MIAMI BEACH Fla (AP) Sen George McGovern assured of the platform he sought and a first-ballot victory tonight in the Democratic presidential balloting considered a list of potential running mates today Aides said he still plans to ask a reluctant Sen Edward Kennedy to join the ticket Weary delegates had barely 12 hours off after the longest convention session in the history of either party before climactic meeting at which McGovern was scheduled to be the first candidate placed into nomination and when the balloting took place the nominee California planned to yield to Connecticut when the states were called for nominations so that Sen Abraham A Ribicoff could nominate the 49-year-old South Dakota senator to head the Democratic ticket this November Speculation turned immediately to possible running mates after the withdrawal of Sens Hubert Humphrey and Edmund Muskie on Tuesday assured McGovern's nomination Kennedy was clearly his top choice despite repeated statements he is firemen were called to the Van Camp Seafood Co late Tuesday afternoon and found all they could do was watch a number of manhole covers balancing on spouts of water The as one fireman referred to them came as a result of a sewer backup that was caused by an electrical short A plant engineer at the cannery told firemen he shut his water pumping system down when a blockage occurred and began backing up the sewer The problem firemen say originated at a Harbor Department pump station where a short circuit in the electrical system caused the blockage in the pump line Firemen were unable to stop the water flow into the streets but a repair of the pumps solved the problem Parts of Cannery and Tuna streets were closed to traffic until the flow was stopped and the manhole covers replaced EXCLUSIVELY governor who has been active in several Democratic national conventions said he will talk to Nixon later this week at the Western White House before making a public report on his trip But not all that will be discussed he said MIAMI BEACH Fla (AP) Sen George McGovern tightened his control over the Democratic party early Wednesday by halting a conservative drive led by Gov George Wallace in person to rewrite its liberal 1972platform The packed hall roared its endorsement of platform planks calling for immediate withdrawal from Vietnam busing of school children and payments to bolster incomes over the poverty line Despite complaint that Americans are tired of big and feel themselves neglected except on Election Day and tax day the sense of the convention was plain The delegates preferred the planks adopted one week ago by the 150-member platform committee So the convention took these McGovern-oriented positions adopting them in separate votes that began at 1 am EDT six hours after the second convention session opened An and complete withdrawal of all US forces in Indochina" The defeated Wallace plank called for release of all war prisoners as a pre- Expects no offer Bv PEGGY LUEDTKE Despite boasts of success from the San Diego tuna fleet the San Pedro tuna fleet is having its worst year yet According to a spokesman for the Union Local 33 ILWU between Jan 1 and June 30 of this year the San Pedro tuna based purse seiner fleet landed 2614 tons of tuna For the same period in 1971 the San Pedro tuna fleet caught 3013 tons of tuna in 1970 5955 tons of tuna in 1969 6458 tons of tuna and 1968 7538 tons of tuna guess you get the he said At the same time the San Diego tuna fleet is claiming the title as the most successful harvester of tuna Officials of the fleet say the total economic impact of the fleet during the last three years exceeds $1 billion Fleet expansion and the addition of super seiners in San Diego are also making it necessary to demand that more space for the tuna fleet be created in the harbor However in San Pedro the tuna fleet is going through what the union officials described as a now have only 20 San Pedro based tuna boats And five less than we had last One of the reasons for this of the San Pedro tuna fleet he said is the old age of the boats terms of range carrying capacity and refrigeration our boats are obsolete and uneconomical "The San Pedro tuna boat can carry an average of 150 to 200 tons of tuna where as the average deep sea tuna clipper is now carrying from 500 tons up to 1500 tons of tuna San Diego the fishermen are younger men especially the captains of the boats and the boat owners" Despite the problems the San Pedro tuna fishermen are facing they still ha ve a good outlook for the remaining of the year Mexico fishing improves in the month of March But this year good fishing didn't start until the month of May Since it started late fishermen are expecting the good fishing to continue which will bring up their yearly totals The spokesman said there was no specific reason for the fishing to be poor off Mexico this year However he did say the reason was probably not pollution The sharp pollution effect is not usually felt that far out to sea he said What ever the cause is the effect is the same on the fishermen: less catch means less earnings Many of these fishermen try to subsidize their earnings by turning to shore jobs in canneries and shipyards Others convert to deep sea fishing and still others become unemployed Of the 2614 total tuna catch 233 tons were bluefin 457 tons skipjack 1300 tons yellowfin and 624 tons bontia (All weights are short tons 2000 lbs) During the first six month period this year 21 trips were made by the San Pedro tuna fleet 20 trips in 1971 40 in 1970 35 in 1969 and 40 in 1968 According to the union leader the prices on the catch were about the same as last year Yellow fin sold for $442 a ton skipjack (under five pounds) $343 a ton skipjack premium) $384 a ton yellowfin $442 a ton bluefin $422 a ton and premium bonita $205 a ton of losing for two pawns US grandmaster Robert Byrne said it was a blunder and commented "Fischer is going to have trouble making a draw I see how Spassky can Analyzing the game for The Associated Press international grandmaster Isaac Kashdan termed move "a rare miscalculation by the American He said it gave Spassky good prospects for a win Svetozar Gligoric the Yugoslav grandmaster present at the tournament said "It is doubtful whether black can can save a draw" Spassky who had the first move is playing the white pieces range of the San Pedro fleet is also limited to just off the Mexican waters But the new super seiners because they are more sea worthy can venture into the deeper And why the San Pedro tuna fleet concentrated on modernizing its fleet? for various reasons according to the spokesmen One reason could be that San tuna fishermen who are mostly Yugoslavs and Italians have traditionally fished Mexican waters all their lives and in smaller boats closer to shore But in San Diego the tuna fishermen who are basically Portuguese have traditionally fished bigger boats in deep waters The Portuguese are more use to deep sea and bad weather he said also a financial reason Since the San Diego fishermen have fished for high priced fish all their lives they have better capital for getting bigger fleets than do the San Pedro tuna fishermen who depended on the sardine migration in the past and depend on the anchovy bonita and bluefin tuna today The San Diego tuna fleet is just better organized financially than our local fleet" he said According to spokesman one of the new tuna vessels would cost anywhere from $1 million to $3 million compared with the average tuna boat in San fleet that would probably sell for $150000 to $200000 if it could be sold Another reason the San Pedro fleet is being allowed to become obsolete could be a difference in ambitions fchermen are an older group they are more settled down The two competitors their seconds and schess enthusiasts throughout the world spent part of the overnight break analyzing possibilities for the 11 pieces remaining on the green-and-white chessboard in sports hall: king and five pawns for Fischer king bishop and three pawns for Spassky The match had appeared headed for a draw until Fishcer tried to seize the initiative on his 29th move The lanky Brooklyn NY challenger galloped his bishop down a long black diagonal to snatch an unprotected pawn Spassky had offered A few moves later the bishop was trapped and lost in exchange Connally shuns GOP 2nd spot Fischer on verge WASHINGTON AP) Former Treasury Secretary John Connally back homeafte a 17-nation mission for President Nixon says he may campaign actively for the chief re-election this fall but expects no offer to be running mate He also said he has no idea what new assignment Nixon may have in mind for him although the President mentioned recently that Connally may take on some other special duties Connally told newsmen that made no decision on his campaign role but siad he consider Democratic Sen George McGovern the most attractive presidential candidate and sides with Nixon on most major issues think it would be a mistake to assume that sit this one said Connally who resigned in May as Treasury secretary amid speculation that Nixon might choose him to replace Spiro Agnew on the GOP ticket In November conceivable that I could be fairly 4 game Fischer has played Spassky five times in the past losing all three times he played the black pieces and getting draws both times he played the whites and had the advantage of the first move A draw counts half a point and a win a point in the 24-game championship match To dethrone Spassky Fischer needs 12'i points while the Russian can retain his crown with 12 points The winner will get $153125 in prize money the loser $91875 and in addition they will devide equally an estimated $55000 or more from film and television sales By STEPHENS BROEMNG REYKJAVIK Iceland AP) Defending champion Boris Spassky was favored by the experts to beat Amiercan
