State election purporting to have been written by the President to a friend in Buffalo is a forgery The only utterance that the President has made on the subject was an answer which he dictated to Col Lamont his private secretary to be made to an inquiry sent him by a correspondent and was as follows: "The President is a Democrat and it is strange that any person should question his position He earnestly desires the success of his party in the pending election in New York State's will as elsewhere and any assertion to the contrary is utterly and miliciously false" APPOINTMENTS Wilt Break decided to order a general strike of street car men to begin at 8 o'clock this afternoon Promptly at the appointed time the me on the Washington avenue line turned in and at this writing the strike seems to De taking shape ti By 4 o'clock this afternoon the strike was well under way and the running of cars was almost totally enspended on all the roads in the city excepting the Olive street and the Market street lines and the South St Louis Road The strike was made in accordanoe with an order Issued by an executive board of the Knights of Labor into whose bands the street car men bad placed their affairs and who allege that the men were ordered out because the presidents or other officials of the car companies tailed to meet them or to even notice their Invitation to arbitrate the differences between the men and the companies Some days ago the men drew up a set of grievances and made a demand that twelve hours should constitute a day's work that conductor should re calve $2 per day wages drivers $175 and that drivers of bobtail cars should receive the same as conductors This the gxecutive Committee allege was sent to loreeidente of the street car companies and they also sav that thee specially invited the presidenta of the companies to meet them and three prominent members of the Merchants' Exchange who had been selected for the comma at the Laclede Hotel ki-day to consult together and arbitate the matter Only one president responded to the call Mr Johnson of the South St Louis Road who acceded to the demands of the men and his line was at once exempted But on all other roads and in opposition to the advice of the leading merchants whom they bad called to their aid the Executive Committee ordered a strike and the men went out except on the roads above mentioned The inopportuneness of this strike no matter what the grievances of the men are or how just they may be is so manifest at this particular time when the city is thronged with visitors to attend the fair and witness the various spectacles provided for their entertainment that the universal sentiment of the citizens icons of the severest condemnation The men have wholly forfeited the sympathy of everybody and they cannot hope to be euccessful in their ill-advised movement Thousand' of people who visited the business part of the city to-night to witness the parade of the Veiled Prophets and the illumination bad only words of indignation to express at the conduct of the car men What the outcome will be no one can tell to night but the officials of the ear companies who have been seen show no disposition to yield to the men and they will pmbably employ new men and attempt to run their cars through tomotrow It is alleged to-night that 11 thin is done the car men will resort to violence if necessary to prevent it 'She police department have prepaiea for any emergency and the hope to-night Is that there will be no serious trouble Lannon Oct 8--The French election letums will perhaps be made more Intel- ligible to any American readers by a brief statement of the attitude of the various political parties The Conservatives who have made ex tenant gains are the monarchists of one faction or another Some of them are adherents of the Comte Ls Paris others of the Bonaparte family They would like to ties a monarchical government restored in France The Republicans or moderates tare the -supporters of the present ministry with Briason and De lareydnet as the leaden They are likewise 24'9atimans ef Jules Ferry who was lortntqly Prime Minister The Radicals look to Clemenceau as their leader They are as eager as the Monarchists for the overthrow of the Rspublic but only that they may give the Government mor4 Radical leanings The R-publicans wish to maintain a parliamentary form of government but the Radicals wig) to abolish the Senate and substitute in place of the Chambers seat present constituted some body like a the old convention of 1783 The loss of seats by the Republicans will lead to a reconstruction of the preempt ministry It seems doubtful at this moment whether the ministry can gather about it a working majority in the new Chamber Shrewd observers in fact believe that the new Cabinet will be short-lived that no ministry can be patched up that will long command support and that constquentiy there will be another
