This includes motormen conductors electricians switchmen and others employed at the varioue power-houses All but one of the surface roads and that a comparatively minor concern are affected It ta claimed that the strike will yet extend to the lines of the Erooktyn Elevated Railway -Company The contract between the Kings County Elevated Ralleay Company and its employes is such that it is believed there can be no strike on that line The District Anembly No 75 Knights of Labor which has control of all the trolley line employes iu Brooklyn bee held various meetings during the past few weeks and after the meeting on' Saturday their Executive Committee waited upon President Lewis of the Brooklyn Ileights Road and again that be grant their demands They discussed the question for three and I half hours in President Lewis's office and finally Mr Lewis refund to grant their demands The outcome of this wu that the committee held another meeting which ended at I o'lock this utyrning at which It was decided to tie up all the roads in the city of Brooklyn with the exception of the Smith and Jay street line This was done this moroing and not a car outside of the Smith and Jay street line is running The companies expected that the men would go out this morning and determined to anticipate them They asked the electricians about 1000 in number if they would take out the care this morning Every one of them refused to do so They were then told that there was no work for them One foreman win atteed if he was willing to take out a car Ile refused to do it Ile was the only foreman to go Out This rnorring the people had to use the elevated roads The trains were made up with extra cars to accommodate the nigh The public was greatly inconvenienced The Court street line of the Brooklyn City Compeny fen out several ears beginning at 8 o'clock The cars were manned front mad rear by two polleemen There was no trouble There was one car running on the Eifiestath street towneh It any trouble but nem is tetneuisi THE MEN'S DEMANDS The men's grievances and demands are thus stated: The state law provides that a days work for employes of street railway companies shall consist of ten hours within twelve conneutive hours It is Mooed that the uorporationa have required the men to work eleven hours and even latterly twelve hours with no interval lonwer than ten minutes for lunch and even depriving them of that brief time in most instances The wage rate agreed upon a year sal was $2 for the matutory days work the companies it is alleged have made no allowances for overtime The men demand adherence to the law regarding the hours In a days work or $225 for a day of twelve hours An stritirese issued by the Executive Committee of Itistriet Asembly 75 alleges that the trouble was preelpitated by the Brooklyn fleighta Company in excluding their electric workers from work The statement goes on to ny that the flagrant violation of the ten-hour law has Men- tally and phyttically incapacitated the men for their work All the companies run their trippers an that the men can make only from 40 tit 80 cents a day While the corporations are not allowed by law to run at a rate of speed of more than ten miles an hour their mehedules are so arranged that the cars have to be run at a rate of tiptoed of from fifteen to twenty-five miles an hour In consequence nearly ion fatal accidents have occurred sines the trolley was introditeed and countless injuries to passengers all caused by the greed of the corporations An oMcial of one of the lines said: "The companies cannot afford to Increase their expellees one dollar Immense sums of money have been borrowed to equip the roads with electrical systems and this money has got to be paid sooner or later" The etnployeen in the power-hfwites are organized an Knights of Labor lust the same as the motormen and conductors and when the signal Is given to stop work they will fall into line- 'and not a ear can be moved At midnight the Executive Board deelded upon the action and an hour later all the master workmen seventy-five to all left the ball with istructions to notify the tootormeu and conducters to tie up The master workmen flatted each ear house and as the cars came in the won were told that a tie up had been ordered The men left their cars and walked out without a word to the foreman or superintendents It was a complete desertion of the cars on the part of the men and the companies were left without a man to handle a car or put one in a condition to be taken out It is the work of the electricians to put the cars in order connect trolly wires fix motors and see that everything on the ear is in good running order Every car was left in the condition it came in and not one watt "fixed up" Nashville January Honest met at 10:30 o'clock Speaker Tipton presiding Prayer was offered by Rev Blair The absentees were Messrs Couch Hughes and Williams When the journal had been read Mr Holt of Shelby claimed the floor in the dies cuselon of the Beene resolution Mr Holt said be wished to make an explanation first He said he had been charged by the morn-Ins paper several days ago with being a "weakening" Democrat He said be did not envy a utespaper which bore at the top of Its editorial columns a statetnent that it was a journal of the people and then stooped to such a method as it bad In the present event to bring about a partisan apieit among the members of the House Mr Holt said if the American meant by "weakening" that he was for justice without fear or favor the American was right He would not be partisan In this matter but he would be faire no matter what was said by anybody Mr Holt speaking then to the resolution sale the intention of the makers of the con-situation was shown by the clause of the consittution that contrite for Governor shall be determined by both houses of the assembly according to lair That clause in geuerai terms covered the present SittISlion Ile said the clause shows beyond peradventure that those who made the conetitution had In their minds the idea that if there was a doubt as to who was elected Governor the matter should be decided by the members of the assembly The fact that a law covering the point has not been pestied dil not alter the fact The duty of the assembly to fully- investiste this election before either candidate is seated was plain That is the precedent in all elections where there is a doubt as to the legality of the votes counted in the returns Ms Holt referred to the fact that In the Repubican Legisature of Tennessee of 1667 a Repubican member introduced a resolution to "count" the returns for Governor That he said should prevent the Repubicane from contending that the Leg-feature of 1895 cannot "count" the returns for Governor and the point has not been answered by the Republicans in this debate "If it is determined that fraud in eiec- tiona cannot be investigated the govern- merit will totter to Its doom and anarchy will run riot A retroactive law in thie ease would not be retroactive The contest Is not decided It would be nonsense for this House to decide after the matter of the Governor' election is undisputably placed before the Assembly that the Aesembly had no authority to act upon it in any Way under any circumstances" Mr Holt did not think the matter of emit should be coneidered in a case like this "Even if you wreck a country financially" said he "and fix the trust of the people firmly in the stability of the government you have a patristic thing "The eyes of the public are upon the ASaembly of Tennessee not only of this etate but of many other lutes It is a matter that concerns the mitten There is I know said he "a certain class of citizens who oppose this Investtgation but I tannot believe otherwise than that the leating grows out Of a gonecal mistrust of the in caution of government and a fear at the result Law and prevalent are on our side and the investigation should proceed fair- ly and honestly let it seat whem it may Neither contestant has withdrawn as I had hemed and it is the duty of this Assembly to lay aside all partisan persuasions and march forward to a just end" MR BEAN Mr Bean Democrat of Moore spoke next saying that the question before every member was what is beet for the repose of the people of Tennessee He argued that the constitution plseed the pewee i of tinal decision in the hands of the Assembly and It would be the shirking of a mandalorY duty for the members of the Assembly to Fit by like dummies when fraud is charged In regam to the returns Mr Peso recited the qualifications of voters and the law as to what constitutes' a vote Mr Plower Democrat asked who were the judges as to what ballots were legal 1 Mr Hiker Republicsn said "The Demo matte party" Mr Bean replied that the election Judges were the judges hut that sometimes the election judges were mistaken and in the present case Gov Turney has flied a formal notice of eonteat in which be says be be- lieves fraud was commiteft in the ripe-taco Then the members of this assembly clearly become the judges to decide the eonte3t All that the Democratic party that the door he opened and the light allowed to flood the returns to reveal to the eyes of the world all fraud If the Republican party wants an Investigation why deem it want to vote down a resolution providing for an investigation? Mr FlPan quoted Mr Baker In saying that the poll-tax law was not worth the paper it was written on and that it had not been compiled with in many localities contended that the Republicans did not really want an investigation Mr Stone moved te adjourn until 2 o'clock The motion failed MR HOWSER Mr llowser Republican of Macon claimed the floor He said he real the constitution as a citizen of Tennessee not as a politician not am a Partisan The member of the assembly do not know officially what the vote for Governor is The returns have not been officially opened GovTurney has sent in a petition saying he is reliably informed that the face of the returns show the election of Mr Evans and that he believes fraud wag practiced and that he wants an Investigation "1 wonder" said Mr How-ear "I wonder if Mr Evans had sent in a petition saying Gov Turney had received the nonet votes in the returns and that he wanted Bn investigation what this assembly by its majority would have done It is said if Mr Evans la seated he cannot be unseated Could not a contest law be passed providing for every contingency? Certainly" Mr Holt asked what member of the Holum had contended that if Mr Evans was seated he could not be unseated Mr Howaer said it was Mr Hicks of tinion The same point was maintained by Demoerate in the Senate The Asseyobly can repeal Its own acts Why the Assembly it would appear can pass a resolution doing away with a ensue(' of the constitution for the time 'being And it looks now as ir this Legislature by the Plan proposed can meet and adjourn and keep Gov Turney in omen almost indefinitely When the people of Tennessee voted for members of the Assembly they also veteO for a tioveinor They did not vote for Inembers of the Assembly understanding that these members were to vote and select it Governor for them Mr Howser appealed to the Democratic members to forget party lealers party and parttarwn and give the Republicans the splare thing on Laotian of Mr Pitzpatrick the House adjourned until 2 o'clock 1 Political Note i The remaining committees in the Senate will be appointed midnight (In front of No 65 Rue Moneeeu and believed to have been the work of anarthiats Nobody was killed but considerable damage was done iI the vicinity The bomb IN deecribed as befog of the teveraible mart chiefly charged with dynamite parked In gunpowder esti- egusealed In an Englieb tin cracker box strettgthened by a tbick heed of aluminum In other respects the bomb said le have been charged and prepared in a manner similar to the one used by Valliant in the Chamber of Deputies The police at present have no clue to the culprit althoulth some policemen on duty in adjacent streets saw a man running swiftly away a short time previoua to the explosion In vette of this fact and although the morning as so young the policemen beem to have made little or no effort to atop the running man who got away stalely The police are maintaining the usual reticence as to the Meta in the case thus making it probably more difficult to trace the matter to its fountain-head It appears however that a porter pn duty at No 65 Rue Monceau putt before midnight ace informed by a paeser-by that a uspleinuelooking parcel had been placed on the window ledge of the ground floor Tbe porter in alarm rushed to the spot mid seizing the parcel be burled it Into the street A terrific explosion folloeed and ehowers of shot were hurled in all direetions breaking all the windows in the vicinity although they were protected bf strong wooden abut- ters I Following the explosion there vas a panic in the neighborhood particularly among the penple residing in the immediate vicinity of Nos 65 and 63 Rue MOneediti The latter house sax formerly the residence of Prime Victoria Napoleon and its front was considersbly damaged The expiration caused a strong force of police to grittier from all sides and the Hen Monceau was soon the centre of attraction for large crowds of people Rut order was soon reatored the inhabitants re-ensured by the police re-entered their homes and by 1:30 a only the Pollee guard and a number of newspaper men remained about the spot The explosion of the bomb threw Revere' large paving stones into the middle of the roadway blew the corners off the pavement and strewed the street with broken glass In addition boles were made in the stonework of eeveral of the houses The porter It appears wan warned by a valet who was returning home and who noticed the parcel on the window ledge In an interview published in the Maim this morning the valet is quoted as saying that when he maw the tin box on the window ledge be hurriedly entered the house and Informed the porter that there was an extraordinary parcel on the window The porter hastened out into the street tookthe box and threw it as far as he could The two men then entered the house and closed the door A moment later there was a tremendous port tut loud as if a cannon had been fired in the street Neither of the men noticed a Mile attached to the box The police express the opinion that the explosion we directed against Athalin the Magistrate who conducted the inquiries 1 into the outrages committed by Ravachol and other suarchiste who lives in the Rue Verselay facing the scene of the explosion During the morning the chief of the Municipal Laboratory was engaged in ex- aminitte the scene of the explosion and It i is said that he ist inclined to think that the explosion is more in the pature of a dangerout joke than an anarchist outrage lie le reported to have ascertained that the bomb 'contained no projectiles and that it was apparently only charged with gunpowder The windows broken are elan said to have beea broken by COrICUSSiOn of the air and by fragments of the box and not by shot or bullets The machine it is added was made to explode on contact with the ground: A Bankrupt
