prevent the introduction of Negroes into the State which has been carried in both Houses at the second reading of the Bill The debate in the House of Representatives was one of the most tlo quent and animated that has taken place on tlmt floor for manv years Colonel Wilson brought in a resold lion to instruct the Military Committee to enquire into the expediency of establishing a Battalion or Regiment of Riflemen in every Brigade throughout the State wTiich was agreed that Committee no doubt will report favorably and by Bill The Members of both Houses proceeded in processiou yesterday to the College' and witnessed the exercises of tlnday The Graduates acquitted themselves witi great honor The election for Governor will come on this day or to-morrow Taylor Geddes and Wilson the candi dates the two former the no correct opin ion can be given as yet of the man who is to govern Times The lion JOHN GEDDES was on Tuesday last elected Governor of this State The follow ing is the state same time he purchased a negro woman from Col for 8500 which lie paid in 5 notes of the States Bank of 00 each and during the same day lie made a similar purchase from a man who was about to leave the county and paid g600in six 8100 notes ot the United Slates Bank making in all 12 8 100 notes of the bank which he had disposed of immediately after his declaration to Col Holt that 875 was all the money he had and within 8100 of the amount of United States bank notes which was stated in memorandum From all the circumstances it appeared in the inquest that although Ackiss did not commit uor even assist in committing the murder he was the master spirit who commanded his black agents to perpetrate the deed and under the pretext of hunting on the Bight the deceased lodged at his house ne took an opportunity of instructing them in the bloody part which they but too successfully acted on the following morning as The Bill now before the Senate for the more convenient organization of the Courts of the States provides that from and after a certain da the Chief Justice and Associate Judges of the Supreme Court of the States shall cease to be Judges in the Circuit Courts of the United States and shall be discharged from the performance of any duties therein that the Supreme Court shall thereafter hold its sessions at the seat of government twice a year to commence on the first Mondays of May and that the Supreme Court shall consist after the next vacancy of six justices one chief and five associate and after the occurrence of another vacancy shall consist of five justices the Chief Justice and four others any three of whom shall form a quorum to do business The bill further provides for dividing the United States into eight Circuits and for the appointment of a Circuit Judge to PungO in Prince9 Anne County are communicated to us by a gentleman who was present at the inquest on the body of the deceased person As the individual who stands committed for a participation in the crime is now in the hand? of justice and in the eye of the law must be presumed innocent until his final sentence is pronounced we will barely state the facts as they were related to us without any comment of our own For some days previous to Tuesday the 24th bit there had teen in Pungo a man by the name of Alexander Taggat from South-Carolina whose errand was to purchase Slaves and it was po secret that he had a very large sum of money ahathtm Among ethers who nad slaves to sell was one Harper Ackiss a farmer in the neighhor-hood who became acquainted with Taggert at 2 the house of a Mr Gornto It was' on the day above mentioned that Ackiss invited Taggert to come to his house in the evening that he might see the negroes and purchase such of them as he wanted the latter however having staid later at Mr Gornto than he had intended expressed "Some apprehensions at going to that night and at trie recommendation of Air postponed his visit till the next day On Wednesday he accordingly set out and on his arrival at Ackisses was mtt by him and welcomed with apparent sincerity and hospitality It was not wish to tarry any longer at Ackisses than ms business required but A contrived to him Until night came on when contrary to the mten- tion he had expressed to Mr Gornto in the morning he was prevailed on by Ackiss to stay at his house all night wife was from home and the only white persons aout the farm were himself his guest and two young men one of whom lived with him After they had supped Ackiss I told his guest that as it was a fine night he should go out a hunting and said he would leave the young men to keep him he then went ofE Soon after this the young men made some excuse to get away also at which Taggert became exceedingly alarmed and besought them with great earnestness not to leave him alone he re- presented to them his fears that the gang of negro desperadoes and runaways who infested the neighborhood and with whom negroes were known to be in league might seize the ty to murder him but they determined ongoing had left the house but a short time however when (as they stated in their evidence before the inquest) they began to entertain some tears for Taggart's safety and being aware that if he was murdered they might get into trouble on account of it they concluded to return and on entering the house tliej found Taggert in' a dark corner of the room where he had crept for the purpose of concealment and under the influence of a violent paroxysm of fear At a late hour of the night Ackiss returned from hunting (as he wished it to be believed) and the whole party retired to bed Very early the next morning (Thursday the 26th) Taggert had his horse got ready took leave of Ackiss and rode olF he had just time to proceed 3 or 400
