Wilkes Thrasher Mrs Carrie Thank Wells moved the Council have a 80-minute conference before each session The proposal was ratified 5 to 0 without argument Judge Thrasher said newspapermen will be permitted to attend the pre-meeting conferences but Council members are to have the right to declare any part of the discussions off the record "You have a very important job" Thrasher told the other councilmen "You are the directors of an SOO million dollar corporation according to land values "I feel our decorum in the past hasn't been what It should have been "We should serve the taxpayers in
