PILOT NI OMIT MM MfWlMI MtVIMO IM a aau nciutmu Serving the Harbor communities of San Pedro Wilmington Harbor City Lomita Rolling Hills Rolling Hills EstatesJ and the Palos Verdes Peninsula Wed May 19 1976 A6 Editorials Defense of Israel DURING SOME exasperating Middle East negotiations Henry Kissinger is said to have remarked that Israel has no foreign policy It only has domestic policies which determine its attitude toward other countries It could be the unsteady ground of party politics under the government of Prime Minister Yitzhak Rabin that is making the current Israeli policy toward the occupied Arab territories so hard for outsiders to understand Whatever the explanation the strain produced on relations with the United States is growing visible The United States has stood firm in defense of the beleagured Israelis in the United Nations and may be called upon to do so again next fall if the Arab nations mount another attempt to drive Israel out of the General Assembly However the ability of the US delegation to find a tenable moral position to turn back criticism of Israeli policies toward the Palestinian Arabs is being eroded by events in the occupied territories Although Israel is scheduled to get $22 billion in economic and military assistance under our foreign aid program far and away the most received by any country President Ford drew the line at adding an extra $550 million for the transition quarter during the shift to a new fiscal year The Israelis are encountering resistance to the idea that whatever Israel needs Israel will get as part of the US commitment The commitment itself is not in question President Ford has reiterated it in no uncertain terms as recently as May 14 in a speech before the American Jewish Committees In the same speech however Mr Ford gave Israel what was perhaps the sharpest prodding to date to recognize the necessity of giving more than lip service to the UN resolutions calling for withdrawal from territory occupied by Israel since the 1967 war Israel he declared must be willing to the exchange of the tangible for the if there is to be peace In other words the tangible security afforded by the occupation of Arab lands eventually must be exchanged for guarantees that rely on the intangibles of international agreements Israel is permitting Jews to establish new settlements on Arab lands even while insisting that return of the territory is still negotiable Jewish development in Jerusalem has made that city larger than Tel Aviv even though most nations the United States included have not recognized annexaction of part of Jerusalem formerly under Arab control These policies are antagonizing Arabs as the rash of recent demonstrations has shown What should concern the Israelis as much is that they are antagonistic to the diplomatic campaign which the United States is waging on their behalf and any flagging in that campaign would give Mr government a problem over shadowing any issues of domestic politics will keep you from seeing anything unsettling like the future 4 from the newsroom Porpoise question PORPOISES ARE such appealing creatures that emotion can get in the way of a fair judgment of the role they should play in the commercial tuna fishing industry Federal Judge Charles order banning any use of porpoises to attract schools of tuna obviously places considerable weight on the emotional arguments raised by environmentalists Some porpoises do not survive their entanglement with nets despite efforts by fishermen to release them Yet the National Marine Fisheries Service which regulates this use of porpoises says the mortality rate is not great enough to affect the population of the friendly sea mammals If there were clear-cut evidence that the porpoise is head 'This Letters to Positive response Editor: A letter to the editor titled News-Pilot May 9 1976) should have read Castellano defended for I feel Mr Castellano was speaking strictly for himself not for the who run What motivates this teacher to praise Dodson Junior High as fine easy school in which to and in the next breath complain that actions there resemble a Why has he so little regard for the opinion of our area superintendent? it be a positive response focussing on ways to help all children who pass through his life I feel a attitude should be positive to build not tear down to praise not condemn to encourage our youth to strive toward idealistic images for having high ideals and acting according to them is what we all want for and from our children A greatest reward is to know he or she has helped enrich another life If Mr Castellano is true to himself his performance will speak for itself and no defending will be necessary AM Rubio Wilmington Judges endorsed Editor: Your newspaper along with many others this year will play a more important part in elections and the ultimate fate of the taxpayer and voter than ever before in history Thousands of voters each year turn to the newspaper of their choice for guidance in selecting public servants Major elective officers spend millions of dollars in election campaigns Less politically important officers get lost in the shuffle Many of the office holders we elect each year we really know very little about We do not know their friends and like voting for a pig in a poke Inasmuch as your newspaper might want to inform its readers about some of these lesser candidates I am writing to tell you of two men I feel are exceptionally the editor well qualified for the posts they seek Judge Walter Binns and Judge Glenn A Wymore both incumbents on the Los Angeles municipal bench seek reelection I have known and worked with both men with Judge Binns as a director of the San Pedro Club and Judge Wymore as a director of the Bay Harbor Hospital for the past 16 years Both are long-time residents of Los Angeles They are concerned about people and what is happening in Los Angeles They are the kind of folk we need in public office I am pleased to recommend these men highly to my fellow voters This letter is unsolicited Charles Crawford San Pedro Parade a success Editor: The Bicentennial Parade Committee would take this opportunity to show its appreciation of the excellent coverage of our very successful event in Wilmington on May 2 We would also like to acknowledge our appreciation to the Optimist Club the Mexican Chamber of Commerce the Wilmington Chamber Commerce our judges (Don Garcia of Thompson Trophy Manufacturing and Harbor Commission President Fred Heim) our division team leaders and especially Bobbi Ellis and her whole family for all the work and participation that everyone did so well It takes a special kind of effort from everyone to make such an event successful and I would like to especially thank the Harbor Hispanic Bicentennial Committee for its sponsoring the Bicentennial Parade and permitting us to participate in their Cinco de Mayo Fiesta It know the committee works and strives so diligently to bring social entertainment and togetherness to the Wilmington Community I believe it deserves the public recognition for its outstanding efforts I am especially pleased with our parade coordinator Chuck Bradford for all the time work and encouragement he offered of himself to insure that our parade would be successful When at one time we were all discouraged he persisted We again would like to thank all who Calif 90733) Relief for debtors by jim groth managing editor I am developing a real love-hate relationship with the Miss San Pedro contest For the past two years I have been a judge at the pageant which is the love part of the thing I really get a kick out of it But we also have been doing some special things the past couple of years as far as our coverage of the pageant is concerned This is the part not all that fond of First things first The contest itself was a lot tougher to judge this year Not only were there nine more girls entered and another category in which to judge them (streetwear) there was no real standout Last year all of the judges were in unanimous agreement that Diane Furriel should be Miss San Pedro This year there was no such agreement The accountants who tabulate the point totals from the judges said afterward that one point spelled the difference in four other girls making the finals one point out of a possible 500 But even with what I thought was a tougher job I hear the cries of as I did last year when the finalists were announced Last year the judges knew who Miss San Pedro was going to be before the ballots were tallied Last week none of us had any idea even after the three runners-up were announced But Bobbi Ellis our reporter on the scene knew of us sitting around the master of ceremonies she said It seems actor Mark Russell (Saperstein on had been having a terrible time all night with Roulene name pronounced Kas-ta-nola but Russell missed it completely five of the six times he tried It came out Castingola Castniola Castalonga and a couple of others how Bobbi knew who won before everybody else in the packed Elks Club auditorium When contest co-chairman Xavier Hermosillo carried the names to Russell the emcee took one look and moaned knew it I knew he said half under his breath it was loud enough so those of us sitting close could Bobbi said all knew who With coaching from Hermosillo Russell got it right the sixth and final time And a lovely new Miss San Pedro was crowned The contest always causes a lot of excitement around the office For weeks beforehand get- ting pictures of the contestants in -I that we run in the paper before the pageant This year we did something a little different The day of the contest we decided to have a pool Every- body chipped in a buck and the seven people in the pool each drew the pictures of four girls Our city editor Tim Lemm decided the contest needed a lit- tie trading to make it interesting It was like a bunch of kids with baseball cards But Emanuel Parker one of our reporters steadfastly refused to trade Miss Castagnola i despite threats cajolery and salesmanship by Lemm Parker not only won the contest but the right to interview the new Miss San Pedro for a feature story called a clean sweep all the fun part of the contest what comes immediately after that turns the whole thing into a nightmare Because we have run color pic- tures on the front page and pic- ture pages inside the past two years those must be put out that I night That means that after the con-test photographer John Hart and I head over to The Daily Breeze -1 where the paper is printed and go to work John left about 3 am and I finally got out of there sometime after 4 Since I had arrived at work at 7 am the morning of the pageant that figures out to somewhere around a 21-hour day And because I had some things that had to be finished Friday morning I caught a quick nap at i home then headed into the office at 7 Fortunately everything was finished by about 1 pm and I headed home Unfortunately' I was at the point where I was past being sleepy I decided to read a book a Finally about 3 pm I fell asleep I remember my wife Verle telling me something about Mary Hartman Mary Hartman finally saying yes yes to Dennis Dennis but that was about it until 7:30 the following t' morning Now 1756 hours of sleep may 4 seem like an awful lot to most of you But as usual I have a ready I rationalization Seeing as I had gotten virtually no sleep the night before I divided the hours by two That comes out to 8 3A hours per night just about right ing toward extinction because of this practice Judge order would make more sense As it is he is creating still another disadvantage for US tuna fishermen to overcome in their effort to compete with foreign fishermen not subject to jurisdiction of our federal agencies If porpoises are to be protected in this manner and it is questionable whether they need to be then the policy should be laid down by an international body in the same manner that multination agreements impose quotas on the annual catch of tuna Sending our tuna fleet to sea under restrictive rules that other nations are not obliged to follow is a sure way of driving that fleet away from our shores for good lection services Among the improvements in the package are a strict prohibition against collectors harassing alleged debtors through threats to contact or actual contact of employers clear identification of written notices as coming from a collection agency a reqire-ment that debtors be advised of their right to send questions or complaints to the state bureau prior state inspection and approval of printed collection forms a requirement that collection agencies make a faith to determine the legitimacy of a debt before initiating collection efforts The recommendations which will become effective after hearings throughout the state should be welcomed by the great majority of honest ethical agencies as well as the consumer Where to write
