Roman's mother, Rosaline Pence, lives in West Hazleton. "The suspect admitted firing the fatal shot," Webb said in a statement Monday, "saying that he feared for his life because the victim had indicated to him that he wished to die and that would, harm the defendant if he didn't' shoot him." James Youngkin, supervisor at the prison in Jim Thorpe, said Holland was being held on a parole violation stemming from his arrest on drug charges. He initially was jailed in Carbon County in April 1985 and served a 16- to 34-month sentence on charges of criminal attempt to commit homicide, aggravated assault and receiving stolen property. Under terms of his incarceration, Holland was allowed one 10-hour furlough every month. He left the prison at 10 a.m.

Sunday, and returned at 3:42 p.m. in the custody of state police and Carbon County Sheriff Peter Hoherchak. According to state police at Lehighton, Holland was interrogated at the prison after the investigators determined he was involved in the shooting. Webb said the investigation linking him to the slaying was not completed until early Monday morning. Roman was flown by MedEvac helicopter to the Lehigh Valley Hospital Center near Allentown, where he was pronounced dead at 2:31 p.m.

by Lehigh County Coroner Wayne Snyder. The cause of death was attributed to a gunshot wound. An autopsy was performed Monday to determine the exact cause of death. Roman was shot while in the prison's outdoor exercise yard. He was standing near a platform of stairs leading to the inside cell area when the shot was fired from a nearby mountainside, authorities said.

The shooting occurred just minutes after Roman and 24 other prisoners began their daily hour of exercise. Correction officers immediately secured the cells, prison block and yard. Police spent hours searching the woods between the prison and the Flagstaff Mountain resort for the suspect, who apparently was back behind bars at the time. They found camouflage clothes and a rifle in the backyard of a Jim Thorpe home. Webb complimented state police, the county sheriff's and prison warden's offices and police from Jim Thorpe and a number of nearby municipalities "for their speedy handling of this matter." The prison was placed on a suicide watch Sunday night, and counselors were available Monday to talk with the inmates about the shooting, the spokesman said.

The prison was expected to return to normal procedures Tuesday, he said. Roman, who resided at 141 Broad View Drive, Jim Thorpe, was the son of Rosaline (Schieno) Pence and the late Russell Roman. He was a graduate of Weatherly High School and a member of St. Joseph's R.C. Church, Jim Thorpe.

He served in the U.S. Marine Corps during the Vietnam war. Surviving, in addition to his mother, are his stepfather, Clem Pence, his wife, Debra (Kropf) Roman, with whom he celebrated their seventh wedding anniversary on May four daughters, Mrs. Richard (Kimberly) Riccio, Lansdale; Mrs. James (Heather) Kehler, Hazleton; Nicole, Hazleton; and Samantha, at home; a son, Jamie, Hazleton; a sister, Mrs.

Joseph (Nina) Bellas, Weatherly, and three grandchildren. The funeral will be held Wednesday at 9:30 a.m. from the Edward F. Milber Funeral Home, 524 Center Jim Thorpe. Mass of Christian Burial will be celebrated in St.

Joseph's Church, 526 North Jim Thorpe, at 10 a.m. by the Rev. Edward G. Sproesser. Interment will be in St.

Another company, Home Mutual Insurance, was ordered on Monday to comply with the law, which requires that rates be sliced by 10 percent for all motorists and 22 percent for those who give up their right to sue in most accidents. The 10 companies had sought to sidestep the rate cuts, which are the heart of the new insurance law. The department said it would allow the nine rejected companies to file new rates that would offer motorists smaller cuts than required by the law or, in three instances, rate increases. The new law took effect Sunday. The nine companies are Home Mutual Insurance; Reliance Insurance; Planet Insurance; United Pa- Fireworks cap show tonight at stadium The area's Fourth of July festivities officially begin this evening with Hazleton's annual fireworks display.
