practice of referring matters to the bureau which should be first considered by city officials He referred also to the review of the acts decisions and conclusions of the various boards of commissioners which lets employes instead of city officials determine city policy The message contended among other things that the city oouncil without approval of the harbor board contracted to pipe sewage from Roosevelt base and other naval Institutions within the Long Beach city limits to the sewage plant" and that this sewage should be handled by Long Beach He said that the council when it entered into this contract not know that plans were afoot to move the sewage The message inferred the plant had already been built The project has been tossed about for several years since cannery wastes began overflowing cannery floors and overflow polluted harbor waters in violation of federal laws Any way the project has been denied a priority rating it was revealed today Until such time as it is installed the harbor's canneries will have to get along with an antiquated set of pumps and pipes which form a kind of network among the plants and pump the waste into the harbor A priority rating even for a new system of pumps and pipes has been denied Shrine Club Dinner Tomorrow The Rev Conrad Hoyer director of the Commission on American Missions of the National Lutheran Council Sunday
