If you didn't mean that what did you mean? 6 Did you not believe at that time that a majority of the people you were appealing to for votes favored the strict enforcement of the laws which you promised to enforce? 6 Did you not make that promise in order to obtain their votes? I Having been elected after making this promise did you try to keep it by enforcing the laws? If you say you did please state what efforts you made and when and how Please be specific If you have not attempted to enforce the laws how are you able to say you cannot enforce them? 9 You said two years ago that the Mayor of Nashville had the power if he had the will to see that "every lawful ordinance and 'statute was consistently enforced" Have you changed your opinion on this? And has the Mayor's power been in any way changed? 10 Are not the laws and ordinances against the sale of liquors gambling bawdy houses and Sunday baseball lawful? And have you made any effort to enforce any of them? Do you now say uou can't enforce any of these laws? Or do you say you will not try because you think a majority of the peopl of the city do not want them enforced? If the latter then please say when and bow you found that out 12 If you say you will not to enforce the laws because et majority of the people do not want them enforced will you please say how and whence you derived your authority to determIn what aws the majority don't want enforced and than nullify and disregard them? 12 And now finally for the present do you think any honorable man who supported you two years ago on the promises you then made can support you now on the platform you are running on? Now Mr Mayor this baker's dozen of questions should be answered It may be dangerous to your prospects to let them pass Thirteen is an unlucky number it is said and it is an old saying that silence gives consent It will not answer them to say that I am too I cannot boast of much piety many people think it would be well if you had a little more No amount of "mud" will cover them up and I am not going to undertake to cope with you in that business Besides whether 'you believe It or not I supported you two years ago and thought as I that I was justified in doing so and I think I am entitled to have you say publicly as a man whether even in your judgment I could support you now without stultifying myself Now don't go off diecanting on who I am and who you people of the city know both of us well enough and besides you are a candidate seeking endorsement and office and I am not So Just cut all that out and come to taw with your answer and put it in writing and I sign it as have these questions so that there may be no-mistake If you don't answer I shall claim judgment pro contesso against you and you will hear further from me Very respect fully (Signed) JNO A PITTS October 2 1911 MAJ STAHLMAN'S SPEECH First Page) (Continued -from (Continued by insinuating that your cessor or some of them bad only arddethese showy contortions" and "isolated spasms of activity" while al would be consistent and fait ful you the time? PETITIONS i IN CIRCUIT COURT BELMONT PRESENTS MUSICAL FACULTY Independents Speak at Monroe and Ninth Ave The law-enforcement speaking held last night on Monroe Street near Ninth Avenue attracted a crowd estimated at 200 Those In attendance represented the First and Second Wards The Second Ward Is the largest In the city usually voting about 700 The re4gistration list shows about 1000 The First Is also a big ward A number of ladies were out to hear the speaking A CS Jackson acted as master of ceremonies The stealters were iiriven close attention and when a telling point or a particularly severe thrust was made those present were not sowing in their applause The audience was largely composed of thoughtful citizens taxpayers and their earnest demeanor indicated their deep interest In the issues of the campaign although hovering about the edges of the crowd were some who scoffed at the utterances of those who were there to plead for Ott majesty of the law and the moral uplift of the city Prof A Dyer of Vanderbilt University was the principal speaker and If his words did not burn themselves Into the brains of his bearers they at least left a profound impression and will have eke ffect of making the people of that section of the city who have been disposed to favor the other side think twice before making up their minds to cast their votes against the proposition of upholdin the law Prof Dyer said a man who violated big oath of office was perjurer Hilary 110wse had violated the oath of hie office he -aid and he was there to say that any citizen who cast his vote to keep Howse in office would be guilty of voting to sustain perjury Prof Dyer alluded to Mayor Howse's boast that he had been charitable and had helped the poor In this connection Plot Dyer said he asked the in dulgence of the people while be read a bit of Scripture: ALMS BEFORE KIM 1 It 1 Grubb of Morristown is guest of the Hermitage Mr and Mrs A Cochran and William Barker and wife of Columbia "1 want to tell you about Mayor Howse business policy liethas built up a furniture business that has a good trade and that seems to show business acumen But he does not seem to have carried this acumen Into nubile affairs He tried to saddle upon you a gas franchise providing that you whouid have to pay 1110 for gas for fifty years That looks lik a mighty bad break for a good business man "The next thing that he tool up was the charter The Mayor controls the discharge of city employes He wanted the power of appointment That would have given him a force of about 3000 to bustle on election day On top of that he wanted you to give him a campaign fund of $5000 a year under the guise of a charity fund" Dr Gillespie then discuesed the material side of the case the fact that the Howse government is keeping new settlers from Nashville and that it is injuring the great educational interests of the city Is that good he asked Edmund Cole candidate ter City Treasurer was next introduced by Mal Stahlman who stated that' he was a noble boy who bad made of himself what he was who possessed the confidence of everyone and who had the business ability to give a first-class administration as City Treasurer Mr Cole called attention to the fact that his name is Cole and not Bennett and that he was not the man who first put Mr Myers in office 'If you want to know who I arm just walk through the Terminal Yards and ask who I am" said the speaker "They say I am unknown Those people for whom I worked for ten years know who I am" CIVIL WAR VETERAN Capt Jesse- Cage the candidate for the Board of Public Works followed Mr Cole "I have the pleasure of introducing a man who has lived among us many years who bore the brunt of battle in the civil war and who came home full of honors but a cripple for life" said Maj Stahlman "This is probably th last time the people of Nashville will have an opportunity of voting for an old Confederate soldier one who has charged where duty called him" "I am not a politician" said Capt Cage was never a politician and never intend to one but I intend to give a courteous and businesslike administration of the affairs of th office I am seeking" JUDGE PITTS SPEAKS Maj Stith 'man who introduced th speakers said he had-not appeared for the purpose of making a speech but only because the speaking was taking place in the ward in which he had lived for nearly forty years and the interest he felt In the cause the speakers represented He referred to the fact that be was not a prohibitionist and that the Banner had never advocated prohibition On this question said: "I do not wish to be misunderstood I have never been state-wid prohibitionist and did not endorse or in any way help put upon the statute books the present state-wide law but after the enactment of the law I did favor and still favor the enforcement of the law Any other course upon the part of a citizen or decent newspaper would lead to anarchy and I am not an anarchist "I have given this matter careful consideration The present contest let me say first of all does not involve the question of prohibition Neither th Mayor nor City Council have any power to either repeal amends or in any other way modify the existing law That Is a matter which batongs to the Legislature and which the delegation to be elected from this county next year must help to settle -I favor sending a strong conservative delegation of Davidson County's best men to the Legislature to help solve and dispose of this troublesome question for us SITUATION IN NASHVILLE "As I see the situation in Nashville I believe there are approximately four thousand voters In Nashville embracing the saloonkeeper gambler and lawless element generally who are satisfied with existing conditions who want a 'wide-open town in which to run saloons gambling houses and othr dens of vice without restraint and who are opposed to th enforcement of law in any form "There are probably about a like number of good citizens who as God has given them light earnestly and honestly believe in state-wide prohibition and law enforcement and do not think anything short of this carried out to the fullest extent should be thought of for a moment Neither of these elemtints in my Judgment will decide this contest The balance of power rests with th live thousand or more conservative voters and good citizens who although not state-wide prohibitionists- believe in respect for law and decency in the administration of the affairs of the city It le this large class that must be looked to for success and it is to this class to which I claim to belong EXPOSITION EXHIBITS FOR TENNESSEE -TRAINS Total 11115840 00 Frank A Moses of is at th Tulane O'Neal of Henderson is registerd at the Tulane A Maxwell and wife of Prof Dyer said this campaign had nothing to do with state wide prohibition If he knew that every candidate on the law enforcement ticket was utterly opposed to state wid prohibition ha would upport them with the same enthusiasm that he was now supporting them Many of the best PeoPle of the tate were opposed to state wide prohibition and many that favored it doubted Its expediency as an Issue In was true that Howse had an account against him for 826 and some odd cents for furniture htillinee on a 8200 purchase he felt that Howse owed him Hows had sold him a table said to be mahoganyt but the timber was faulty and he had discovered that some of the leaves Instead of being mahogany were made of common cherry SPEAKS BRIEFLY Dr Gillespie- candidate for Mayor did not arrive at the speaking outline what he had said at the other appointment Dr Gillespie was cordially received by those who had remained He Introduced no new points but read with good effect Mayor Howse's publie card printed Charge Against Miles Carter Dismissed For This Reason Judge John A Pitts followed Capt Cage stating that he would speak for a few minutes until the other candidates arrived "I have no more interest personally In the fortunes of these candidates than any- one of you" said Judge Pitts -I only have the interest that every law-abiding citizen should feel In the success of this ticket "I was a member of the sub-committee of ten and I know that Dr Gillespie's name was never considered by that committee I don't know how Mayor Howse knows so much about our meetings as he did not attend any of them- I was also a member of the larger cdmmittee and I personally placed the name of Dr Gillespie before the committee of one hundred to his very great surprise "I had a reason for doing as't did had boarded in the same house with Dr Gillespie and I knew the man I had seen his courage tested even on an occasion when the Mayor was present and which he will never forget I have made this statement in behalf of Dr Gillespie Maj Stahlman was not at the-meeting when Dr Gillespie was chosen and could have known nothing of it until after it was done because Dr Gillespie's name had never been mentioned in connection with the race "I now want to try to make you understand and feel the weight of the appeal by the heads of our leading educational institutions for clean government in our city" said Judge Pitts read the card which was published in Saturday's Banner and commented on It "Those are the leading educational Institutions of the city and they loin In this appeal for a remedy of the conditions Was there ever before a time when the conditions were so bad that all the educational institutions had to Join in a pleading appeal to the people to save them from the consequences of bad government?" Jurge Pitts then asked Mayor Rowse thirteen questions and called on him publicly for an answer The reading of the questions aroused much applause THE PRODIGAL SON" MrST BE PRACTICAL We must be Voractical in dealing with a complex troublesome question and handle it in a way that will be productive of the greatest good to til greatest number That should be our aim A plan that promises relief and reasonably permanent riddance of the Intolerable conditions existing in Nashville is what we should strive to attain Men defiant and bent on lawlessness and disorder on the one hand and those entertaining extreme views on the other are not the class that will give Nashville the relief it needs "This is no new-born thought with me The President and Secretary of the Board of Trade as well as many other members of th board including many leading citizens know that I have entertained these views all along The President of the Board of Trade knows he and I on our own motion engaged the services of a leading conservative attorney to aid us in the preparation of a bill to be presented to the last General Assembly for the modification of the prohibition law He knows that I took occasion to write officiais In the States of Massachusetts Iowa and Alabama where rigid prohibition laws had existed and where they were subsequently modified and in quest of further information I had written officials in Canada where we had been informed most salutary laws respecting the liquor traffic were in effect "The President of the Board of Trade knows also why the bill was not drafted and presented to the Legislature He knows It was because of the vicious election laws then pending and the Nashvitle charter bill the passage of which the liquor and saloon intereste of Nashville were openly promoting I did not feel that the liquor interests of Nashville or the state merited thet slightest encouragement so long as they continued prominent and active In the endeavor to Influence legislation McPherson of the Sixth Civil District bad a swot potato at the Criminal Court this morning that was sixteen inches in circumference and weighed flight pounds It was declared by those at
