should he paved connecting so it does two important thoroughfares It is not only a great in Its present condition but It has a most unpleesant discouraging and damaging appearance especially to strougers who are surprised to find a street muddy low and unpaved almost in the very centre of the city Now while the paving of streets even out in the suburbs is going on this short portion of the street alluded to should also be raised graded and payed It will pay the city well to do this tor being so near the buisness part of the town buildings would soon be erected thereon that could be readily sold or rented and other improvements made which would greatly the taxablevolue of property on both aides of the street I hope therefore the councils the street committee and others interested and disenterested will give early and special attemion to this matter and determine to abate what is a nuisance especially in wet weather and an un sightly place at all seasons Then there is Atlantic The expense meets him at once and drives him therefore he has no redress The people are no more than moderate in their demands for the national government to consider this question Ile belonged to that class which believed that there could be found in the Constitution of the United States power to meet any question of national importance The pewees of the Constitution are ample and full to meet all exigencies at all times for the wants of the people He believed that power could be found in it to meet this question of cheap transportation There was power conferred by it for Congress to cross he line to look into the States to construct railroads and canals until the people of all sections -of the country be satisfied He had no local feeling in the matter but it the great West was to be cramped and confined for the want of transportation to market less than a quarter of a century would pass before Europe and the great East would be clamoring for the products of the West The people of the West sire activeIndustrious and interirisrig and they would transfer the manufactories ef the East and Great Britain to their own section and thus use their own products The vast surplus of pork wheat corn barley and rye of the West could hardly be es- market must be found Ile differed from the National Board of Trade as to the power of Congress in the mat- ter The board seemed to have a doubt as to that power but he had none Ile believed Congress had power to construct a railroad if it was deemed expedient to do so He did not say that Congress had the right to regulate charges on private railroads but it could coufer powers on a corporation to construct a railroad and prescribe rates and fares to be charged He had not yet made up his mind to vote a single dollar from the nu- tional treasury for that purpose but would be willing to vote forone such road to be constructed from New York to the Missouri river with branches to Chicago and other places Should he vote tor that however he would be expected to vote for fifteen or twenty more such roads and that he was not prepared to do He asked that the petition be referred to the committee on transportation routes to the Seaboard with the request that the committee within a reasonable time should present its conclusions on this intricate question He had no hope that after all their industry and thought they would be able to present a satisfactory solution of it but their report would be a step in the right direction The petition was referred to that committee Mr Bogy of Missouri having obtained the unanimous
