Paul R. Vogt, a 50-year-old North American engineer, was appointed assistant to the president the company's space division at the main plant in Downey. In that position, the announcement said, Vogt will be responsible for the division's quality control. Both are newly erected positions, a company spokesman said, A number of other management changes are considered imminent, he said. Vogt was previously a vice president of engineering at North American's Rocketdyne Division.

For the past two years Hello was director of Martin Marietta's projects involving maneuv-erable re-entry spacecraft the sort of half-airplane, half-spacecraft vehicles that, it is hoped, will be able to land at regular jet airports. The new president of North America's space division, William B. Bergen, also came from Martin Marietta in Baltimore. Bergen replaced Harrison A. Storms who had headed North Amwica's Apollo work for six years.
