(AP) The first time Michael and Sandra Charlesworth were charged with child abuse, Michaelle was one month old.

The next 2 years of her life were spent mostly in foster homes as legal wrangles continued about the Charlesworths' alleged mistreatment of her. On Friday, Mr. and Mrs. Charles worth, both 29, were arrested for investigation of homicide. Michaelle was dead, authorities said, of a beating administered while on an extended visit with her parents.

Ed Lewis, assistant coroner, said a preliminary autopsy report indicated the child died from a blow to the head. Harlan Bockman, assistant district attorney for Adams County, said the toddler had been with her parents about three weeks, sent there by the Adams County Social Services Department "to see what would happen." He said the Charlesworths were to have appeared for another court hearing on Tuesday. "It's a tragic thing, and we all fee horrible about it, 30.24 BOSTON MINNEAPOLIS 29 77 FORK CHICAGO WARM FRANC. "We have hundreds of cases like this. The only alternative is to terminate parental rights more often. But how can you guess when somebody's going to kill somebody?" Jacobucci said Michelle's legal record showed that on Feb.

20 Judge James Delaney of the domestic relations court continued her in the custody of the social services department. George Kawamura, administrative supervisor of the department, said social services, while retaining legal custody of the child, returned her physical custody to the parents. "The court was informed of everything that was being done in this case situation," Kawamura said. "They have authority to allow a child to visit with its parents, to return it to the parents under supervision," Jacobucci said. "In this case, it appears to be a continuing thing.

But they thought the parents were improving." Rites Tuesday for Ch Chrisman Services will be held Tuesday for Ronald Lowell Chrisman, a prominent aircraft component manufacturer. Some flood refugees returning to homes MINOT, N.D.

(AP) "It's just such a good feeling to see all of the trucks and all of the neighbors moving back in," Mrs. Elaine Johnson said Saturday. The first of 12,000 Minot residents displaced by threatened flooding of the Souris River are returning to their homes. Officials said all of them may be home in a week. "Hello, neighbor, how are you," she shouted at the driver of a passing pickup truck as her husband, Richard, backed a truck loaded with their furniture into their driveway.

"I've thought about having to move a lot the last 10 days," she said, "but we really like it here and wouldn't want to move. "I have just decided maybe moving every year is a part of my life." Disaster officials said residents whose homes are in the higher sections of Minot's flood plain would be allowed to return first. They said they expected about 300 families to be home by Sunday. The 12,000 residents were evacuated 10 days ago as a precaution against the waters of the Souris, which has flooded in five of the last seven years.
