had been nearly a score Of years since I had heard Georges Barrere wood wind choir but that earlier program had remained vivid In my memory and I enjoyed myself fully as much as I had twenty years ago Perhap's more for today Barrere's group of players is a complete little orchertra while the first one if I am not mistaken was all woodwinds except the french horn which limited their offerings If our amateur orchestras which now number from 50 to 100 players were cut to a dozen of the best In' strumentalists I believe there would be a local revival of interest in orchestral music Take the first chair players and drill them on stuff they Ireally could play and watch the Ilpublic eat it up But under our present system no amateur orchestra is worth a whoop unless it has a lot of players in it Bigness does not make goodness necessarily But to get back to Monsieur Barrere and his talented dozen It was the kind of an affair you couldn't help liking even before it started The playhouse was packed with half a hundred crowded around the orchentra on the stage Then a gent tleman came out and thanked the audience for
