The committee met last night discuss a recommendation tankers unloading in Bridgeport use floating collars around unloading ships to contain possible spillage. Alderman Sydney Evans, D-134th, recommended the use of the collars. Both Paul Werner of Hoffman Fuel and George Santa of Santa Fuel discounted the possibility of spills occuring in the harbor and emphasized their ability to cope with a spill if one did. take place. "There hasn't, befin spill in the harbor in five Mr.

'DEGREE DAYS' AtUEWCOST (Continued from OK) family, two-story house since mid-December Is about 532 a week, or between and 1160 a month. The "sample" home Occupant; since July 1, would have spent approximately $428.96 for oil heating this year as compared with $332.80 for the same period last year, based on Mr.

Edwards' formula, with some 14 weeks of heating season still ahead. The money difference this year, based on the extra 601 degree days, would be $96.16 more. Since a bill this large, along with all the other energy and household expenses, could be an extreme hardship, many people have their oil bills budgeted over a 12-month period, paying equal, months each of the 12 months instead of tow bills in the summer and high bills in toe winter. While this takes the "sting" out of winter heating bills, it doesn't help much on the annual cost of heating, which has increased steadily since the energy crisis began in 1973. Today, the average price of heating oil is seven to 10 cents Higher than the average price of gasoline was at the end of 1873 'at 36.9 to 39.9 cents a gallon.

Gasoline prices, sent upward just as steadily by all- time high increases in the cost of both foreign and domestic crudes, have peaked in the Bridgeport area at an average of 60 cents a gallon for regular, and four or five cents higher for premium and unleaded grades. While there are many factors which influence what householders are paying for heating, such as how well the house is insulated, how exposed it is to winds, how large it is, and at what temperature people keep their thermostats, Mr. Edwards' formula on degree days will give them an opportunity to compare heating bills this year with previous years. Mr Edwards estimated that the average single-family home will spend between $800 and $900 in the 12-month period aeginning. last July 1.

While same cost-pcr- degreerday formula is not available for persons heating with natural gas, the accumulation of degree days 1 gives gas heating customers an opportunity to compare their heating bills this with last year's bills. Also in gas heating comparisons, consumers must make allowances for the. fact that the cost of pipeline gas has increased this year because of the deregulation of newly-produced a by the Federal Power The same degree day comparisons may be made by elec- ric heating customers by comp a i the percentage difference in the accumulated degree days with the perceht- aee difference in their electric bills. Llcctric heating customers of the United Illuminating company also must make allowances for the fact that the utility, near the end of 1976, was given a 5.6 per cent, across-the-board increase in rates.
