for the languages with a constitution that gave guarantees of security to the intelligent white as well as to the ignorant negro and treacherous Radical would have been a fearfully bad precedent It would have been a falsification of the principles upon which Radical regeneration was founded it would have been an example and an encouragement to other States to go and do likewise! In those States in which the negroes had the majority of votes a a Radical white-hating negro-loving might be counted on But it would not do to lose Virginia and the unscrupulous Radicals are now taking advantage of one of the wily provisions of the Congressional military acts Under the military acts the delegates to the convention in each State are to be apportioned in the ratio of the voters registered and General Schofield has issued a general order in accordance with this provision By this order Virginia is divided into one hundred and five constituencies and under the law of Congress it is estimated that the majority in seventy of them will be black and in only thirty-Jive of them white Therefore it is placed in the power of the negroes to command the State Convention by a majority of two to one This unlooked for result is brought about by that is so arranging the districts as to throw the masses of white voters together and that those having negroes shall be sc put together as to make a majority of negroes The conclusion is that in a State which has a total white majority of fourteen thousand the negroes and white Radicals will be supreme The great argument in
