eouthwestern breeze making the forenoon unpleasant and causing the dogs to score a great many flushes The unfinished beat between Jean Valiean and Rubicon was won by Rubicon Chance easily defeated Keystone being faster more limey and a wider ranger Allie James next beat Bun Roy in 27 minutes The first brace of the third series waa Casio and Bob The heat wag close and exciting Each scored the same number of points but Casein won on pace and style Net Goodwin boat Little Nell in an easy race of thirty-five minutes Rubicon and Chance were then put down and after a hotly contested race Rubicon won For the fourth Aeries Cassio beat Allie James in a heat lasting ten minutes Rubicon then defeated Casino in a heat of twenty-five Both dogs did good work This gave first money to Rubicon who is a very handsome black white and tan English setter Owned by IL Stephenson Chance and Caselo were then put down to decide second money Both dogs are owned by the Memphis jc Avent Kennel After a Resulting the Jail broke Into it and took out William Mussel and at 8:15 o'clock had his dead body dangling from an electric light pole In front of the court-bonne There was an uncontrollable spirit In the crowd that overwhelmed entirely the of offloers to protect the prieonei A plan had been made to remove Mussel to some otherjall to-night but the mob gathered and acted before It could be carried out HOW IT WAS DONE CnrcieNsii Dec 21--The Commercial Gazette's Eaton special says the lynch- ing of William Mussel was fully deterened and all details arranged this afternoon at a meeting held in the City Hall to which only trusted men were admitted and which was made up of the heaviest tax-payers and best men of the place Four of the best friends of the Sheriff were detailed to peacefully capture him at the proper time and hold bim prisoner Arrangements were made for cold chisels sledges and rope Soon after 7 o'clock the Sheriff was captured and held prisoner in a woodshed Then the party with tools started for the jail followed by a hooting crowd The Jail doors were soon broken and the leaders were quickly In Mufti's cell He answered to his name and when asked if be had killed Christman denied it He refused to say anything further but said "If you're going to bang me be quick about IL" Men sent for some one to identify him and this being done the rope was put on his neck and he was led to the electric light tower in the principal part of town where he was again given an opportunity to con-fees He declared his innocence and asked that his body be buried and that his coat and letters be given to his wife The kader then gave the order to pull the rope one end of which had been thrown over the beam of the tower and was in the hands of several stalwart men Just then a call for silence was made and a hush fell over the crowd in expectation of a confession but Mussel again said he igas Innocent "Pull the rope" was the order and in an Instant Mussel's body was dangling in the air At this eight the crowd gave vent to its delight by hand-clapping and cheers The body was left hanging an hoar during which time hundreds of women and children gathered to see it It was then cut down and given to the undertaker Muses crime was the killing of Daniel Christman an aged and respected farmer living near Eaton and the attempted killing of Mrs Christman on the night of Dec Mussel had been employed that day by Christman to do some work and after going to bed at night got up and went out Christman becoming anxious went out after him Mrs Christman then saw Mussel strike her husband dead with an axe He came to the house and beating her to insensibility robbed the house of a few dollars set the bed on fire and fled Mrs Christman recovered and put out the fire News-Notes From Marshall County ATLANTA GA Dec Eighteen months ago informarion was conveyed to the revenue officers that in Gilmer County an extensive distillery was run by Jim Southern William Southern and several others who defied the authoritiee and persisted for a long time in this illicit business It was planned secretly that a raid should be made on this gang and Deputy Collector Bledsoe and Deputy Marshal Campbell were detailed tb manage the attack Tbeee officifds quietly moved on the enemy and stealthily gainei au entrance into the distillery The i whiners were surprised and they made break To of the number Wifilant there- and Jim Southern not in alert as their companions were captured and locked into the house of John Fowler During the night Jim Southern escaped by climbing through the roof and William was about to follow suit when be was grabbed by Collector Bledsoe A conflict between the officer and the prisoner ensued the latter bringing his bandy knife into play with terrific effect Southern wounded Bledsoe desperatelywind then made good his escape For a long time it was feared that the wounded man 'et injuries would prove fatal but finally Mr Bledsoe recovered and returned to his duties in the revenue department All efforts to capture either of the Southern proved futile and they went to the mountains and began their contraband whisky trafficagain Several raiding parties attempted to effect their capture but in some way the offenders would always elude them A few days ago however the veteran moonshiner was not so fortunate and was nabbed by a party of revenue men Night before last he was brought to Atlanta and placed in jail There are some three or four charges of violating the revenue laws laid against Southern besides the more sari one one of attempting to kill Collector Bledsoe Jim Southern is still beyond the reach of the authorities One of the social events of the holiday season will be a very swell masquerade ball to be given by german Friday evening at the Maxwell House have been issued by Miss Hattie Marshall WASHINGTON Dec Zach Taylor Republican representative from the Mamphis district and Pig Iron Kelley had a few words over the tariff In the House cloak room late yesterday afternoon Mr Taylor who voted against the Morrison motion argued to Mr Kelley that the Republicans should propose some plan of tariff revision at the present session It is said that Mr Taylor told Mr Morrison subsequently that if be again moved to consider revenue bills that he would vote with him but by this he did not mean to affirm that he would vote for the Morrison bill for he will not and so said Mr Taylor told me that he thought the Republican party owed it to itself to offer some measure looking to a revision of the tariff for it had pledged itself in the platform of 1884 to do so The sensational report that has gone out that Mr Taylor need opprobrious epithets toward Mr Kelley in discussing the matter is totally erroneous Zilch Taylor is not the man to insult gray hairs 'He simply reiterated his opinion to this Republican leader that the party should take some steps In the direction of revision of the tariff asked Judge Houk what he thought of the tariff situation He said that be deemed it altogether probable that the Republicans in the Lower House would at this session offer some plan for revision of the tariff but lie exact nature he did not know It seems that the Republicans have adopted or will adopt a shrewd scheme in this direction Having prevented by a combination with Randall the Democrats from initiating reform of taxation they will now come foiward and propose a bill of their own in the same general direction and hope to force reform Democrats into an acceptance of its provisions which if done they argue would go to the prime credit of the Republican party It is no longer doubtful the best poeted men tell me and indeed the utterances of prominent Republicans are confirmation that the Republicans will seek to take advantage of the blow which Mr Randall has given his party to play a bluff game and endeavor to assume the role of tariff reformers and that at once The situation is awkward and its awkwardness is directly chargeable to Mr Randall meat in favor of tariff revision in some shape to was extent and by some party Is rapidly crystalizing REM'S WRSREABOUTS WASHINGTON Dec North Carolina delegation held a meeting to-day and sought to learn from a young brother of Congressman Reid the whereabouts of that gentleman but failed to elicit any information The brother gets the Congressman's mail every day and sends it to unknown points From private sources of knowledge it is nolonger thought doubtful that Reid has gone to Canada It is stated that his constituents will shortly petition Congress to expel him in which event CoL Moore of Greenvillewill probably take his seat By inadvertence the championship of the bill authorizing the construction of the bridge over who was its principal advocate MATTHEWS' NOMINATION wasintiorroN Dec 21--The nomination of James Matthews colored to be Recorder of Deeds for the District of Columbia which was one of those sent to the Senate to-day was referred to the Committee on the District ot Columbia It is said to have been accompanied by a message from the President giving his reasons for sending in a second time the name of a man whose nomination the Senate had once rejected It is reported that the message after reciting the fact of the first nomination and rejection states that a large number of persons in the District had conceived a prejudice against Matthews which fact douttless influenced the action of the Senate that Matthews bad now been in office several months and had proved his capacity by rescuing the records of the office from lose and illegibility and his management of the office had had the effect of removing much of the opposition which formerly existed For these reasons and professing an earnest desire to co-operate in securing for colored men a just recognition he ventures in the utmost good faith to send in the nomination again disdaining however any Intention of questioning the previous action of the Senate in the premises NATURALIZATION BILL Senator Saulsbury to-day introduced a bill providing that after any alien has resided in the United Statet for three years he may present his petition for admission to citizenship This petition shall be accompanied by the affidavit of a citizen stating that the petitioner has lived three years in the United States and one year within the State in which the application is made and that during that time be has behaved as a man of good moral charactek Upon the presentation of the petition the Court shall grant a certificole stating the facts whereupon the petitioner shall be subject to all the duties of citizenship and have all the rights thereof except that he shall not be entitled to vote until two years have elapsed from the issuance of his certificate Minor children of foreign born citizens shall have the rights of citizenship provided they have lived three years within the United States No person shall be has Just been rendered by the Supreme Court of Alabama In case which tivolves the title to several million dollars worth of lands originally granted to the Alabama Chattanooga Railroad Company by Congress The suit was brought by Jefferson County in the Chancery Court to compel the trustees to make i legal title to forty acres of land in sight of Birmingham worth 1150000 The Supreme Court decides on appeal that all sales made before the completion of the road are void except 120 sections of land on the first twenty miles near Chattanooga unless they were made In strict conformity with the act of Congress 1856 donating the lands As none of the sales made before the completion of the did conform to the act all are void All sales made since the completion in 1871 are good As the road
