Thomas Dodd, said Sunday he is preparing a congressional resolution that would "call for the rc-invigora- lion ol NATO" and also pave the way for a sludy of what future' role the United Stales play in the defense organization. Dodd said he would offer his resolution as a substitute foi one recently introduced by Sen ate Majority Leader Mike Mansfield, calling for a Deduction of U.S. troop strength in Europe.

The Mans field resolution was co-spon sored by about 40 senators. In an inerview on the WNBC TV show "Man in Office," Dodd said a study "ought to be done before we get to this resolution on troop reduction." The senior senator from Con nccticut said he did not think ii was easy to find out how a divisions arc needed in Europe "And why Ihrow NATO over i 1 fear would happen i we're not'there in strength," he said. "I don't think, unles we're able to re-invigorate NATO, we're going to have any NATO."
