Shipping Near Japan Claimed Violated Reds Again Protest U. S. Air Patrols LONDON, March 4 (AP)has filed a second protest against the activities of American airplanes in the Far East, the Moscow radio said tonight. A broadcast heard in London said the Soviet Union had made a new protest over "continued violations of the freedom of merchant shipping" by U. S.

March 4 17) Rep. Lucas (D-Tex) doesn't want Dallas to get any federal money for its Love air field if Congress denies funds for Fort Worth's proposed Midway airport. He made this clear in conversation with Rep. Wilson (D-Tex). who yesterday urged the House to eliminate a proposed $2,000,000 appropriation for Midway.

Lucas represents the Fort Worth district; Wilson is from Dallas. Lucas told Wilson that if the amendment to the Commerce department supply bill is adopted, he will retaliate. Vote Sat On Proposal He said he would then offer an amendment which forbid any further federal money spent on Love field. A vote on Wilson's proposal is expected tomorrow. He spoke for five minutes late today, and when he asked for an additional five minutes House leaders decided to postpone the matter.

The House previously had ranged a special service commemorating the revolutionary Polish hero, General Pulaski, for this afternoon. It was agreed that Lucas would be given 10 minutes to counter Wilson's arguments that the Midway airport is not needed and tha: it would "relegate Love field to an auxiliary airport." Rep. Representatives of 100,000 Southern AFL Teamsters concluded their eighth annual convention by adopting a resolution strongly condemning action of the governors calling upon Congress 10 pass an anti-lynching bill.
