Neutrality is a great question in Washington these shall we have a change in our law or not? The fact is we could keep the arms embargo and still pass the cash 'and carry plan but neither side is willing to accept that What is all the row about then? In California one of the talking points of the Democratic campaign for governor was the age of former Governor Merriam and this undoubtedly cost Merriam many votes But Olson is no spring chicken either and certainly not in as good shape from a health standpoint as the vigorous Merriam That campaign was featured by the support of the "Ham Eggers" for the Democratic slate a debt paid when Olson called the Nov 7 special election But the Democratic machine through Senator Kenny is the opposition to the pen Lion scheme The "Ham Eggs" bill itself is an example It purports to be a "pension" plan using a type of stamp-tax scrip to pay the pensions that is considered unconstitutional by many even by some of the "Ham Eggers" So there is a provision that if unconstitutional then other parts of the measure shall remain in effect These other parts are a state-controlled banking monapoly and a "state board of economics" whose purpose according to the bill is the "equalization" of all incomes in California In other words the pension is bait for a Marxist banking and economic dictatorship inthe state Nothing in politics Is what it seems to be on the surface the politicians have a physical peculiarity they grow their tongues in their cheeks JOHN SELBY Three of the finest books ever written in their field were Margaret Mead's "Coming of Age in Samoa" "Growing Up in New Guinea" and "Sex and Temperament" These are studies by the distinguished anthropologist in the 'moulding of human character by the cultural pattern into which it is is stating it too 'imply but it will suffice Now these three books have been combined with a masterly preface into one book called rather unrevealingly "From the South Seas" It is one of the most 'easily read most helpful and sanest works In its field ever written Doctor Mead's field work in the South seas began about thirteen years ago at which time she says her materials and those of all the others in her field were chiefly organized for the documentation over and over of the fact that human nature is an adaptable plant "that cultural rhythms are stronger and more compelling than the physiological rhythms which they overlay and distort that the failure to satisfy an artificial culturally stimulated need for outdistancing one's neighbors in our society for instance or for wearing the requisite number of dog's teeth among the prcduce more unhappiness and frustration In the human breast than the most rigorous cultural curtailment of the physiological demands of sex or hunger" This has been proved and accepted she says Now the people ask something far deeper and more searching of the social sciences They ask Doctor Mead says that in the light of that fact that social forms have been proved mutable the sciences shall help them decide what sort of new world shall be built As this question shows itself to Doctor Mead it reads "would we If we could achieve a single standard a homogeneity comparable to these primitive cultures? If the answer Is yes she says we shall not have achieved a dignity and sense of adequacy to match the primitive man's because we cannot return without dishonor to his simplicity of spirit Her answer is that we must go forward into a more ordered heterogeneity "If we solve our economic and International problems with sophistication" she says "but compromise that solution by attaching to it an over-simplified and naive view of personality in culture we ham-string the future" 0 Washington striking political fact obsecured by the war-born turmoil is that relations between the president and Post master General James A Farley are once more on a pleasant and confidential basis They were strained almost to the breaking-point before Fancy's vacation trip to Europe when the president invited Farley to have a long talk with him before sail) ing At the time Farley's visit to Hyde Park was enveloped in the utmost mystery But now one thing seems clear Either because he had been wisely warned that Farley was still a great political influence or because he simply regretted the situation the president had decided that he and his old friend had drifted much too far apart Both have subsequently refused to discuss the Hyde Park meeting Yet ell the signs suggest that the president took considerable pains to explain away the numerous incidents by which Farley had been very nearly alienated from him At any rate since Farley's return from aboard it is reported that he and the president have been talking together seeing each other and when the need arose working together as their habit was before the new deal group began to be predominant at the White House In the bill re- I pealing the arms embargo it may be assumed that Farley has found the first piece of White House legislation in a long time which he can enthusiastically approve Altogether the atmosphere is immensely better 4 a The curious thing is that in spite of the better relations between Roosevelt and Farley the shrewdest practitioners will tell phi that the basic political eitua- tion has not changed in the least The war emergency gives the president an undoubted advantage The president and his most powerful political leader are together again With most domestic issues out of the way even the president's bitterest congressional enemies have few grounds left for attack But the wiseacres say the new dealers are wrong The Roosevelt-Farley relation- ship is still a crucial beton Farley commands the delegates' is the ablest political organizer in the ccuntry and is much bermed loved by his party If Farley should choose to lead a draft- Roosevelt movement success would be virtually certain He I is playing his cards very close to his chest but there is every indication that Farley does not expect to do anything of the sort at least as of today Considering the improvement of Farley's relations with the president his record as a straight shooter and the character of the general situation a daring guess is very tempting It is that the president has assured Farley he does not want andwill not seek a third term in such definite language that if he should change his mind in any ordinary circumstances Farley would be justified in refusing to go along Guess work is always guesswork but without some such hidden feature of the situation it is difficult to explain the confidence of the conservative Democrats that the third term will not materialize Their relations with the president also have materially improved since foreign policy provided an area of mutual agreement But their feelings about domestic politics have not altered and they are Increasingly active There is reason to believe that twelve or more of the conservative Democratic senators are even taking steps to form themselves into a coherent articulate group meeting causally at luncheons and in other ways to discuss their common problems Certainly the good cheer of the Democratic conservatives flies straight in the face of the surface facts of the polithial situation As has already been remarked every scintilla of public evidence is to the effect that the war in Europe insures a third term for the president if he wants it Possibly it is a mistake to try to go behind the public evidence Nevertheless it seems worth while to offer the summarized prediction of one of the cleverest men in the conservative-moderate Democratic group It is: the war ends the third term will be out the window the war continues but the situation of the United States grows no more difficult than at present the third term will be most unlikely the security of this country is threatened the third term will be not only likely but certain The prediction reveals how tremendous is the difference between the Start THERE ARE indications that the shipbuilding policy of the federal government may help to revive the industry on the Pacific coast an industry once one of the greatest wage payers of California
