June 10--The attempt of the Bricklayers' Union to have all differences with the master masons eettled by arbitration has failed The bosses this afternoon declined to uhltrate and consequently no one can teU when the suspension of building operations In Chicago will be ever The acUon of the master masons cannot fail to have its effect on the master carpenters These of the latter who otherwise would have hesitated to enforce the proposed re-establishment of the nine hour rule will now it is thought emboldened by the action of the masons take a firmer stand and the result will he that thousands of idle men will be added to those already out of work When a letter from President Vorkeller of the Bricklayea Union proposing arbitration was Preeeated to the Master Masons meet-log this afternoon Contractor Ma-lousy moved to receive the communication Contractor Trussing ever succeeded in having the motion tabled A subsequent motion to appoint a committee to confer with the barcidayers' committee was vigorously opposed by Trussing and others It was lost only eight contractors voting for ft President Downey then announced that he had been visited this morning by President Vorkeller of the Bricklayers' Union and Vorkeller had expressed himself in favor of the National Builders' platform but policy would have to be used to make the Uutou indorse it Contractor Pruning city an old negro who is suffering from an infirmity which renders him scarcely better than a lunatic He acts like a paralytic and has no control whatever over his nerves He states that be was shot through the neck during the war and that his windpipe was injured In drawing his breath he makes a noise which can be heard thirty yards It is with great difficulty that he can breathe He was once sea to the County Asylum Sere McAlister stated and was liberated He has been on the streets of the city in a harmless but vexatious ccndition since and has been arrested several No charges have star been preferred against him and he is locked up simply to remove a nuisance from the thoroughfares He cannot work and his conditiorr demands that charity place him In some other place than that where he now lies There is no provision made by the city for people of his class and unless the county take further cognizance of his case he will cause useless and vexatious Burrel0 June delegates to the Tepographical Couvention met promptly this morning and settled down to business This was the fifth day of the Copvention and Wm generally expected to be the last day but it found by far the moot important questions yet unsettled and it is tuilikely that the business yet to be trims can be finished before to-morrow The plate the nine-hour and the apprentice questions were still In committee and re main to be acted on In secret session The committee appointed to vied non-Union offices in this city and endeavor to persuade them to become Union offloes made their rounds yesterday but were not ready to report this morning The Inference gathered however la that their overtures were rejected The lint butineee ilia morning was the report of the Committee on Female Cheap Labor recommending organization of the Women and equal pay for equal work which was adopted The Committee on Constitution and By-Laws reported unfavorably on abolishiug the office of Chief Organizer favorably that the time of holding the next meeting be fixed as the second Monday in June and also that the salary of the Secretary and Treasurer be changed from $1200 to $1000 The report was agreed to The same committee also reported favorably to reduce the salary of the Chief Organizer from 11500 to $1200 and his expense account from $1000 to $800 also the salary of the President be reduced from 8900 to $t100 and his expenses from $100 to $200 All the recommendations were adopted The Committee on Nine Hour Law reported a resolution that nine hours constitute a day's work after Oct I next in all offices except threw of daily newspapers Referred The Committee on Plates recommended that subordinate Unions have power to act that the International Typographical Union executive officers endeavor to arrange with the manufacturers of plates not to furnish such matter to non-union newspapers that an executive board of five be appointed to have charge of the matter that the subordinate Unions take immediate action to suppress plates now prep red in unfair oftlees that Union printers who sanctioned by the executive committee strike against plates be supported from the strike fund After a lengthy discumion a motion to discountenance the use of plates was voted down The report was adopted except the third clause A recess was then taken At the afternoon session the new officers were sworn in and immediately afterward Mr Jackson of St Louis moved that the convention go Into secret session for the receipt of a communicationof so great importauce that no man not sworn to eecrecy should listen to it Mr Jackson's manner was so impreesive that the motion was at once carried The secret session lasted half an hour The committee on non-union offices reported but the report was secret Three times during the afternoon the convention went Into executive Deelion for the consideration of important business In one of the stesions David Pascoe of Philadelphia tendered his resignation as Secretary and Treasurer The cause of this action was net learned but it is thought the reductien of the salary attached to the office bad something to do with it Wm McCiovey of Chicago was appointed to fill the vacancy A uight session was held at Which the first question aroee upon the adoption of the majority report of the Committee appointed to investigate the troubles in Pressmen's Union No of New York The majority' report recommended revoking the charter of No th while according to the representative of the Union the privileges of the floor for the balance of the Scsaion The will entertain for one month -an application for a pressmou's charter After a spirited vote the roll-call was demanded a two-thirds vote being necessary The vote stood 80 to 32 and the majority report was adopted The insurance report was then read and adopted The Auditing Committee on In-sumacs reported that the total receipts were 107778 disbursements $834tot The report was adopted The Committee en GeneralLaws reported on the nine hour question as follows Nine hours shall conalitute a days work' except en daily papers and on these subordinate Unions are required to change their scale of prices so that at least six hours of continue one composition piece-work shall constitute a days work This applies only to unions having morb than sixty members' Unions with fewer members may
