Well anything under 300 is a weak hitter for State The Bulldogs have a I 350 team batting average Jody Hurst leads State with his 396 average John Cohen is batting 367 and Tommy Raffo is hitting 385 Then there are the power hitters Sophomore Pete Young is batting 375 with eight home runs and 49 RBI He has a 10-game hitting streak If Young is not enough of a problem for the LSU pitchers then the Bulldogs bring out Richie Grayum Grayun has hit 1 1 home runs and driven in 49 runs His RBI total is the best in the SEC And oh by the way Grayum is hitting 328 Gents sweep HSU Mark Carleton hit a dramatic two-out grand slam home run in the bottom of the seventh inning to give the Gents a 9-7 win in the first game of a doubleheader sweep Centenary won the second game 8-3 The sweep puts the Gents in first place in the Trans America Athletic West Division with a 6-4 record The two teams play a doubleheader today beginning at 1 pm homer may have been the biggest hit for us this Gents Coach Andy Watson said is no doubt that it was a tremendous boost heading into the second Brian Tarbet was the winning pitcher for Centenary in the first game Tarbet is 8-1 with the win The victory enabled schools he approved ond Protect 144 be authorized for bid Odvertisemenf Vote on the motion corned unommouslv DESIGN DEVELOPMENT BRIEFING ON BOOKER WASHINGTON STADIUM RENOVATION AND ADDITION PROJECT US carried unanimously REPORT ON SCHOOL PARKING LOT LIGHTS The superintendent commented that a report on school lighting included in the moaout to board members tor informal to no I purposes Mildred Pugh osked if staff hod mode any effort to correct fighting concerns expressed through the reauests of the Caddo Parish District PTA president Chuck Miller director of school plant said that a response was mode to the PTA district president's inquiries however staff was wading for further directions from the boord He further commented that some fights hod been installed during construction ot some schools during renovations os result ot a work order and some through fhe PTA He also said some schools connof withstand additional electrical wiring for fear of Overloading circuits In such cases as overloading transmitters or power transformers would nave to be reploced and would take a considerable omount of planning and money to install lights at schools where there is no lighting He suggested the easiest wav to correct lighting concerns is to ask SWEP-CO to install lights ond charge the school board monthly rote Mildred Pugh asked that staff assess the lighting ot ail schools ond consider making lighting eaual at eoch school Show and Linda Smitiere en-couroged future consideration of this reouest The superintendent commented that he would see that staff gave consideration to this reauest and thot a consistent program for implementation be developed Louis Collier expressed his thanks tor the letter from fhe PTA oskmg that lighting be improved at the schools He further commented fhot he hos met with staff on several occasions regarding lighting inadequacies and hos en-couroged the staff to address this particular concern in the very near future G- Archer Frierson If called board members' attention to the report included in the moiiout which said the staff hodoireodv initiated a study with the idea of presenting this item in fhe next update of the Capital Proiects Plan He further commented thot the stall hos some concerns about lighting at (he schools ond it is evident that they are working to solve the problem REPORT GROUP MEDICAL INSURANCE PROJECTION FOR 1988 89 SCHOOL YEAR The superintendent said fhe report on group medical insurance protections for 1988-89 wos included in the mailout to board members ond insurance claims have been reduced as a result ot the measure previously approved by the board He further commented that today he received phone communication from the State Department of Education thot insurance premium allowance from the state will be delayed until after the first ot the fiscol year If this communication is occurafe it could amount to 15 million dollars for fhe remainder of the school year Monies currently on handwillbe used to continue the program assuming that reimbursements will be mode alter the end of the fiscal year Archer Frierson II suggested board and staff should begin now looking at alternative plans for the group medical insurance program should funds not be received from the state The superintendent also said that staff will not be holding employee's insurance claims until the money is received from the state Premiums ond payments wilt continue to be monitored for consideration of possible review ot the progrom ot the end of the school year Linda Simtiereosked if staff was considering involving or ganizations such os Preferred Providers (dis cussed at a clinic ot th NSBA convention) and staff responded that sev- a i i possibilities may be developing Th president said odtostmenfs would have to School Boord tox sheltered onnuity program through payroll deductions with additional processing assist one being provided within th current budget Th super mfendent commented thot this redoes! is somewhat different from what wos previously decided of the last board meefmg in fhaf passage of this motion would give other companies on opportunity to sign up interested applicants He further commented that opening up the service comoames who could enroll 30 applicants ond otter both regular fax sheltered annuity program ond mutual fund program would provide more flexibility and opportunities to the employee There will be some additional administrative cost if motion is approved and on additional clerical person wilt tie hired within in present budget approval smee on employee resigned recently Lmdo Smitiere commented that si was opposed to hiring on additional person The superintendent responded that if the motion is not opproved an additional person will not be employed Mildred Pugh commented that stall should be governed bv Coddo Ponsh School Board Policy GSBI which wos odopted on November 19 1986 regarding solicitation school buildings Archer Frierson II said that if participating compomes abuse the solicitation of services policy then they should be penalized to the point that they are no longer allowed to do business with the school system Stott commented that only companies approved bv the board will be given permission to be in the school ond a memo to this effect wos sent to eoch school pnnci-pot Michoet Thibodeaux said he felt the boord should be governed bv its decision at the last board meeting Shaw mode Substitute motion seconded bv Oougias Rimmer thot we accept Eauitobie and the two comoomes that come in at the some time ond that limits if to three companies Mildred Pugh asked if limiting the program to three additional companies would change the posture ot needing an oddifionot employee Staff responded that it would work hardship on present ciericoi staff it more thon two companies were oaaed Show withdrew his substitute motion Mildred Pugh asked that the three companies being considered be identified and they ore Eauitobie Waddell ond Reed ond New York Lite Show said he did not feel onvone would be contused if the board staved with the original plan 30 oppiiconts and two com pontes The superintendent said the only differences he aware of is that with the original thought of 100 applicants very few companies would be interested puffing this work info effect but when fhe number of applicants was reduced to 30 it interested many companies The president said hot the difference in this motion ond the one ot the tost meeting is that it exponds the number of companies ond an od difionot expense wilt be Equitable ond Waddell ond Reed ADMINISTRATIVE TRANSFERS AND PROMOTIONAL APPOINTMENT CONTRACTS The superintendent said this information was included in the moiiout to board members The procedure was developed for future use ond should ensure consistency concerning administrative positions ond controcts ond it is in keeping with the advice of legol counsel The superintendent further stated that Life Insurance Company representative asked the board to consider allowing this company to serve interested employees of the Coddo public school system Mimit Cherry supporter of education Coddo Parish greeted the board and expressed her pleasure ot being oresent tor today meeting Mrs Cherry said that she will always be interested in the work of the Caddo Parish School Board ond encouraged the board to continue its good works She reminded board members thot their success lies within the relationship they have with eoch other Mildred Pugh asked thot the boor grant the superintendent permission to send coov of the board minutes to Mrs Cherry on regular meeting dates The board gronted Mrs Pugh request and the president thanked Mrs Cherry for her comments BIDS 9 A I BAND UNIFORMS FOR SOUTHWOOO HIGH SCHOOL Linda Smitiere moved seconded by Douglos Rimmer op-provot of the circled bid for bond uniforms for Southwood High School in the omount $20400 ond fhe general fund ending balance be odtusfed Linda Smitiere expressed concern (or some schools not following the rotation schedule for purchasing bond uniforms She further commented thot schools have been moved ahead of schedule and Southwood has bond uniforms while other schools have none therefore she would like for staff to ad-tost the budget to allow the other two schools (Fair Park ond Byrd) to get band uniforms The super mfendent commented thot some veors ago the school board established specified funds to be used tor ourchasmg or replacing band uniforms and it individual schools exceeded the allotted omount they were responsible for paving the balances due He suggested the maintaining of this procfice for payment of bond uniforms otherwise there would be no guidelines on payment He further commented that schools ore normally eligible for bond uniforms on on approximate 10 year basis ond schools musf reauest bond uniform replacement or purchase Staff was asked to remind principals of the rotation schedule os individual schools purchase or reoiocemeof lime of rotofon neared The supervisor of music monitors this situation also Stott commented thot some schools choose to use auxiliary bond uniforms and save the regular uniform to weor when competition John Albritton osked that the board maintain the Current policy for purchasing or replacing bond uniforms in that fhe schools are oiiowed the freedom to design their individual uniforms ond are in position to control the cost Riley A Stewart Sr expressed concern for schools receiving guoiity bond uniforms as a result of working within fixed budoet and requesting certain styles Recess Show moved seconded by Michael Thibodeaux for brief recess for apoproximotely 10 minutes ot 3 SS ond the motion carried The board reconvened ot approximately 4 07 Michoet Thibodeaux amended the motion seconded by Shaw that the other two schools currently rotation tor band uniforms be otiowed to fake bids oiong with Southwood The superintendent commented that he was not sure of what the school board financial situation would look tike for next yeor ond was concerned that adding additional expenses to the budget of this time would greatly reduce the ending balance He further stated that it would perhoos be wise to deny the original motion ond not moke ony purchases until later date Staff commented that the rationale for requesting purchases for Southwood is that re placement of bond uniforms tor Fair Pork High School was made in 1976 ond for Southwood ond Bvrd in 1979 However with all the reauests received consideration was given to trying to work within the $20000 which would not cover the cost tor all the reauests other than try to orovide a partial set for Foir Pork and taking Huntington ond Coptom Shreve out of the order a decision was mode to select Southwood for a full set and leave the other schools line for replacement in the coming year Fair Pork reploced 35 band uniforms in 1983 Archer Frierson II agreed (hat the board should be guided by the current policy ond boord members should show more maturity in hondling the tihoncial matters of the Caddo Parish School Board Mildred Pugh urged fhe board to detent the motion on the floor ond reminded board members of other foctors influencing some schools moving ahead ot the rotation schedule such as Changes principalship ond music supervisor Following lengthy discussion stolf explained the formulo for determining an allocated omount for bond uniform purchases Douglas Rimmer mode substitute motion seconded by Archer Frierson II to approve the bid as requested by staff
