Lewis Allen Finer Lewis Allen, 743 S. 600 Provo, died at Utah Valley Hospital Saturday after a short illness.

He was born in Payson Dec. 6, 1907 to John August and Cora Lewis Allen. He married Ellen Wadsworth Young June 25, 1938 in Norwich, Conn. The marriage was later solemnized in the Salt Lake IDS Temple. Mr.

Allen had worked as chief engineer for the Pacific States Cast Iron Pipe Co. He was a member of the American Society of Mechanical Engineers, past president of the American Metals Association, a member of the Professional Engineering and Land Surveyors of Utaa, and a member of the Timpanogos Knife and Fork Club. He was educated in Eureka, where he graduated from Untie High School in 1925. He graduated from the University of Utah in 1929 with a B.S. degree in mechanical engineering.

He worked after graduation for Westinghouse Electric and Manufacturing Co. He graduated from the Westinghouse graduate engineering school at Pittsburgh, Pa. He then worked for the Westinghouse Refrigeration Division and then worked in the design school, which was accredited for a master's degree at the University of Pittsburgh. In 1934 he began work for Pacific States Cast Iron Pipe Co. at Provo.

In 1940 he became plant engineer and in 1945 chief engineer. He was a member of the IDS Church where he was active as a stake missionary. Sunday School teacher, stake MLA. superintendent, on the High Council, first counselor in the Provo 12th Ward Bishopric, Priesthood adviser, home teacher, Aaronic Priesthood General Secretary, Orem 27th Ward High Priest Group Leader. He also had served in the Elders Quorum presidency, Seventies Quorum Presidency and was the first YMMIA superintendent of the East Provo Stake.

Survivors include his widow of Orem; a son and two daughters, Arthur W. Allen, Orem; Mrs. Edson K. (Ann) Barton, Los Gatos, Mrs. George J.

(Coral) Todd, Hernelon, a brother and sister, Dr. Glenn L. Allen, Provo; Mrs. Howard J. (Myrth) Hassell, Salt Lake City; four grandchildren.

Funeral services will be at 10 ajn. Wednesday in the Orem 27th Ward Chapel. Bishop Leland Howell will officiate. Friends may call at the Berg Mortuary of Provo Tuesday from 6 to 8 p.m. and Wednesday at the church before services.

Burial will be in East Lawn Memorial Hills. Quits as Drug Chief SALT LAKE CITY (UPI) -C. LaVar Rockwood, the state's alcohol-drugs chief, has resigned amid controversy over how he has handled his Job. tiie Advisory Board of Alcoholism and Drugs, charged Rock- wood has not produced an adequate alcoholism program for the state. Rockwood has denied the charge and says Love's feel-ings have nothing to do with his quitting as director of the State Division of Alcoholism and Drags.

Rockwood accused Love of in-terfering with administrative matters while being a member of an advisory body. Rockwood said the state has a good alcoholism program and plans to improve it in several areas. He told the board he was resigning and that "I have been given an opportunity for em-pLyment elsewhere." 2.97 ONLY $957 Ex-Mayor Of Heber Dies, 58 I1EBFR CITY Karon Hich Hiatt, 58, Heber, died Saturday in a Salt Lake City hospital of complications from a boating accident which happened June 1 He was born Sept. 7, 1913 at Vcnal to Jesse Levi and Essie Jane Rich Kiatt. He married dec Zenger in 1934 in the Salt Lake IDS Temple. He had lived in Heber since 1917. He was a graduate of the University of Idaho school of pharmacy and owned and operated Palace Drug and Valley Drug Stores in Heber City.

He also attended Brigham Young University and the University of Utah. He was a civic worker, having served as president of the Heber Valley Rotary Club, on the board of directors of the Wasatch Chamber of Commerce, in the Lions Club, the Jaycees, and on the Heber Chy Council. He was mayor of Heber City in 1948 and 1949. He served for eight years on the board of directors of the Utah Pharmaceutical Association and as vice president of the board for a year, He was an active member of the IDS Church, having served a mission to the North Central States from 1931 to 1933. He served in the Sunday School and YMMIA.

He was a member of the Heber First-Sixth Ward bishoprics for three years. He was a member the Wasatch Stake High Council for the last 14 years. Survivors include his widow of Heber City; two sons and a daughter, Melvin Ronald Hiatt and Richard Z. Hiatt, both of Heber; Mrs. Nile (Joyce) Carlson, Layton; five grandchildren; mother, Mrs.

27, 1941 in Salt Lake City. He was a member of the IDS Church, an Eider in the Lehi 10th Ward and was employed as a painter by Deseret Chemical Company. He is survived by his widow, Lehi; daughters, Mrs. Jerry (Nada) Mair, Heber City; Mrs. Ronald (LaRue) Scott, Marysvale, Piute County; Mrs.

For the first time, benefits will rise automatically under the bill any time the cost of living rises more than 3 per cent in one year, a provision Nixon called "a major breakthrough for older Americans." To pay for the benefit boosts, the present maximum 5.2 per cent Social Security payroll tax for employers and employes on the first $9,000 of income will rise to 5.5 per cent on $10,800 in 1973 and to 5.5 per cent on $12,000 in 1974. Kills Welfare Reform This means that anyone $10,800 or more next year will pay a maximum $594 in Social Security taxes, compared to $468 this year. In 1974, those with incomes of $12,000 or more will pay the maximum of $660. He was born May 20, 1914 in Heber City to Thomas and Sarah Jane Mair Horrocks. He married Evelyn Broadhead on Sept. 26, 1932 in Heber City. The marriage was later solemnized in the Salt Lake Temple. He was an employee of Utah State Road Commission and a former employee of United Park City and New Park Mining Company.

He is survived by his widow of Heber City; two sons and two daughters, Harold LeRoy Horrocks and Brent LaVar Horrocks, both of Heber City; Mrs. Alvin (Joan) Baker and Mrs. Larry (Karen) Ayres, both of Evwision, 13 grandchildren; his father, Heber City; brothers and sister, Russell Horrocks, Sheldon Horrocks, Arthur Horrocks, Mrs. Archie (Florence) Maynard, Mrs. Stanley (Pearl) Rhoades, all of Heber City; Glen Horrocks, Midway; and Mrs.

degree from BYU in 19S7. In 1969 she received her master's degree from BYU. She served as director of the Easter Seal Center in Butte and Great Falls and was chosen outstanding young woman of the year in Utah for 1969. An active member of the IDS Church, she served as a Sunday School teacher and MIA speech director. She is survived by her husband, Great Falls, one daughter and one son.
