THE BRIDGEPORT POST, TUESDAY, MARCH 22; 1966. THIRTY-SEVEH Auto License Quiz Opens In Court at New Haven NEW HAVEN (DPI)-- A closed- door inquiry into the return of suspended drivers' licenses began here today. The "one-man grand jury" investigation was ordered March 1 by Superior Court Judge Elmer W. Ryan, following a hearing on a petition filed by State's Atty. George R.

Tiernan. Mr. Tierhan, whose has been investigating the alleged racket since December, says there is evidence that the practice of returning suspended for money "has been going on for some time." The inquiry will be conducted by Superior Court Judge Alva P. Loiselle. He said Monday night the results may not be known until the inquiry is completed and even then, the results may hot be made public.

The investigation started in New Havin after police learned that a New Haven man paid a reported W.OOO to get his license back before the suspension period expired. Mr. contends, however, that there are "slate- wide implications." Payoffs InUmaUd In requesting the investigation, Tiernan told Judge Ryan, "it appears that the return of suspended licenses has been expedited or effected by the payment of money or other consideration to intermediaries." "The administration of justice," he said, "requires an investigation." Mr. Tiernan had also charged that State Motor Vehicle Commissioner John J. Tynan had been "reluctant to cooperate" in the investigation.

Mr. Tynan later denied the charges saying he had cooperated to the best of. his ability and made all Motor Vehicle department records available. Judge Lpiselle's investigation, authorized under Connecticut statutes, is 'designed to determine whether! a regular grand jury should be summoned to act in the case. 3 N.

Y. Papers Merging, Seek Justice Dept. Review NEW YORK (AP) Three New York City newspapers seek Justice- Department review today of plans to merge into a single company publishing a an afternoon and a Sunday riewspaper. The newspapers, under an agreement made last year, have given the Justice Department 10 days notice of the merger to see if there is any conflict with antitrust laws. No date, however, has been set for the merger.

Announcement of the was made Monday by the three" newspapers, the morning Herald Tribune, the afternoon World-Telegram and Sun, and the afternoon Journal- American. Name tf New Firm The new company will be called, the World Journal Tribune Inc. The two. afternoon dailies will be combined into a single evening newspaper, the World Journal. The Herald Tribune will continue itsvweekday morning' but on Sundays it will combine with the Sunday Journal-American under the name of the' World Journal and The consolidations will leave Manhattan with only five dailies of general circulation and three Sunday newspapers: The Post, an afternoon tabloid, publishes on Saturday a weekend -edition that carries Sunday's date, in addition to the editions are dated Monday through Friday.

The owners said in a statement that the consolidation would create some dislocation and 'hardship among employes and management, but they gave no details. Union met with the Monday, and afterwards a labor spokesman said their unanimous union position, was that the World Journal Tribune Inc. was new entity with which no contracts exist." The "newspapers employ persons. Further Talks Further, negotiations are planned ''in the near future between labor 'and management. Thomas M.

Laura, president of Local 6 of the Mailers Union, taid for the labor leaders: "We expect to reach complete agreement on all issues prior to the operation of the new corporation." The owners' statement, signed by John Way Whitney of the Herald Tribune, William Randolph of the Journal- American, and Jack R. Howard of the Scripps-Howard -World Telegram and Sun, added: "The economics of the newspaper industry in New York compel this move. Our new company will be financially sound. We are confident that it will bring strength to' our industry in New York by providing a strong new publishing force. Regret "We deeply regret the dislO: cations of some of our employes which inevitably must accompany "the; creation of our new.

company; We shall minimize these to. the fullest extent. But there is rio way to avoid disloca tions and hardships and at the same time assure a sound future for papers and for those who will produce them. "In thellong are convinced that the combining of our resources! will bring about stable and long-term employment in our papers and that it will enrich the proud traditions we have inherited. We are determined to make it so." The new company will be Jointly owned by the Hearst 'E.

W. i Co. (Scripps-Howard), and the Whitney Communications Corp. (Herald Tribune). The owners' statement said that each "will retain his individual editorial voice in the editorial 'pages of one of the three papers." Among the (actors believed to have brought about the merger were diminishing circulation, increased production costs and a change in the pattern of metropolitan newspaper competition.

The three newspapers had a total daily circulation last year of 1,230,000, compared to 000 in 1950. Sunday circulation of the Herald Tribune and Journal-American totaled 1,172,000 compared to 1,738,000 in 1950. The merger had been the sub- ect of considerable speculation the communications field for he past year. The Herald Tribune will con- to compete in the morning field with the. New York Times and the Daily News.

The World Journal arid the New York Post will share the afternoon iield. Sunday newspapers will be the World Journal and Tribune, the Times and the Daily News. 6 PERSONS DIE IN FeY CRASH CHICAGO (AP) Six automobile passengers were today in a fiery collision of the car and a truck on Chicago's Kennedy Expressway.
