approved an amendment that will permit Ted Hubbard Inc and Vicon to begin developing the landfill in a different right I forsee any he said Kelley said there was "still a little more digging another three or four days" work to get the site ready Of Keith plans to purchase the Wessner lands surrounding future landfill site Kelley said he expected problems working with Mithoefer I think we (Vicon) can have a cordial He added that the attorneys would be in touch with Mithoefer Existing landfill owner Herbert Wessner said last month that he would shut down the old site Dec 1 His attorney Charles Eichel said 'Tuesday that whether the landfill Bv MARLENE RODERICK SUNDERLAND If all goes according to Vicon Recovery plans a new landfill here could open as early as next eek "We are trying to work in good faith talked with the engineer (Don Marsh) and try to get the state down to certify the site next week" said Richard Kelley Vicon representative in Vermont "I think it will be a In a telephone interview Wednesday afternoon Marsh said he does not forsee any problem with the certification process He said when he last visited the site the work was being done properly "If they do it Analysis rules out tri state dump concluded the three-state dump because of "economies of scale" could not afford high employee wages and extensive training needed to assure adequate health and safety safeguards And the report projected development costs for the three-state facility at $68 million which would be borne by the host state or shared by the three users It said development costs for the 11-state dump which presumably would be spread among users would total only about $12 million Novick said it was impractical to expect Maine Vermont and New Hampshire to manage and operate By KEVIN GODDARD MONTPELIER (UPI) The analysis to date of alternatives for disposal of low-level atomic wastes has effectively ruled out a proposed three-state dump for Maine New Hampshire and Vermont Human Services Secretary Lloyd Novick said Wednesday Novick unveiling the two month 34-page study at a news conference said it showed the proposed facility would be expensive and could not provide adequate health and safety safeguards He said the three-state dump would cost nearly half as much to develop as a proposed facility for nuclear debris from 11 eastern states And he said the three small northern New England states would pay up to 25 times more to dispose of their atomic wastes at the smaller facility than at the proposed 11-state dump is the most careful analysis to date of large versus small operations he said this report tells Vermont is it cannot look toward joining' its neighbors It must look to a large regional 4 Child molesting charge denied RUTLAND (UPI) Brian Vincent 27 who allegedly fled Vermont last year before he could be arrested for child molesting pleaded innocent in Vermont District Court Wednesday to sexual assault and lewd and lascivious conduct with a child He was held at Rutland Community Correctional Center for lack of $50000 bail Vincent was one of three men implicated in a 1982 investigation into alleged sexual activity with young boys but hospital officials said attorney Ra mond Bolton said that Vermont State Police got a search warrant Wednesday for the truck which was driven by Joseph Donald Maillet 41 of County Road Pownal Bolton said that the vehicle a 1981 Dalson pick-up truck is now at state police barracks in Shaftsbury Maillet was headed east on Barber's Pond Road hen his truck hit the boys who were walking east police said The accident was reported at 5:45 pm police said Charges are pending against Maillet as the office awaits the results of a police investigation Bolton said Any decision on charges in the case is not expected until early next week he said Veterans Home gets permit The Vermont Veterans Home received a temporary operating permit this week nearly four months after an investigation into an abuse complaint revealed the home was without a license The temporary license goes into effect today and will expire in three months a spokesman for the Vermont Department of Health said At that time the home will be reviewed before a one-year operating license is issued To obtain a license the home-had to increase staffing levels by Pearly one third and employ a duly licensed administrator Home administrator John Aheam has since taken his licensing exam and said he expects to get the results next week In the meantime his assistant Donald Hicks who is licensed has assumed the position ofacting commandant No criminal charges were filed as a result of the investigation State sues Sears MONTPELIER (UPI) The state alleging religious discrimination by Sears Roebuck Cq has filed a civil lawsuit against the company in Washington County Superior Court Attorney General John Easton said Wednesday He said Sears refused to give an employee Sundays off even though she said her religious beliefs prevented her from working on Sundays Easton also said Sears has made scheduling accommodations for other workers who needed days off for non-religious reasons The state is seeking an unspecified amount of penalties and damages from the company and charges the employee policy violates the Vermont Fair Employment Practices Act Easton said in a prepared statement the case dated back to 1982 when the state Supreme Court struck down old Sunday closing law Sears subsequently 'decided to open its South Burlington store on Sundays he said and employees were told they would have to work Sundays on a rotating basis But he said Claire McCabe of Burlington a Catholic who worked in drapery department told her boss she could notWecfcon Sundays beca use of her religion The employer told her no exceptions would be made Easton said and she would be fired if she refused to work Sundays or transfer to more menial jobs Easton said Mrs McCabe left her job last summer Jackson to campaign in state MONTPEIJER (UPI) Democratic presidential candidate Jesse Jackson will bring his campaign to Vermont next month his spokesmen said Tuesday They said Jackson one of at least eight Democrats seeking their 1984 presidential nomination will speak at the Burlington Futures Conference Defc 12 He then will travel across the state to White River Junction en route to New Hampshire they said Campaign aides said Jackson will make toxic wastes one of the major issues of his campaign Consequently they told reporters he will visit the Pine Street Barge Canal in Burlington which is contaminated with feoal tar sludge They said he will also stop in the central Vermont community of Williamstown where-residents are concerned about traces of industrial chemicals found recently in air water and soil samples Protest resolution defeated BURLINGTON (UPI) A resolution protesting a federal decision banning Soviet diplomats journalists and businessmen from traveling In Chittenden County has been handily defeated by the Board of Aldermen 1 The resolution 'supported by socialist Mayor Bernard Sanders was defeated 8-5 Monday 1 The US State Department recently declared about 20 percent of the country off-limits to the Soviet visitors apparently to reciprocate for a -Soviet policy banning travel in parts of Russia by US businessmen diplomats and journalists 1 Chittenden County was the only area in Vermont included in the travel prohibition but Sanders said the rule was arbitrary and childish sit here dnd suddenly out' of nowhere State Department tells us we are unable to communicate with people from a foreign he said want more communicayon -more debate more dialogue not However several Sldermanic opponents of the resolution said they were told by constituents they should focus their attention on municipal matters not international disputes Local woman in line for lottery A 1980 federal law requires states to either join together or act singly to dispose of their low-level nuclear wastes such as equipment and protective clothing contaminated by radiation Vermont Maine and New Hampshire each are considering a proposal in which 11 eastern states would join together to establish a regional facility The plan is favored by Gov Richard Snelling and New Hampshire Gov John Sununu However the three states generate significantly less radioactive wastes than more industrialized states to the south and some lawmakers fear northern New England could be called on to host the large dump under the proposed 11-state compact Consequently a three-state steering committee has begun reviewing options for a smaller dump which would be used only for the 50000 cubic feet of low-level wastes generated annually in Maine Vermont and New Hampshire Together the 11 states targeted for the broader proposal generate more than 1 million cubic feet of low level wastes annually acording to Novick And he said the agency study Barbara Farnum left may win Montpelier She plans to share the telephone rang recently she was the first to be told her wallet could soon be fattened by $100000 was tickled Verna Farnum said want me to tell her what the call was about He just wanted me to give her a telephone number to call When I went out to give her a message I was so worried she would hear about this4 4 up 1 rtfic week area rather than at the spot originally chosen according to Sally Greene district environmental coordinator But members stipulated that the applicants then return to the original plan rather than develop other sections as they had requested kind of left it as a temporary solution with the he said of opening six first may be just as well to go that route (the sequence Marsh said He said that he did not think the stipuation would delay the opening The Marshfield engineer reiterated his earlier statement made at a Nov 9 hearing that the original sequence of the landfill site was purely an arbitrary choice their own dump and they would have to provide financial incentives which would be built-in with the larger 11-state dump to attract a commercial operator Such operators generally require a 40 percent rate of return on their investments he said Novick said at the 40 percent return rate the three northern New England states would pay more than $252 per cubic foot to dispose of their wastes at a small dump but less than $10 per cubic foot at the 11-state facility is a 25 to 1 he said estimates are not speculative these are the state of the prize prize Mrs Farnuin has taken home Last year at Thanksgiving she said she won
