tbe bauds of the Redon ins in the last engagement upon the coast They were to the number of 24mercileisly massacred tbeir hcids carried to Algiers and paraded about the city after which llity were delivered over to tbe English surgeon who obtained permission to bury them It excites horror to think that France will not take vengeance of these cannibals and that at this very moment perhaps an arrangement is concluding with them the commander of the blockading squad ron having it is said received fell powers to conclude one A young officer alone was saved by tbe aid of a female of tbe country aod tbe Dey gave a reward of COQ piastre to the person who delivered him alive whereas 100 was the price put up on thus encouraging tbe clemency of his ferocious sublets by giving twice as IB THAN KS TO THE LATE GOVERNOR Th bouse unanimously concurred with (be senate in tbe adoption of the following resolution Resolved by tbe General Assembly of tbe State of Tennessee That a joint coiHiuitte be appointed to wait upon lira Wni Hall late Speaker of tbe beanie sod Acting Governor of ibis Slate aud lender to him tbe tbauks of ibis General Assembly for tbe able and impartial manner in winch be has dm barged tbe duties of Chief Megpitrat since tbs resignation of tbe late ex ecutive The 8peaker appointed on tbe part of tbe house as a committee to carry into effect the above resolution Afesin Gillespie of Blount M'Gaughey Robinson Turney of bite and Overton Jir Dunlap of Henry returned a bill explanatory of an act to help and speed poor persoo in obtaining their ngbts with an amendment which was rejected and the bill passed itssecoDd reading The resolution from the Seoate authorising tbe Cash-' lerof tbe State Bank at Nashville to receive certain moueys from tbe entry taker of tbe Iliwassee district was rejected On motion of Mr Gordon of Ilickmsn (the rule being dispensed with) it was resolved that both Louses convene tomorrow (this day) at I to elect a county Surveyor for Dickson county NASHVILLE SATURDAY OCT 3 1829 The legislature is still engaged rather in preparing for business than la maturing and completing any No important question of general interest Las yetbeen disposed of But great industry and activity have been exercised in preparatory arrangements and so soon as the Message of tbe new Governor is delivered and the most important committees have made their reports we shall have matter of grave imporl from that body to lay before our readers Impeachment of Judge The committee appointed by the House of Representatives to investi- gate the official conduct of the Hou Nathaniel VfWil- 1 hams is engageC in the discharge of that duty but nothing baa yet transpired as to tbeir proceedings or a to the testimon' adduced contracts Low can they pasa tbe lawa proposed respecting the citizens South of French Broad and llolston7 The leg islature according to immemorial usage can dissolve the marriage contract when it ta believed to be viula ted by either of the parties If a petition were offered to bang a man the house must bear it but then might reject it So no petition for a divorce should be granted except in very clear cases but every petition should be icccived and acted on Mr Gillespie of Blount could not see why tbe citizens South of French Broad and llolston should be drawn into this debate Suppose tbe people of some section of country were to desire tbe Legislature to marry the people by law aud petitions of tbe kind were to pour in upon the bouse would it not be constitutional and right to pass a resolution that no such petition would be granted 1 The legislature if a party to a contract could with the consent of the other party annul the contract entered into by tbemselres This was tbe case with respect to tbe contract with tbe citizens south of French Broad and llolston Tbe legislature aud those citizens might mutually agree to dissolve the contract but tbe legislature could not dissolve a contract to which they were do party nor even where they were a party without the cousent of tbe ether contracting party Mr Brazeale said that be bad brought down a storm of thunder upon htoiielf from tbe county of Franklin He knew not where tbe gentleman picked up tbe phrases litttle dirty business or great and chan business He did not tlimk that tbe resolution denied the people the constitutional right to petiliou He admitted tbe duty of the legislature to act upon the business of the ppople whether great or trivial But he contended for the right aud expediency of notifying the people that when a remedy is provided in courts of justice the legislature will not iuterfere to dissolve tbe bonds of matrimony especially on etjmrte testimony He argued ft some length on tbe evils of acting otherwise He bad as much respect for the people as tbe gentleman from Franklin and he thought as much of the important and holy state of matrimony as the gentleman could If the language of the resolution be obnoxious to that gentleman he can move to amend Mr Douglas moved to strike out the words received and which motion prevailed Mr McFarland thought the resolution unnecessary Tbe bouse may decide on every case as it Complaints must be beard aud if they are unreasonable they can be rejected without any previous general resolution Cases when presented can be referred to the courts of justice if ample remedy can be obtained there If not the petitions can be granted The pledge implied ia this resolution can have no binding effect and the resolution therefore will do no good The house adjourned without any decision on tbe resolution Thursday October 1 Petftimi so era by Mr McGaughey of Jeremiah Jack for a divorce by Mr Tipton of the proprietors of Umcoy Turnpike road
